That the Parliament recognises what it sees as the serious harm caused by animal cruelty, neglect and illegal breeding; notes concerns raised by animal welfare organisations regarding the consistency and proportionality of sentencing in animal welfare cases; understands that many cases involving the welfare of pets and farm animals are dealt with under summary procedure, limiting the penalties available under the Animals and Wildlife (Penalties, Protections and Powers) (Scotland) Act 2020; notes what it sees as the lack of specific sentencing guidelines covering these offences; further notes the view that clearer guidance and greater awareness of available powers would support more consistent sentencing that reflects the severity of the crimes; acknowledges calls for stronger monitoring and enforcement of disqualification orders, including consideration of a national animal offenders register to improve information sharing between agencies, and notes the importance of continued partnership working between the Scottish Government, justice partners, the Scottish Sentencing Council, Police Scotland and animal welfare organisations to support effective sentencing and protection for animals and the public in Midlothian South, Tweeddale and Lauderdale and across the country.

That the Parliament agrees to the general principles of the Ecocide (Scotland) Bill.

That the Parliament recognises the value of lived experience in informing effective scrutiny and legislation and ensuring that those views are embedded across legislation passed at the Scottish Parliament; commends events such as the Parliament Disability Summit, first held in 2023, which highlighted disability issues and allowed disabled people across Scotland, including in the Lothian region, to be at the forefront of political discussion; welcomes that the Summit will be held again on 21 February 2026 and notes the view that this Summit should continue on a biannual basis; notes with concern reports that disabled people remain significantly underrepresented in elected office in Scotland, with 5% of the current MSPs declaring a disability compared with 24% of the general population; understands that people from other protected groups also continue to face underrepresentation; acknowledges what it sees as the many barriers that exist in society which discourage or prevent disabled people and others with protected characteristics from standing for election; welcomes initiatives such as the Access to Elected Office Fund run by Inclusion Scotland, which, it understands, helped 14 disabled candidates in the 2021 Scottish Parliament election through assistance with transport, communication and/or personal assistance, and notes the calls on all political parties, the Scottish Parliamentary Corporate Body and the Scottish Government to continue to work collaboratively to remove barriers, promote inclusion and strengthen disabled people’s representation and participation in Scotland’s political institutions, while also taking steps to improve representation and participation for all groups protected under the Equality Act 2010.  

That the Parliament commemorates the 85th anniversary of the Clydebank Blitz on 13 and 14 March 2026; understands that on these days in 1941, 439 Luftwaffe bombers dropped more than 1,000 bombs in their raid over the Clydeside, which killed 528 people from Clydebank and seriously injured 617, with Second Avenue having the highest number of deaths; notes that the bombings resulted in Clydebank experiencing a massive loss of housing, with 12,000 houses in the town damaged and 4,300 completely destroyed; further notes that the main targets were the armaments factory in the Singer Sewing Machine works, John Brown & Company’s shipyard and Beardmore’s engine works; acknowledges what it sees as the huge impact the Blitz had on Clydebank, causing incomprehensible hardship, anger and sadness; commends the people of Clydebank for their resilience and celebrates the heroes who saved victims on these dark days and helped with the rebuilding efforts; pays tribute to those who lost their lives, and promises to never forget.

That the Equalities, Human Rights and Civil Justice Committee recommends that the Legal Aid and Advice and Assistance (Fees) (Miscellaneous Amendment) (Scotland) Regulations 2026 [draft] be approved.

That the Standards, Procedures and Public Appointments Committee recommends that the Absent Voting (Miscellaneous Amendment) (Scotland) Regulations 2026 [draft] be approved.
