That the Parliament strongly opposes the actions of the United States (US) under the leadership of Donald Trump; believes that, under Trump’s presidency, the US has become a rogue state that has shown contempt for Scottish and international law through its attack on Venezuela and Scottish waters and its threats to the sovereignty of Greenland and Denmark; notes that two people were recently abducted from Scottish waters by the US military, in defiance of the Court of Session and live legal proceedings; understands that the US military currently uses Scottish Government owned Prestwick airport as a de-facto base, with US military flights landing at Prestwick over 560 times since 1 April 2025; agrees that Scotland must not be complicit in any illegal action by allowing the use of publicly owned assets by foreign military, and calls on the Scottish Government to evict US troops operating from Prestwick airport immediately and to instruct all airports owned by the Scottish Government through Highlands and Islands Airports Limited to deny access and use of their facilities to the US military.

That the Parliament agrees that the UK Government and Scottish Government must urgently deliver targeted just transition funding for workers and communities following the early closure of the ExxonMobil Fife Ethylene Plant at Mossmorran.

As an amendment to motion S6M-20815 in the name of Katy Clark (Freedom of Information Reform (Scotland) Bill), insert at end “, but, in so doing, highlights the time pressure in the current parliamentary session and the views in the stage 1 report, including that Freedom of Information reform should be addressed in the next parliamentary session.”

That the Parliament congratulates Orkney Rugby Football Club players, Balfour Norquoy, Michael Scarth and Murray Robertson, on being selected to represent the Glasgow Warriors youth teams; understands that Michael and Murray will both be playing for the U18 team, with their first match on 15 February 2026 against Coventry U18, while Balfour will be playing for the U17 team and will be participating in a pro alignment festival also on 15 February; believes that these selections are testament to the hard work, skill and dedication of all three players, as well as the fantastic support that they get from coaches, volunteers and fellow teammates; recognises also the support from the club and sponsors that enable players to take advantage of these amazing opportunities; acknowledges how impressive it is that Orkney rugby is so well represented at this level and through the Scottish Rugby Pathways system at the present, and wishes all involved in the Glasgow Warriors youth squads all the best for their upcoming matches.

That the Parliament welcomes reports that a city-wide network of seismic nodes is being deployed across Aberdeen to create a 3D subsurface map to explore the city’s potential for geothermal heating; notes that the 100 nodes, which will be installed by a team of volunteers across a mix of public and private green spaces, will be buried in the ground to record natural and man-made vibrations from waves, wind and traffic over the next one to two months, helping to create a map of the granite and other subsurface structures to a depth of five km beneath the entire city; understands that the installation of these nodes is part of the Aberdeen Geothermal Feasibility Pilot project, which is being led by the University of Aberdeen, with the aim of understanding whether geothermal heat could provide a clean, local source of heating for homes and public buildings; hopes that this stage of the project proves to be a great success, and wishes the researchers working on it all the very best with their endeavours.

That the Parliament pays tribute to the life of John Robertson, who was a Scottish professional footballer from Viewpark; acknowledges his distinguished career, having been signed by Nottingham Forest at the age of 15 and remaining with the club until his retirement in 1986, with a brief spell at Derby County; recognises his outstanding achievements, which included seven major honours, notably the English First Division championship, two English League Cups and two European Cups; applauds his legacy and contribution to Scottish football, which included earning 28 Scotland caps, scoring eight goals and proudly representing his country at the 1978 and 1982 FIFA World Cups, and, by his own account, his personal highlight of scoring the winning penalty against England at Wembley in 1981; acknowledges defining moments in his career for Nottingham Forest, including assisting with the winning goal in the 1979 European Cup Final against Malmö and scoring the winning goal in the 1980 final against Hamburg; recognises his contribution to Scottish football following his playing career as assistant manager to Martin O’Neill during a highly successful five-year period at Celtic; notes that, in 2015, he was deservedly recognised and named by Nottingham Forest supporters as the club’s greatest-ever player; notes with sadness that John was diagnosed with Parkinson’s disease and passed away on Christmas Day 2025, surrounded by his wife, Sharyl, and his two sons and extends sincerest condolences to all of his family and friends, and believes that John's life and career exemplified the fulfilment of a childhood dream and left a lasting legacy that brought pride to Viewpark, Scotland and football supporters worldwide.

That the Parliament congratulates North Edinburgh Arts on receiving a £120,000 grant from the National Lottery; recognises that the organisation will use the funding to continue its Green Projects work, which provides a calm and welcoming garden, volunteering opportunities and community shed activities with approximately 500 people and 30 volunteers participating in 250 events each year; acknowledges that this work responds to a community need to challenge climate change through a focus on sustainability and biodiversity, enhancing provision and providing use of a quality greenspace in an area where many are living in poverty; further acknowledges the link between the organisation and the new Community Led Improvement Programme, which aims to give voluntary organisations the opportunity to bid for council procurement for greenspace development; celebrates the funding being utilised with the development of the Community Shed, forging partnerships with other local organisations to create a welcoming space for Muirhouse residents, and wishes North Edinburgh Arts every success that the funding can bring to the local community.

That the Parliament congratulates Sir Simon Milne MBE on his retirement as Regius Keeper of the Royal Botanic Garden Edinburgh (RBGE) after more than a decade of dedicated service; notes that Sir Simon joined the RBGE in 2014, following previous postings at the Scottish Wildlife Trust and the Sir Harold Hillier Gardens and Arboretum, as well as a distinguished military career; recognises that he was instrumental in building partnerships between the RBGE and international stakeholders, supporting British diplomacy and positioning the Gardens at the forefront of global research; commends his leadership in the restoration of the RBGE palm houses; applauds Sir Simon and his colleagues for what it considers have been their significant contributions both nationally and internationally to biodiversity research, horticulture, education and conservation, including the propagation of rare species and their reintroduction to the wild, and for widening access to nature through community engagement programmes; wishes Sir Simon the very best in his retirement; welcomes Dr Julia Knights as the 17th Regius Keeper, and believes that Julia's extensive international experience in diplomacy, climate change and the environmental sector will undoubtedly continue Sir Simon’s legacy and further enhance Scotland’s global reputation.

That the Parliament agrees that, during stage 3 of the Children (Withdrawal from Religious Education and Amendment of UNCRC Compatibility Duty) (Scotland) Bill, debate on groups of amendments shall, subject to Rule 9.8.4A, be brought to a conclusion by the time limits indicated, those time limits being calculated from when the stage begins and excluding any periods when other business is under consideration or when a meeting of the Parliament is suspended or otherwise not in progress:

That the Parliament agrees to the general principles of the Visitor Levy (Amendment) (Scotland) Bill.
