ACER UK last provided assessments (Scottish National Standardised Assessments) for the Scottish Government in June 2022. This included a reading assessment for S3, but that assessment did not assess reading age. ACER UK have not provided any assessments for the Scottish Government for young people in S1-S2 or S4-S6. National Standardised Assessments are now provided by AlphaPlus Ltd.

The Scottish government collects and publishes data on school exclusions every other year. The most recent exclusion statistics for looked after children by setting can be found in the 2020-21 Education Outcomes for Looked After Children Report. The results from 2019 onwards are provided in the following table.

The Scottish Government has provided funding to Age Scotland, as a strategic partner, to support a range of housing related work in 2023-24. As part of that work Age Scotland is planning a piece of qualitative research with older people to improve the evidence on older people living in private rented sector.

Last year the Joseph Rowntree Foundation (JRF) and the Scottish Government commissioned research on the priorities for change of low-income renters in the private rented sector. This included older renters and explored tenants’ rights and adaptations in the private rented sector. Last year, the Scottish Government's Housing and Dementia Forum published a report on housing needs of people with dementia in Scotland including private renters.

Nationwide Foundation’s RentBetter Project, of which a Scottish Government Analyst is an advisory group member, are doing research which is examining the impacts of private rented sector reform on landlords and tenants, including changes to and knowledge of tenants’ rights, including older tenants.

The Scottish Government has also consulted recently on adaptation in the private rented sector as part of their New Deal for Tenants Consultation, and on the principles for a tenure-neutral accessible housing standard as part of this summer’s consultation on Enhancing the accessibility, adaptability and usability of Scotland’s homes.

Getting it Right for Every Child is Scotland’s national approach to improving outcomes for children and young people. We are committed to investing £500m in Whole Family Wellbeing to improve holistic family support so that families get the right support, in the right way and at the right time. The GIRFEC approach is not directly comparable to the Early Help Scheme.

As set out in answer PQ S6W-20065 Local Authorities are expected to have robust processes and guidance for children who do not attend school from the first day they are absent until they are re-engaged with education. I have expressed concerns about the impact of COVID-19 on attendance and have asked Education Scotland to undertake work to better understand the current barriers and challenges experienced by schools, children and young people and their families and which influence school attendance, and to provide clear examples of effective strategies that are supporting improved attendance, and clarity on what further support or intervention is required in areas where attendance is not improving. I am welcome to learning from approaches to improving attendance from elsewhere.

The costs and implementation of the SFRS Command and Control Mobilising System are operational matters for the Service, who would be the appropriate source for this information. SFRS has provided assurances that it has had appropriate governance arrangements in place throughout the project. Throughout implementation, SFRS has worked within budgets with key targets built in and milestone payments only paid if satisfactorily reached. All public sector bodies in Scotland are expected to adhere to the public sector finance manual to ensure that value for money is applied to each spending decision. Public safety is paramount and SFRS has existing software and back-up systems in place at all times to ensure an effective service.

The Green Heat Finance Taskforce will continue to meet over the autumn as it works towards producing its final report in early 2024, as discussed in response to S6W-21001 on 20 September 2023.

In 2023-24, funding is being delivered within the context of the most challenging budget settlement since devolution as set out by the Deputy First Minister in our Medium Term Financial Strategy, which makes clear the difficult choices that would be required to reach a sustainable footing.

The Scottish Government has awarded a grant of nearly £650k to Coalfields Regeneration Trust (CRT) for 2023-24 which will enable the organisation to sustain its core operations and deliver its programme of work in Scotland. This builds on the £28 million provided to CRT to date.

In terms of the sustainability of CRT’s grant programme, officials have been signalling the need for CRT to move away from this historical arrangement and to explore other funding routes for this activity. This approach is to ensure the funding available can support CRT to maintain its focus on delivering its key services which will have the greatest impact on coalfield communities. This will also ensure CRT’s grant funding activity is in line with the latest grant making conditions and financial control measures, which apply across all Scottish Government grants.

The Minister for Local Government Empowerment and Planning held a constructive meeting with CRT on 14 September, providing the opportunity to discuss their concerns and the challenges. The Scottish Government will continue to work closely with CRT and others towards the regeneration of our coalfields communities.

Rather than permanent monitoring, which is the common approach for water companies in England, Scottish Water worked with SEPA to carry out a comprehensive Scotland-wide environmental study programme to assess and model the impacts of its assets on water quality. The programme was undertaken during the 2015 to 2021 investment period with an investment of £40m. These studies supported identification and prioritisation of River Basin Management Planning objectives, which were published at the end of 2021.

The computer models Scottish Water developed allow it to understand when CSOs will spill, under what rainfall conditions and the impact those spills will have on the environment. Instead of taking the approach of English water companies, targeted monitoring is being put in place to support the information already obtained from the models and to support operational performance. The Scottish Government is supportive of this evidence based and proportionate approach by Scottish Water. We also support their decision to invest inn widening monitoring by installing 1,000 new spill monitors by the end of 2024 with an investment of up to £70m.

Scottish Water’s Improving Urban Waters Routemap commits it to publishing near real-time spill data for all monitored CSOs by December 2024. The data collected by the 1000 new monitors will support SEPA’s and Scottish Water work to prioritise investment where it will most benefit our environment and communities. Continued investment by Scottish Water contributes towards Scotland’s water quality being at its highest level ever, with 87% of the water environment rated as good or better, up from 82% six years ago. Scotland’s River Basin Management Plan sets out objectives, including those for Scottish Water, aiming to improve water quality to 92% of the water environment to be in good or better condition by 2027.

Local authorities have powers to award discretionary local relief under section 3A of the Local Government (Financial Provisions etc.) (Scotland) Act 1962, as inserted by the Community Empowerment (Scotland) Act 2015. Table 1 shows relief awarded under these powers by local authority.

We have allocated £48.6 million of supplementary funding to Boards this year via the Mental Health Outcomes Framework to improve the quality and delivery of mental health and psychological services for all. This is in addition to £36.7 million allocated to Health Boards via the Outcomes Framework in 2022-23, and the total package of core funding that Health Boards receive.

We recognise that not all children and young people need specialist services like CAMHS and that many can access more suitable support in their local community. This is why we are providing local authorities with £15m per annum to fund community-based mental health supports for children, young people and their families.

We have also invested £36m in our Communities Mental Health and Wellbeing Fund for adults over two years, with approximately 3,300 grants being made to local organisations across Scotland. A further £15m committed in 23-24.

The new National Specification for the delivery of Psychological Therapies and Interventions is due to be published at the end of this month. It sets out what patients can expect following a referral and details the whole system approach including early intervention options that services should offer. This includes offers of evidence based digital therapies, which are accessed by around 5,000 people in Scotland annually.
