To ask the Scottish Government what its response is to the 2022 Scottish teacher census, which showed that there had been a reduction in teacher numbers in East Dunbartonshire, compared with 2021.

The Scottish Government is committed to ensuring that numbers of teachers and support staff are protected. We will provide local government with £145.5 million in next year's budget, which is conditional on the successful delivery of the following objectives:

Maintaining teacher numbers at 2022 census levels, as published in the Summary School Statistics in December 2022.
Maintaining pupil support staff numbers at 2022 census levels, which we will publish on 21 March 2023 based on the data collected from local authorities in September 2022.
Ensuring that places remain available for probationer teachers who need them through the Teacher Induction Scheme.

In the event of these requirements not being met, the Scottish Government reserves the right to recover or withhold relevant monies allocated to individual authorities for these purposes.

To ask the Scottish Government, regarding the Water and Sewerage Charges Exemption Scheme, whether it will consider retroactively applying an exemption to any registered charity or SCIO for the 2022-23 financial year, and for subsequent years, until the current cost of living crisis is under control.

Whilst organisations are encouraged to apply in advance, registered charities and community amateur sports clubs (CASCs) have until 31 March 2023 to apply for the water and sewerage charges exemption scheme for the 2022-23 financial year. If exemption is granted, it will be backdated to 1 April 2022 - provided the criteria of the scheme were met at that time - and any charges will be refunded. The organisation’s income must be below £300,000 to qualify. Exemption will not be granted if:

The organisation holds a permanent alcohol licence to sell alcohol at the premises
the premises is a charity shop or other premises used for the purposes of retailing new or second hand merchandise
the premises operates as a café which is open to the public and operated on a regular basis to generate income
the organisation is a local council or an Arms-Length External Organisation (ALEO) which can be used by councils to deliver services

To ask the Scottish Government what its response is to recent UCAS Equal Consideration application deadline data for 2023, in light of reports that, for Scotland-domiciled students of all ages, there has been a 23% reduction in applicants to nursing courses and a 25% reduction in applicants to teacher training courses.

Although UCAS has confirmed that at the end of the January equal consideration date there has been a reduction in applications compared to this time last year, our higher education institutions will continue to accept, and consider, applications until the end of June and thereafter through any clearing process. Therefore, we expect application numbers to continue to increase. Scotland’s higher education institutions are working hard to recruit applicants to their nursing programmes and it is worth noting that not all funded places are applied for via UCAS(for example our Open University funded places), and these applications will also contribute to final numbers.

Alongside this, we continue to explore alternative pipelines into the nursing profession such as earn as you learn routes and apprenticeships. In addition to that work we will also address current challenges to the nursing profession in relation to workforce supply, retention and professional development as part of the new Nursing and Midwifery Taskforce. This will ensure our nurses, already the best paid in the UK, will have the best conditions and career opportunities.

We realise that recruitment to initial teacher education is challenging for various reasons and this is being seen across the UK. However, as in previous years, Scottish universities will keep their application processes open until they have met their targets in both primary and secondary by subject. We will continue to work with universities to monitor applications to all initial teacher education programmes. Typically, we have seen teacher training applicants increase by around 17% by the end of the application cycle.

To ask the Scottish Government how it will ensure the alignment of the processes for medicines approval by the Scottish Medicines Consortium (SMC) and the commissioning of companion diagnostics in NHS laboratories, to avoid patients being denied access to SMC-accepted precision treatments due to the NHS not having the necessary associated laboratory test in place.

The Scottish Government recognises that an improved streamlined process for the implementation of new genetic tests linked to a Scottish Medicines Consortium (SMC) approved medicine is required. The SMC currently provides early information to National Services Division (NSD) on cancer medicines in clinical development that are expected to require a companion diagnostic through regular horizon scanning reports. To support financial and service planning, the SMC also provides Health Boards – in confidence - with information on medicines that may require a companion diagnostic through regular Forward Look reports, which include emerging new medicines, including Advanced Therapy Medicinal Products (ATMPs).

A key function of the Scottish Strategic Network for Genomics Medicine (SSNGM) is to horizon scan for new medicines to prevent delays for patients getting access to advanced therapies. To support this, the SSNGM has established Scottish Genomics Testing Assessment Groups (SGTAG) for cancer and rare disease. The SGTAG will work with the SMC and others to approve the availability of companion diagnostic tests in the genetic laboratories.

