To ask the Scottish Government by what date it will reach a decision on the request by the Caithness Health Action Team for an independent review of maternity services in Caithness.

I will give careful consideration to NHS Highland’s response.
The decision taken in 2016 by NHS Highland to move to a midwife-led unit at Caithness General Hospital was made on the basis of safety. This decision was taken in line with NHS Boards’ responsibility to design and deliver services which deliver safe, high-quality care to meet the needs of their local populations and geographies. Safe maternity care delivered as close to home as practicable is vital and the safety of pregnant women and babies must be central to this.
The model of care in Caithness is the same as that which operates across all rural areas in the NHS Highland region. NHS Highland understands the need to continually review its service models to ensure they are safe, effective and fit for the future.

To ask the Scottish Government what proportion of devolved welfare spending is allocated to means-tested benefits.
Answer
The Scottish Government do not currently provide means-tested benefits, although certain benefits, notably 5-family payments, are targeted to those in receipt of relevant qualifying reserved benefits, and Carer Support Payment is available to eligible unpaid carers with an income below a threshold of £196 per week. Over 80% of devolved benefits expenditure is currently provided to disabled people to help them meet the costs for their disabilities.

To ask the Scottish Government what information it has regarding what infrastructure upgrades have been funded at BAE Systems Govan to support the recently announced Type 26 frigate contract.
Answer
Scottish Enterprise recently provided a £7.4 million Research and Development grant and a £1.8 million Training Aid grant to BAE Systems to help them maximise skills development and support the establishment of a collegiate training facility which will provide access to the broader industry through the Applied Shipbuilding Academy, which is overseen by BAE Systems as custodians of the Glasgow shipyards.

To ask the Scottish Government how it plans to recover the reported £36 million of benefit overpayments currently held by Social Security Scotland.
Answer
The Scottish Government is committed to recovering benefit overpayments wherever it is considered economic and reasonable to do so in line with the principles set out in the Scottish Public Finance Manual.
The Scottish Government is actively exploring all available options to recover approximately £36 million in historical debt which has accrued under Agency Agreements between the Scottish Ministers and the Department for Work and Pensions since the transfer of executive competence.

To ask the Scottish Government what the longest wait was in 2024-25 for a patient whose discharge from hospital was delayed.
Answer
Due to concerns over patient confidentiality a single length of delay figure cannot be provided.
A delayed discharge occurs when a hospital patient who is clinically ready for discharge from inpatient hospital care continues to occupy a hospital bed beyond the date they are ready for discharge. This publication includes the number of people delayed at each monthly census point by length of delay at census point. To ask the Scottish Government what its response is to the reported concerns of the operators that will be required to apply the City of Edinburgh Council’s visitor levy to advance bookings from 1 October 2025, that they have not been provided with practical guidance on how to do so, and whether it has engaged with the local authority on this matter.
Answer
The City of Edinburgh Council has published detailed information on the implementation of its visitor levy scheme, including the treatment of advance bookings. The Council has committed to providing further practical guidance and support to accommodation providers, including a payment platform and training from March 2026. The Scottish Government continues to engage with the Council and the wider sector to support effective implementation.
