Scotland’s fourth National Planning Framework (NPF4) states that, when considering development proposals for renewable energy generation, potential impacts on communities, nature and other receptors will be important considerations in the decision-making process. NPF4 Policy 11 requires project design and mitigation to demonstrate how impacts on communities and individual dwellings, including residential amenity, will be addressed. All applications are subject to site specific assessments.

The Stroke Engagement Forum met for the first time on 2 October 2024. The agenda included items on acute stroke care and research involvement and involved the sharing of local practices and approaches to shared challenges. The next meeting of the group will be in early 2025.

The membership of the Stroke Engagement Forum comprises stroke clinicians, stroke managers, Scottish Government officials and third sector representatives. Members are invited as a representative of their NHS Board or organisation. Members are expected to consult with their professional groups, networks and other stakeholders as appropriate. This forum is to facilitate operational improvement and the sharing of best practice. It is not a public forum and the Scottish Government will not be publishing the names of the attendees.

Stroke service delivery continues to be measured via the Scottish Stroke Care Audit and the Board reviews conducted as part of the Scottish Stroke Improvement Programme.

The proportion, expressed as a percentage, of the area of the inshore out to the six nautical mile limit is covered by a year-round prohibition on the use of mobile or active gear to (a) dredge for scallops and (b) trawl for nephrops norvegicus under any legal instrument as of April 2024 is estimated to be 7.68%.

Public Health Scotland (PHS) records all tumours using the ICD-O3 classification and is therefore able to routinely report on blood cancers in many different ways. This includes a variety of benchmarks such as incidence rates, quality performance indicators and survival.

Supporting fair and green economic growth is a core priority for this Government, as highlighted in our recently published Programme for Government. Since 2007, Scotland’s GDP per capita has grown by 10.7%, outpacing the UK’s growth of 5.6%. Productivity in Scotland has also increased at an average of 1.1% per year, well above the UK average of 0.4%.

It is encouraging to see Sir Tom Hunter lending his support and expertise to promising businesses in Scotland. The ScaleUpScotland programme aligns well with the broad range of initiatives we support to help businesses grow, such as the Techscaler programme, Scottish EDGE, and the support from our Enterprise Agencies and the Scottish National Investment Bank. All of these efforts are integrated into our New Deal for Business, creating a strong foundation for economic success.

The report has been proposed for peer review, which will take some weeks. Release of a draft of the report is not proposed before the review stage is completed.

I wrote to the then Secretary of State for Scotland on 29 February and made a commitment to keep the UK Government appraised of progress on this matter as it develops.

The aim of Minimum Unit Pricing (MUP) of alcohol is to reduce health harms caused by alcohol consumption by setting a floor price below which alcohol cannot be sold. In particular, it targets a reduction in consumption of alcohol that is considered cheap, relative to its strength. It aims to reduce both the consumption of alcohol at population level and, in particular, those who drink at hazardous and harmful levels. In doing so, it aims to reduce alcohol related health harms among hazardous and harmful drinkers, and contribute to reducing harm at a whole population level.

Public Health Scotland's independent evaluation of MUP, commended by internationally-renowned public health experts, found that evidence pointed to the policy having a positive impact on health outcomes – during the period study it was estimated to have reduced alcohol specific deaths by 13.4% and likely to have reduced hospital admission wholly attributable to alcohol by 4.1%. There was also a finding that MUP was estimated to have reduced alcohol consumption by 3% when compared to England.

Overall, the evidence supports that MUP has had a positive impact on health outcomes, including alcohol-related health inequalities.

We want all people with epilepsy to be able to access the best possible care and support. Since October 2020 we have committed almost £650,000 towards projects which specifically improve the health and wellbeing of people with epilepsy.

In 2022-23 Scottish Government funded Epilepsy Scotland to work with NHS Lothian in piloting mental health screening and intervention for people with epilepsy.

We are working hard to improve support for those whose mental health is affected by long term physical health conditions, such as epilepsy, and in 2023 published a new Mental Health and Wellbeing Strategy jointly with COSLA, which incorporates a focus on wellbeing and prevention.

One of the Strategy’s priorities is that “People with mental health conditions, including those with co-existing health conditions, experience improved quality and length of life, free from stigma and discrimination.”

Our Communities Mental Health and Wellbeing Fund for Adults has been a key development on prevention and early intervention in recent years, addressing a number of mental health and wellbeing concerns. It has a focus on at risk groups including those with a long-term health condition or disability.

The Procurement Act 2023 does not generally legislate for the procurement activities of devolved Scottish authorities, and there is no provision within the Act for the Scottish Government to simply adopt it, though the Scottish Ministers will use the powers conferred on them by the Act appropriately, for example to implement international agreements, or to set out provision in relation to cross-border procurement.

The Scottish Government has already taken significant steps to reform public procurement practice in Scotland. The Procurement Reform (Scotland) Act 2014 already requires contracting authorities in Scotland to consider the economic, social and environmental wellbeing impact on their area of procurement activity, increases transparency by requiring contracts to be advertised on one single advertising portal, requires authorities to set out anticipated contracts over the next two years in an annual procurement report and requires authorities to consider community benefits in major contracts.

This was achieved in a way which was consistent with EU law. It remains the view of the Scottish Government that Scotland is best served by aligning with EU law where it is practical and sensible to do so.
