The number of empty homes returned to use with support from the Scottish Empty Homes Partnership in 2021-22 is 1,152.

We do not collect a breakdown of homes brought back into use by local authority.

The Scottish Government's role is to monitor the Schemes' compliance with the Tenancy Deposit Scheme Regulations 2011 and is not involved in the business operations of the Schemes. The Scottish Government therefore does not hold information on when SafeDeposit Scotland (SDS) first implemented the estimated response time. SDS monthly reporting call centre activity data indicates improvements in response times to both calls and emails from November 2022 onwards. Latest monthly reporting for March 2023 gives the average answer time for calls as 10 seconds, and 8 minutes for emails.

The Building (Scotland) Act 2003 gives powers to local authorities to take enforcement action where a building is defective or dangerous. Responsibility for repair in tenement properties lies with the building owners and the Tolerable Standard requires that all homes are structurally stable. Local authorities are required to have a strategy for ensuring that below standard houses are brought up to standard and have broad discretionary powers to assist homeowners with work needed to meet the standard.

The Scottish Government’s position on the Supreme Court judgment was set out to the Scottish Parliament on 23 November 2022. That position has not changed.

The Scottish Government is committed to building the case for a socially just, independent Scotland within the European Union, and giving the people of Scotland the information they need to make an informed choice about whether Scotland should become an independent country. This is in line with the mandate given by the people of Scotland at the 2021 election and the clear majority in the Scottish Parliament in favour of independence and an independence referendum. My appointment as the Minister for Independence reflects that priority.
