That the Parliament acknowledges the concerns being raised by the communities impacted by the proposed Moray FLOW-Park; notes that Offshore Solutions Group plans to develop anchorage sites in the Moray Firth for floating offshore wind assets; understands that the project is at an early stage, but that concerns around the impact on fishing, the environment and marine life have been expressed and acknowledges the view that these deserve to be addressed, and notes the view that Offshore Solutions Group must both be upfront with communities about the consideration other sites were given for these proposals and must commit to detailed and meaningful discussions with key stakeholders and all communities in the Moray Firth area impacted by these proposals.

That the Parliament notes what it sees as the success of the Nature Champions initiative, established in 2013 and coordinated by Scottish Environment LINK, which encourages all MSPs to champion Scotland’s species and habitats; recognises that more than 100 MSPs have become Nature Champions over the current parliamentary session, supported by 25 LINK member organisations, and that the initiative marked its 10th anniversary in 2023 with a public exhibition outside the Parliament, before being awarded the NGO Impact Award by the Chartered Institute of Ecology and Environmental Management in 2024; considers that the Glasgow Shettleston constituency, like the rest of Scotland, benefits from action to protect biodiversity; regrets reports that one in nine species are at risk of national extinction in Scotland; acknowledges that many MSPs will retire or not stand again at the 2026 election, creating a need for new Members in the next parliamentary session to take up the role of a Nature Champion; welcomes that the initiative will be relaunched in the new session to provide that opportunity, ensuring continuity in raising awareness of Scotland’s threatened species and habitats, and commends the cross-party and collaborative spirit that it considers has underpinned the initiative throughout its history.

That the Parliament recognises Eating Disorders Awareness Week 2026, which runs from 23 February to 1 March; understands that the theme for the week is "Community", to highlight that, while eating disorders can be isolating for those experiencing them and the people supporting them, there is value in connecting with others who have shared experiences; notes that the eating disorder charity, Beat, estimates that 1.25 million people across the UK, and 100,000 people in Scotland, have an eating disorder; recognises that data suggests that the prevalence of eating disorders has increased since the COVID-19 pandemic in 2020; acknowledges the comprehensive recommendations set out in the 2021 National Review of Eating Disorder Services, and notes the view that, while work is being carried out by organisations such as Beat to increase peer support and training services, further measures are required to address this growing issue.

As an amendment to motion S6M-20329 in the name of Douglas Ross (Recognising Concerns Regarding Moray FLOW-Park), leave out from first "acknowledges" to end and insert "notes the view that the proposal put forward by Offshore Solutions Group (OSG) regarding the Moray FLOW-Park should be rejected and proceed no further; believes that the opposition to this proposal in the local Nairn and Moray communities is overwhelming and is based on strongly held beliefs that it would devastate the scenic views and beauty of the inner Moray Firth, threaten to damage marine ecology and wildlife, decimate inshore fishing and cause irreparable damage to tourism and recreation, including sailing; considers that there is no clear evidence suggesting that OSG has the substantial robust financial standing required to have the capacity to implement any such proposals, given the scale of the projects and finance required to service them, and fears that the aim of the proposal may be to procure planning permission and then sell on the rights to others."

That the Parliament recognises that 27 January is Holocaust Memorial Day (HMD); acknowledges that the Holocaust was the brutal and barbaric murder of six million Jewish men, women and children by Germany’s Nazi regime, and its collaborators, during the Second World War; understands that the date of HMD is the anniversary of the liberation of Auschwitz-Birkenau, the largest Nazi concentration and extermination camp, where 1.1 million people were murdered, 90% of them Jewish; notes that the official theme for HMD 2026 is "Bridging Generations", as a reminder that the collective responsibility of all to remember does not end with the survivors, it lives on through their children, grandchildren and all people; recognises that this encourages all to engage actively with the past, and to listen, learn and carry those lessons forward to build a bridge between memory and action, and between history and hope for the future; is aware that the Holocaust is a shockingly dark chapter in human history, and considers that HMD is a crucially important event in the calendar, which aims to highlight the reason why its lessons can never be forgotten and why a zero tolerance approach must always be taken against antisemitism and all forms of prejudice.

