To ask the Scottish Government what its position is on proposing parliamentary business on days when strike action is being taken by workers in the Scottish Parliament.
Answer
The Scottish Cabinet determines the proposed programme of Government business with due regard to current circumstances, including any decisions taken by the Scottish Parliamentary Corporate Body regarding the operation of the Parliament. It is for the Parliamentary Bureau and, ultimately, the Parliament as a whole to agree the terms of the business programme.

To ask the Scottish Government what information it holds on whether any local authorities are currently considering exporting waste as a measure in response to capacity gaps arising as a result of the 2025 landfill ban on biodegradable municipal waste.
Answer
The Scottish Government does not hold information on the range of options considered by local authorities for the treatment of residual waste ahead of the forthcoming ban on landfilling biodegradable municipal waste.
Local authorities are responsible for the provision of local waste services and are, therefore, best placed to comment on contractual arrangements for waste services.

To ask the Scottish Government whether it will provide an update on its plans to
develop policy around housing for people with varying needs, following its
review of the Housing for Varying Needs design guide.
Answer
We plan on consulting on proposed updates to Housing for Varying Needs to uplift standards applicable to homes delivered with support through the Affordable Housing Supply Programme in the Spring of this year. This consultation will also include proposals for the introduction of an all-tenure Scottish Accessible Homes Standard which is planned to be implemented through changes to building standards and guidance from 2025-26.

To ask the Scottish Government what proportion of all rural wildfires attended by Scottish Fire and Rescue Service (SFRS) in the last five years have been officially investigated by the SFRS to determine the cause, and where any such investigation reports are published.
Answer
As the Scottish Fire and Rescue Service (SFRS) does not have a wildfire investigation capability it has not officially investigated any wildfires in the last 5 years beyond the information gathered by its Incident Recording System.

To ask the Scottish Government, further to the answer to question S6W-13127 by Patrick Harvie on 9 January 2023, when it expects to release the annual reports for the (a) Scottish House Condition Survey for (i) 2020, (ii) 2021 and (iii) 2022 and (b) Scottish Household Survey for (A) 2021 and (B) 2022.
Answer
There will be no Scottish House Condition Survey 2020 annual report. Following the suspension of face-to-face interviewing in March 2020, due to COVID-19, there was no further Scottish House Condition Survey data collection in 2020. The 2021 results will be published in May 2023, and the 2022 results in early 2024.
The Scottish Household Survey results for 2021 will be published in April 2023, and the 2022 results will be published in late 2023 / early 2024.

To ask the Scottish Government whether an official and publicly available investigation report was produced by the Scottish Fire and Rescue Service into the cause of the large fires in Flow Country, Sutherland, and Ballindalloch, Morayshire, in 2019.
Answer
The Scottish Fire and Rescue Service (SFRS) does not have a wildfire investigation capability as it is an extremely rare discipline in UK Fire and Rescue Services. As such, no official investigations were carried out into the large fires in Flow Country or Ballindalloch in 2019.

To ask the Scottish Government, further to the statement by the Minister for Culture, Europe and International Development and Minister with special responsibility for Refugees from Ukraine on 1 November 2022, whether it will provide an update on its plans to work with Palladium to deliver modular housing for Ukrainians moving from temporary accommodation in Glasgow and Edinburgh.
Answer
The Scottish Government is working with Palladium to consider how modular housing could be used to provide longer-term sustainable housing. . The contract that the Scottish Government entered into with Palladium in August last year will end on 15 March 2023. The Scottish Government has competitively tendered for a successor contract to be put in place after the current contract ends. This will support the Scottish Government’s plans to pilot the use of short-term modular accommodation. However, the successor company will also work with the Scottish Government to continue to develop a proposal to deliver longer-term modular housing. Bids for the successor contract are currently being reviewed and a decision will be taken very shortly.

To ask the Scottish Government whether it plans to introduce legislation similar to the so-called Awaab’s Law, which would require social landlords to fix reported health hazards within specified time frames.
Answer
Social landlords in Scotland must already meet the Scottish Housing Quality Standard which requires properties to be free from damp, have adequate ventilation and be suitably insulated and they must ensure any requests for repairs are carried out in a timely fashion. Compliance is monitored by the Scottish Housing Regulator. If landlords fail to comply, tenants can escalate complaints to the Scottish Public Sector Ombudsman. The latest report on the Scottish Housing Charter shows that almost 9 out of 10 social tenants are satisfied with the homes and service that their landlord provides.
The Regulator is currently working proactively with social housing providers to identify and share best practice in dealing with damp and mould and is expected to publish updated guidance shortly.

To ask the Scottish Government how many homes are currently available for people with complex care needs, broken down by local authority area.
Answer
The Scottish Government does not hold that specific information. However statistics collected from local authorities includes information on housing for disabled people: Housing for Older People and People with Disabilities and the Scottish Housing Regulator also collects information on numbers of housing units for disabled people: Statistical information | Scottish Housing Regulator .
The Scottish Government is committed to improving the lives of people with complex care needs. Along with the Minister for Mental Wellbeing and Social Care, I recently wrote to all areas to encourage greater collaborative working across integration authorities and local authorities to deliver integrated housing, care and support services for people with complex care needs living in Scotland.