To ask the Scottish Government how much funding SEPA receives annually, and what its position is on whether SEPA has the necessary resources to fully exercise all of its statutory functions in a timely manner.

SEPA’s grant in aid funding from Scottish Government has increased over the last five-year period from £34,936,000 to £41,406,000. SEPA determine the amount of resources allocated to meeting their statutory obligations through their Annual Operating Plan in each year in agreement with the Scottish Government.

Table 1 provides information on average gross revenue expenditure in Scotland per pre-school registration, and primary and secondary pupil along with information on allocations (accounting for teaching and tuition fees funding) per college and university place.

Methodologies and key policy changes

The methodologies used to determine the average expenditure per place for each education level are provided in more detail below. This section will also explain the methodology and policy changes, and why some of the figures provided in this answer differ from those provided the last time this question (PQ S6W-01165) was answered in July 2021.

Pre-school: average gross revenue expenditure per child in pre-primary education is arrived at by taking the total gross revenue expenditure on pre-primary education, adjusted for inter-authority transfers, as reported by local authorities to the local financial return. These figures are then divided by the number of pupils in funded early learning and childcare as per the statistics reported in the early learning and childcare census.

The per child expenditure for early learning and childcare has risen over the period of these figures. This is due to the expansion in the number of funded hours of early learning and childcare which children are eligible for. The Children and Young People Act (Scotland) 2014 made 600 hours of funded ELC per year available for all 3 and 4 year olds, and extended the entitlement to eligible 2 year olds. This entitlement was expanded to 1140 hours per eligible child from August 2021. This recent expansion, from 600 hours to 1140, has contributed to the increasing expenditure per child from 2018-19 onwards.

Primary and Secondary school: average gross revenue expenditure per pupil in primary and secondary education respectively is arrived at by taking the total gross revenue expenditure adjusted for inter-authority transfers, reported by local authorities on primary and secondary education to the local financial return, divided by the number of pupils in primary and secondary education as per the statistics reported in the pupil census.

Figures for 2019-20 are slightly different from those in the response to PQ S6W-01165 because of subsequent revisions to 2019-20 local government financial return data. The earlier figures provided here for pre-primary, primary and secondary education expenditure have been calculated on a consistent basis and have been updated to take into account any methodological changes and revisions to the calculation of expenditure figures from the Local Government Financial returns.

Colleges: the Scottish Funding Council (SFC) have supplied detail of the cost of a College place (expenditure per full-time equivalent (FTE)). This is calculated by taking funding provided to Colleges for core teaching and assumed tuition fee income and dividing this by the number of student places.

Universities: the cost of a University place, also provided by the SFC, is estimated by taking the total teaching grant awarded to Universities (excluding teaching grant associated with rUK students studying expensive strategically important subjects, who are not eligible for funding) and assumed tuition fee income associated with those places and dividing this by the total number of SFC funded places for Scottish and EU domiciled FTEs. Expenditure figures exclude funding for student support, and SFC’s research and strategic funds. Total FTE figures are SFC/SG funded places and do not include fees only and international places.

In answering an earlier similar PQ S6W-01165 on 28 July 2021, the methodology for Universities and Colleges excluded any external fees element, and for Universities only it included expensive strategically important subjects. However, SFC, who hold the data and provided estimates to Scottish Government, have advised the methodology should include a fees element for Universities and Colleges as fees are considered inherent to teaching provision, and expensive strategically important subjects should be removed for Universities as the additional funding for these courses are only for rest of the UK students who are not associated to funded places. Therefore, estimates will be different compared to those provided in the last version of this question.

Supplementary notes

1. Rest of the UK university places were removed from 2012-13 on a phased basis (new students in 2012-13 and each new cohort thereafter over a 5 year period).

2. In AY 2015-16 SFC moved college funding to a credits based system, rather than WSUMS. It is assumed that 15 credits = 1 FTE.

3. In AY 2016-17 there was a 2.9% reduction in University gross teaching prices.

4. In 2018-19, additional places at St Andrew’s University for rUK Calman students clinical training were funded separately by the SFC however are not included for continuance.

5. For 2020-21 the university allocation includes funded places and funding for childcare that were announced after the publication of the final funding announcement, to ensure consistency with other years.

6. The funded places/weighted SUMS/credits figures used are taken from the final published main grant letters or outcome agreements, and do not take account of any subsequent adjustments.

7. Assumed fees include income from SAAS, SDS, employers and students paying their own tuition fees for SFC funded programmes.
