Recyclate contracts are typically much shorter than residual waste management arrangements, normally 1 to 3 years. Modelling by Zero Waste Scotland projects that for 29 out of the 32 Scottish local authorities, cost savings from residual waste reductions as a result of the Deposit Return Scheme will be greater than any lost recyclate-related income. Zero Waste Scotland is working with the three remaining local authorities to see how their collection and processing systems can be reshaped following introduction of the Deposit Return Scheme to realise efficiencies and to help mitigate any potential losses. Local authorities are also expected to benefit from a reduction in the impact of litter, for instance through reduced demand for street cleansing.

We are taking key steps to support local authorities in the introduction of our Deposit Return Scheme, to help meet our ambitious waste reduction, recycling and climate change targets. This includes making our first investments from the £70m Recycling Improvement Fund to support local authorities in improving recycling infrastructure, and working with local government partners to review the Household Recycling Charter’s Code of Practice, to help make it easier for householders to recycle the right things. The review will ensure that the Code of Practice continues to enshrine best practice and prepares local authorities for the implementation of Scotland’s Deposit Return Scheme (DRS).

The Scottish Government is aware, as explained in the Report, the mental wellbeing and quality of working life of social workers have been adversely affected by the COVID pandemic. In order to ensure that Scotland has a skilled and confident social services workforce, we are heavily investing in its development, working in association with key sector partners.

The wellbeing and resilience of Scotland's social workers have been at the centre of our actions, as we support the recovery of the workforce from the negative effects of the pandemic.

We have developed a national package of wellbeing support to address the wide range of needs of the workforce to complement and enhance the support offered by Boards and HSCPs at a local level.

We have taken the following specific actions to encourage a supportive culture within the social work profession:

• £80,000 has been provided to Scottish Association of Social Workers to develop the Professional Support Service.
• The service will provide peer support, allowing social workers to talk through issues and develop their career by getting advice and support from their own coach.
• The development of a coaching culture within social work will help to support the development of a stronger professional identity.
• Wellbeing and workforce resilience issues will be given a particular focus as we support the workforce’s recovery from the pandemic.
• A signposting service will allow social workers and social work students to identify appropriate learning, development and career pathway resources developed by the SSSC, NHS Education for Scotland and Iriss. This service will provide and promote career development opportunities through the provision of training opportunities.

The wellbeing and resilience of Scotland’s social workers have been at the centre of our actions to support the workforce’ recovery from the negative effects of pandemic. Throughout the pandemic, we have emphasised to Boards, Health and Social Care Partners and Local Authorities the on-going need to promote both the physical and the psychological wellbeing of everyone working in health and social care.

We have developed a national package of wellbeing support to address the wide range of needs of the workforce to complement and enhance the support offered by Boards and HSCPs at a local level, as follows:

• This year we have made £12 million available to support the wellbeing of the workforce. This includes £8 million from the NHS Recovery Plan to provide ongoing wellbeing support for the workforce alongside an additional £4 million to provide further support to address winter pressures
• We have developed a national package of wellbeing support to address the wide range of needs of the workforce to complement and enhance the support offered by Boards and HSCPs at a local level.
• This package includes a range of self-care and wellbeing resources offered via the National Wellbeing Hub and 24/7 Helpline, additional funding to Boards for further psychological support, coaching for wellbeing and the Workforce Specialist Service.
• We have partnered with bereavement specialists, Cruse Scotland, to offer a series of pilot workshops for people working in Adult Social Care and Social work to manage their wellbeing.
• Now more than ever, it is critical that staff look after their wellbeing and take the rest breaks and leave to which they are entitled, as well as being given time to access national and local wellbeing resources at work.

The First Minister announced funding to support small and medium-sized businesses to make improvements to their ventilation, would be made available. The Business Ventilation Fund opened for applications on 23 November 2022.

Businesses are currently providing information as part of this application process in advance of any funding being issued.

Based on Social Security Scotland’s expenditure to the end of October 2021 we currently expect Scottish Child Payment expenditure to be in line with the Scottish Fiscal Commission’s August 2021 forecast of £55 million for 2021-22.

