To ask the Scottish Government whether it will provide an update on how much of the £200 million that it committed to improve rail journey times between Aberdeen and the Central Belt by 2026 has been spent to date.
Answer
The total invested to 9th November 2024 (Railway Period 8 – 2024) on projects to reduce journey times between Aberdeen and the Central Belt is £23.1m. Of this figure, £16.3m has been spent on the Aberdeen – Central Belt Service Improvement project, and £6.8m has been spent on the project to improve rail line speeds in the Barnhill area between Perth and Dundee. The investment at Barnhill remodelled a junction between the Tay Viaduct at Perth and Barnhill to increase line speeds over it from 20mph to 50mph. It is a direct enabler for the plan to reduce rail journey times between the Central Belt and the North-East, improving connectivity and enhancing capacity for both passenger and freight trains on the route.

To ask the Scottish Government what UK financial institutions currently provide refund guarantee products for shipbuilding projects.
Answer
The Scottish Government do not hold this information. It is a matter for UK shipyards to come to commercial agreements on guarantees with financial institutions as stipulated in shipbuilding procurements.

To ask the Scottish Government what discussions it has had with (a) ScotRail and other train operators and (b) rail stakeholders regarding improving train drivers' access to safe, clean and dignified toilet facilities, with adequate time to use these, during the course of their working day of up to eight hours.
Answer
Officials at Transport Scotland meet regularly with ScotRail, other train operating companied and various rail stakeholders to discuss various matters. Staff access to toilets is an operational matter for train operating companies, as employers.

To ask the Scottish Government what engagement it has had with the (a) Metro Mayor of (i) Greater Manchester and (ii) the West Midlands and (b) Secretary of State for Transport regarding the potential revival of the HS2 Phase 2 development and how this could be extended further up the West Coast Main Line to Glasgow.

Scottish Government Ministers have had engagement with the Secretary of State for Transport regarding the reintroduction of the High Speed Rail Crewe to Manchester Bill (on 25 July 2024) and officials are engaged with counterparts on medium-long term strategic railway planning across GB.

To ask the Scottish Government what engagement it had at the UK Education Ministerial Council meeting on 20 November 2024, and what representations it made on behalf of (a) pupils, (b) teachers and (c) the (i) further and (ii) higher education sector in Scotland.
Answer
The Scottish Government engaged directly with the other UK nations at the UK Education Ministers’ Council on a range of matters within education. This included detailed discussions on teacher professional learning and teacher recruitment and retention, which were the main focus of the meeting. These discussions provided an opportunity to showcase some of the work underway in Scotland in these areas, including on professional update for teachers, and guaranteed induction placements. There was also some discussion of UK Government policy towards international students relating to further and higher education.

To ask the Scottish Government what funding it has allocated to improve toilet facilities across the rail network.
Answer
The Scottish Government provides the necessary funding to ScotRail, Caledonian Sleeper and Network Rail to keep all railway assets, including toilet facilities on trains and at railway stations across Scotland, in a good state of repair.

To ask the Scottish Government what its response is to the report by the trade union, ASLEF, Dignity for Drivers, including the claim that train drivers do not always have access to safe, clean and dignified toilet facilities, or adequate time to use them, during the course of their working day of up to eight hours; what its position is on whether a lack of such facilities could establish a barrier to recruiting a more diverse workforce by having a disproportionate impact on people who (a) have chronic health conditions, (b) are female, (c) are older and (d) have protected characteristics, and whether it will undertake an urgent review of toilet facilities for drivers across the rail network.

The Scottish Government notes the report commissioned by ASLEF and its findings. Every worker should be able to work with dignity and this includes having an access to toilet facilities. The report findings are for train operating companies, as employers to consider.

To ask the Scottish Government when it will publish its updated route map to achieve a 20% reduction in car kilometres by 2030.

The route map to achieving a 20% reduction in car use is co-produced with CoSLA, in recognition of the joint commitment to a just transition to reducing car use. We continue to work closely with local and regional partners to update the route map and timeline for demand management, and we will publish it on completion of that engagement.

To ask the Scottish Government whether it propose the scheduling of time for a ministerial statement on funding for hospice care, in light of reports of tens of thousands of emails received by MSPs over the weekend of 23-24 November 2024.
Answer
The Scottish Government highly values the vital support independent hospices provide to people and their families, as well as supporting other health and social care services and teams delivering palliative care and care around dying.
We know Scottish Hospices have been facing financial pressures due to rising costs including costs associated with providing Agenda for Change (AfC) pay parity. We have listened to these concerns, and that is why in the Scottish Budget published on 4 December we set out a commitment to provide £4 million for the hospice sector in 2025-26. From 2025-26 we will align the support we provide for pay uplifts in the Hospice sector to the outcomes of the NHS Agenda for Change negotiations. This will ensure that hospices will get the additional funding needed to see their healthcare staff match pay increases with NHS staff.