That the Parliament congratulates Elaine Balfour on being awarded a British Empire Medal (BEM) in The King’s New Year Honours 2026 for services to the community in Glasgow; notes her leadership as the former leader of the 62nd Glasgow Girls’ Brigade; understands the positive influence that youth organisations have on young people’s development; recognises Elaine's commitment to supporting and mentoring generations of girls, and acknowledges the lasting impact of her voluntary service in the community.

That the Parliament congratulates the Saudha Society of Poetry and Indian Music on the success of its Rhymes for River & Planting event, which was held at the Parliament on 18 December 2025; understands that Saudha is an organisation working acros sthe UK to create a new audience for classical Indian and south Asian music and is currently pursuing the creation of a Western Gharana, or school, of Indian classical music; commends Saudha for its work with lonely, sick and young people, and people who have special educational needs; notes that there were over 40 attendees at the recent event in the Parliament, which included songs from Chandra Chakraborty, a Tagore performance by Anasua Paul and TM Ahmed Kaysher and readings from the poets, Medha Singh and Nazaret Ranea; celebrates the cross-cultural strength of Saudha’s work, and wishes it the very best in its future endeavours.

That the Parliament notes with sadness the fire at the Le Constellation Bar in the Swiss ski-resort of Crans-Montana on New Years Eve 2025, which resulted in at least 40 deaths; further notes that the victims ranged in age from 14 to 39 and were of many nationalities, with 15 of them aged under 18; applauds the efforts of the area's firefighters and rescue workers who bravely fought the blaze and saved those that they could; expresses its deep sympathy with the people of Crans-Montana and the families of those killed, and wishes speedy recoveries to the 119 who were injured.

That the Parliament congratulates Scarf, the energy efficiency advice charity that is based in Aberdeen, on the successful completion of its first Board Apprenticeship Programme; notes that the scheme, which was launched in 2025 to help mark Scarf’s 40th anniversary, saw Natalya Hendricks and Alana Davidson welcomed onto the board as apprentices, with both being appointed as full board members in October; understands that the pair were deemed to have brought energy, curiosity and constructive challenge that supported the Board’s approach of continuous improvement, with Alana being praised for bringing clear financial awareness to discussions regarding supporting thoughtful planning, and Natalya being recognised for contributing valuable insight on internal processes that helped strengthen ongoing governance practices; congratulates both Alana and Natalya on their success, and wishes everyone at Scarf well in their continued endeavours in tackling fuel poverty across Scotland.

That the Parliament condemns the practice of female genital mutilation (FGM), referring to all procedures involving the partial or total removal of female external genitalia or other injury to the female genital organs for non-medical reasons; believes that this practice, to which an estimated over 230 million women and girls worldwide have been subjected, is a violation of the right to health and bodily integrity; is profoundly concerned by reports that 1,219 women received treatment from NHS Greater Glasgow and Clyde between 2019 and June 2025 as a result of having undergone FGM procedures, 57 of whom received reconstructive surgery; believes that these figures may not adequately capture the full extent of FGM in Scotland, or the total number of women and girls at risk, due to the often hidden nature of the practice; regrets that provisions under the Female Genital Mutilation (Protection and Guidance) (Scotland) Act 2020 have not yet been fully implemented, almost six years after it was passed unanimously by the Parliament; notes that the Act sought to strengthen existing laws to safeguard women and girls at risk; believes that the continued delay in implementation is unacceptable and risks eroding trust among those most in need of these protections; urges the Scottish Government to take immediate action to ensure the Act’s provisions are implemented in full by the end of the current parliamentary session at the latest; believes that the eradication of FGM requires action beyond criminalisation to address the abusive behaviours and attitudes underpinning the practice; recognises that prejudicial stereotypes surrounding victims and their communities present barriers to disclosure and support, and commends the work of community-led initiatives across Scotland that continue to support affected women and girls, raise awareness of FGM and improve the response of healthcare professionals, schools, police and other agencies.
