We understand the importance of sport and physical activity for children and young people in Scotland and the positive impact that it has on their physical, mental and social health.

Through sport scotland, our national agency for sport, we are working in partnerships with Scottish Governing Bodies of sport (SGBs), local authorities, leisure trusts, sports clubs and community organisations, schools, colleges and universities to provide opportunities for all to participate in sport, to break down the barriers, financial or otherwise, that keep too many people from leading active lives.

sport scotland has provided the SFA with an investment of £1,347,400 in the current financial year to help support a wide range of grassroots activity, supporting the SFA’s Football for All strategy. This includes developing children and young people’s football, all of which aims to provide a pathway for anyone to enjoy participating in football.

As set out in the Programme for Government we are working with sport scotland to ensure that Active Schools programmes are free for all children and young people by the end of this Parliament, providing them with more opportunities to take part in sport, such as football, before, during and after school.

In the 2021-22 academic year (last full year of data - 2021-22 data reflects the return to activity following the COVID-19 pandemic), 218,000 participants made 3.5 million visits to Active Schools activities with Football being the most popular and visited activity.

Businesses of all sizes will be included in Scotland’s Deposit Return Scheme (DRS), which will now launch on 1 March 2024. Adjusting the launch date by over 6 months provides everyone with additional time to prepare for the launch of the scheme, with around 10 months in total to now prepare, including small businesses.

On 20 April 2023 it was announced to Parliament that any product which sells less than 5,000 articles a year in Scotland will no longer have to place a deposit on the product. This change was asked for by business and will apply to producers of all sizes. However, it will particularly help small producers, removing an estimate 44% of producers from having to place a deposit on any of their products.

The Scottish Government will continue to engage with businesses of all sizes to ensure our DRS is ready for launch on 1st March next year.

While the Scottish Government has not undertaken any assessment of the financial viability of community boxing clubs, we recognise their importance to the overall physical, mental and social health of communities across Scotland.

sport scotland investment into Boxing Scotland supports a wide range of boxing activity that encourages and supports people to participate in boxing, including both club and coach development.

We understand the challenging financial circumstances facing many sports facilities and are fully aware that rising energy costs are a significant issue. Given that most of the levers to respond to these challenges are reserved, we strongly urge the UK Government to use all the powers at its disposal to tackle this cost of living crisis.

The Scottish Government will continue to work with sport scotland to explore how facility operators and the wider sporting sector can best be supported.

There have been no recent discussions between the Minister for Zero Carbon Buildings, Active Travel and Tenants' Rights with SafeDeposits Scotland regarding staffing levels and staff turnover. Officials engage with each of the approved schemes on a regular basis as part of monitoring compliance with the Tenancy Deposit Schemes (Scotland) Regulations 2011 and discuss a range of matters. Measures being taken by SafeDeposits Scotland in relation to customer response times following the introduction of a new IT system in July 2022 was a part of recent engagement.

The Scottish Government has awarded over £205 million of regeneration funding to Clyde Gateway Urban Regeneration Company (URC) from 2007 to 2023 for the purpose of supporting the delivery of its 20-year operating plan. This includes direct support through annual capital and resource funding to develop and regenerate key sites identified in the plan, support core running costs and other activities it delivers in support of local communities.

A detailed analysis of the composition of household waste and other available data has been undertaken and we aim to publish an updated food waste estimate in the coming months.

Our consultation on proposals for a Waste and Circular Economy Route Map set out proposed measures to accelerate progress towards our food waste reduction target, building on our 2019 Food Waste Reduction Action Plan. We will publish a review of progress and final Route Map later this year.

Police Scotland is reviewing the project’s timings as part of their wider planning for 2023/24 and beyond.

My predecessor met with the Assistant Chief Constable on 9 February on this matter, and whilst all those involved with delivering the National Dashcam Safety Portal remain committed to implementing this important safety initiative, I have asked my officials for an urgent update from Police Scotland on this matter.

In response to question (a) There were a total of 44 deaths in SPS custody during 2022.

In response to question (b) There have been a total of 4 deaths in SPS custody during the first quarter of 2023.

The SPS publishes information regarding all deaths in our custody in calendar years on the SPS website. This information is updated on a quarterly basis and can be accessed using the following link: Prisoner Deaths (sps.gov.uk) .

The next quarterly update will be published on the SPS website in April 2023 which will provide information on deaths in custody up to and including 31 March 202

We plan to publish the proposed new cancer strategy in Spring 2023. We do not have a specific date.

Following on from BREXIT, the UK Governments decision not to be involved as an associated third country – i.e. on the same footing as EU Member States – has radically reduced the number of opportunities for Scottish students to benefit from the Erasmus+ cooperation projects and exchange in the areas of education, training, youth, and sport.

All projects selected under the Erasmus+ programme 2014-2020 will continue until their completion on the same basis under which they were selected. All four year projects funded in the 2020 cycle must be complete by the 30 of June 2024.

While a limited number of opportunities from 2021 onwards remain open to Scottish and EU students, simply because they are open to institutions or individuals from all over the world, this is ultimately an example of the UK Government's BREXIT decision limiting the richness and variety of experiences open to our students.
