To ask the Scottish Government what the affordable housing supply programme key performance indicators are, and where this information is published.
Answer
Our key Affordable Housing Supply Programme performance indicators are linked to our current target to deliver 110,000 affordable homes by 2032 of which at least 70% are for social rent and 10% in remote, rural and island communities.
Quarterly statistics on the number of homes, approved, started and completed within the Affordable Housing Supply Programme are published within the Affordable Housing Supply Programme Summary Tables on our website at Housing statistics quarterly update: new housebuilding and affordable housing supply - gov.scot (www.gov.scot) .
In addition, we publish an annual out-turn report which shows progress against rural delivery. Out-turn reports can be found on our webpage at Affordable Housing Supply Programme - More homes - gov.scot (www.gov.scot) and the report for 2021-22 is due to be published shortly.

To ask the Scottish Government what information it holds on the number of NHS dental practices in NHS (a) Lanarkshire and (b) Forth Valley that have stopped offering NHS treatment since 6 May 2021.
Answer
The Scottish Government does not hold information about the number of NHS dental practices that have stopped offering NHS treatment.
NHS Boards make arrangements with independent dental contractors to provide NHS General Dental Services. Individual health boards should be able to advise on the number of dentists who have resigned their list number for providing NHS services in their area.

To ask the Scottish Government when the Minister for Transport will next meet with Highland Council to discuss the Corran Narrows crossing.
Answer
While the operation of transport links across the Corran Narrows is the responsibility of The Highland Council and any decisions on maintenance, upgrades, or options to replace ferries the I recently met with them to hear more about the Council’s plans for the route.

To ask the Scottish Government when it will provide a comprehensive roadmap for the delivery of net zero in key areas, as set out in the Net Zero, Energy and Transport Committee report, The role of local government and its cross-sectoral partners in financing and delivering a net-zero Scotland.
Answer
The Scottish Government is planning to bring forward a draft of the next Climate Change Plan before the end of 2023 to set clear asks and responsibilities for all of the main actors on delivering climate policy in support of our climate change targets. We will also bring forward draft Just Transition Plans at the same time.
As part of the work in developing an enhanced framework for action with local government, the Scottish Government will explore co-producing a roadmap with local government partners, setting out the roles and responsibilities of local authorities in delivering net zero as part of the development of the next Climate Change Plan.

To ask the Scottish Government what action it is taking to prevent the (a) promotion and (b) supply of vaping devices to young people.
Answer
We are greatly concerned by reports of children and under-age young people obtaining nicotine vaping products (NVPs). NVPs are an age restricted product and should not be sold to anyone under the age of 18. Laws are also in place which ban the purchase of vaping products for under-18s (proxy purchase), and stores need to have an age verification policy for the sale of tobacco and NVPs.
In October 2022, we wrote to all registered retailers of these products to remind them of their duty of sale and we regularly meet with Trading Standards on enforcement activity.
There are already regulations in place which restrict the marketing and promotion of vaping products to under 18s. Our recent consultation proposed additional restrictions and we are considering next steps. Any action we seek to take will build on the regulations already in place.
We will also publish our refreshed Tobacco Action Plan this year, which will include actions to reduce vaping among young people. We are reviewing vaping education for young people in schools and have also funded ASH Scotland to work with a range of youth organisations on the risks associated with vaping.

To ask the Scottish Government whether it has met its national targets to tackle long waits for planned care, as set out in July 2022.
Answer
Despite ongoing significant pressures, we continue to see progress in reducing long waits following the introduction of targets in July 2022. The latest Public Health Scotland data shows:
- The total number of patients waiting than more two years for a new outpatient appointment was reduced by 60 per cent in six months;
- 18 of 30 inpatient / day-case specialities have fewer than ten patients waiting more than two years
- 61 per cent of new outpatient specialties have fewer than 10 patients waiting over 78 weeks.
We have also progressed significant immediate and long term solutions to support Boards to clear their remaining long waits. In addition to the targets introduced last year, the Centre for Sustainable Delivery is supporting Boards to maximise their capacity and increase theatre efficiencies, including through Active Clinical Referral Treatment and Patient Initiated Review.
Four National Treatment Centres will also open this year, providing significant additional capacity for orthopaedics, ophthalmic and diagnostic treatment. This includes NTC-Fife and NTC-Highland, which opened in March and April respectively, and NTC-Forth Valley and the second phase of the NHS Golden Jubilee which will open later in the year.

To ask the Scottish Government whether it will provide an update on any plans it has to further regulate the sale of nicotine vapour products, also known as vapes, particularly in regard to their packaging and marketing towards younger users.
Answer
In September 2022, the Scottish Government published the report from our consultation on proposals to make regulations under sections 17 to 19 of the Health (Tobacco, Nicotine etc. and Care) (Scotland) Act 2016, which could introduce restrictions on the following:
- advertising
- brand-sharing in products and services
- free distribution and nominal pricing
- sponsorship of an activity, event or person
The responses, together with the analysis report will inform our next steps, which we are currently considering. Any action we seek to take will build on the regulations already in place to restrict the marketing, promotion and sale of vaping products to under 18s.

To ask the Scottish Government whether it has a development plan to grow shipping traffic and cargo tonnage handled by port facilities on the River Clyde and Firth of Clyde, and, if so, whether it will publish any such plan.
Answer
The Scottish Government have hosted a number of stakeholder meetings to explore options to help facilitate a growth of shipping traffic and cargo across ports in Scotland.
Scottish Government Trade and Transport Scotland officials are working closely with industry to identify barriers and unlock opportunities to increase volumes of exports leaving Scottish ports and airports. We have also analysed export data on routes which key Scottish exports take to market, and the underlying drivers of these route choices. We are continuing to explore how to support trade including ensuring that Scotland’s transport network is able to accommodate our export growth ambitions.

To ask the Scottish Government when Transport Scotland will issue guidance to local authorities on the enforcement of the new offences listed in the Transport (Scotland) Act 2019.
Answer
The Parking Standards Guidance document relating to the enforcement of the new parking prohibitions contained in the Transport (Scotland) Act 2019 is being developed in consultation with local authorities through the Parking Standards Stakeholder Working Group and will be issued to local authorities at the same time as the Enforcement Regulations come into force. This is expected to be in December 2023.

To ask the Scottish Government what measures it is taking to reduce the incidence of pre-eclampsia.

The Scottish Government commissioned The Scottish Health Technologies Group (SHTG) to adapt the National Institute for Clinical Excellence (NICE) diagnostics guidance, to inform a Scotland-specific approach on placental growth factor (PlGF) based testing which was published on Thursday 23 March 2023. The report highlights the potential benefits to pregnant women and their families and demonstrates the cost-effectiveness of testing.
On the day of the SHTG report’s publication, the Scottish Government wrote to NHS Boards asking all NHS Boards in Scotland to take note of the SHTG Recommendations and work to ensure that all pregnant women who need PlGF testing are able to access it as part of their routine maternity care. My officials will continue to work with The Scottish Perinatal Network as it takes forward its work to support NHS Boards in implementing PlGF testing locally.