The dental sector has been disproportionately impacted by the pandemic and pre-COVID levels of patient volume are not currently achievable with the current infection prevention and control (IPC) guidance. The majority of dental treatments involve the use of aerosol generating procedures which potentially has a higher risk of transmission of the virus. We are working closely with the sector to improve capacity which is why we have provided £5m funding to improve surgery ventilation and a further £7.5m has been allocated to for the purchase of new drills. These measures are intended to increase the productivity of practices, enabling them to see more patients, within the current IPC constraints.

Additionally, funding of £4.7m has been provided to NHS Boards to enable the Public Dental Service (PDS) to improve access to NHS dental care in their area, particularly for people who are unable to register with a dentist at present. Any patients who require dental treatment before they are able to register with a practice should contact the dental helpline in their Board area. Social Security Scotland does not hold information on how many veterans are in receipt of the benefits it delivers. This information is not captured as part of the application process and therefore not reported as part of the information Social Security Scotland routinely publishes on benefits.

As of August, all councils are offering 1140 hours of funded ELC to all eligible children, making high quality early learning and childcare available to families and saving parents up to £4,900 per year for each eligible child. Up to 130,000 children are expected to benefit this year as new children are enrolled.

This is a fantastic achievement that has been achieved in the face of the pandemic by Scottish Government, Local Government and our local delivery partners.

Data returned by local authorities in September 2021 indicates that 90,890 children were accessing funded ELC as of the end of August 2021. Of these, 88,122 children (97%) were accessing more than 600 hours, and 79,262 children (87%) were accessing 1140 hours funded ELC. Providers in the private and voluntary sectors and childminders provide 32% of all funded provision.

Scotland is the only part of the UK to offer the equivalent of 1140 hours to all eligible children regardless of their parents’ working status, putting children first. That includes all 3 and 4 year olds and around a quarter of 2 year olds.

The Scottish Government has been working with local authorities to promote the expanded entitlement, with the aim of helping parents to make informed choices about what works best for them and their children, and that provision reflects local needs.

Our Transition and Recovery Plan recognised that there can be challenges relating to rural isolation, which may be increasingly felt by those in remote communities as a result of the pandemic. We have committed to working in partnership with the National Rural Mental Health Forum to develop an approach to ensure that these communities have equal and timely access to mental health support and services, including consideration of whether dedicated pathways are needed. We’re keen to support efforts by NHS Boards to promote the use of digital services, in particular to maximise the benefits for rural communities; whilst recognising that this isn’t the solution for everyone.

Our Transition and Recovery Plan is supported by a £120m Recovery and Renewal fund. This year, a total of £9m has been allocated from this fund to address Psychological Therapies waiting times. Phase one funding of £5 million was allocated to Health Boards to address long waits within psychological therapies. Phase two funding of £4 million was recently approved to allow Boards to recruit more staff now, see the longest waits, meet the anticipated winter surge of those being referred for psychological interventions, and support the creation of a more effective digital infrastructure so those in remote and rural communities can be seen whenever and wherever they require care. Phase two funding included a minimum allocation for Island Boards to ensure that they can use the money in the transformational way it is intended.

We are committed to addressing the underlying causes of health inequalities; ending poverty, increasing fair access to employment, education and training, and improving our physical and social environments.

Community Link Workers continue to be at the forefront of our efforts to tackle poverty-related health inequalities. We are building on the funding we provide to community-led organisations and supporting the success of Community Link Workers by creating a network of 1,000 additional staff. We are embedding welfare rights and money advice services across 150 primary care settings throughout Scotland.

We provide £9 million to fund smoking-cessation services, which especially benefits people from deprived communities, and we are making Active Schools programmes free for young people. Our Alcohol Framework contains 20 actions to prevent and reduce alcohol-related harms and reduce the inequality gap. We fund the Healthy Living Programme in over 2,300 convenience stores, mainly in more deprived areas, which increases fruit and vegetable sales.

Progress in these areas, alongside our public health priorities, will help tackle the unfair and unjust health inequalities that exist across Scotland.
