The Scottish Government's annual teacher workforce planning process is informed by a statistical model which estimates the number of Initial Teacher Education students required to maintain teacher numbers. The model considers a number of inputs, including projections of the number of teachers retiring.

The Strategic Board for Teacher Education, which comprises a range of key education stakeholders, is also considering issues around the recruitment and retention of teachers in Scotland.

The Scottish Government is committed to protecting teacher numbers, and we are offering local authorities £145.5m in this year’s budget for that purpose. This funding will allow councils to protect teacher numbers in order to support children’s education.

The Scottish Government is grateful for the hard work foster carers do in providing caring homes to vulnerable children. However, there are no plans to extend eligibility for Scottish Child Payment to all foster carers.

Children in foster care are considered looked after by the local authority and, as such, foster carers do not satisfy the legal responsibilities or rights that entitle them to child responsibility benefits. Foster carers receive allowances from local authorities to cover the needs of children living with them.

Steps have already been taken to disseminate the NCA alert to all schools in Scotland.

Education Scotland officials worked with the NCA to ensure a copy of the alert went to all safeguarding leads in each local authority for onward transmission to all schools. In addition, the alert has been circulated to the Personal and Social Education and Health and Wellbeing Network members, who are school teachers, as well as the Registrar of Independent Schools.

A breakdown of spend from the main Rural and Islands Housing Fund in each year since the funds were launched in 2016-17, broken down by rural (mainland) and Islands is provided in the following table. The Rural and Island Housing Fund plays an important role in offering support to community organisations and other eligible applicants while complementing the significant delivery through our mainstream programme by Councils and Registered Social Landlords in rural and island areas.

The Scottish Government is committed to ensuring the Supporting Transgender Young People in School guidance remains up to date and fit for purpose. As with any significant legal or policy developments, we will consider whether the guidance requires to be updated to reflect these.

The Scottish Government continues to provide annual grant funding to Veterans Scotland who have developed Veterans Assist. This online resource signposts and connects the veterans community and their families with the organisations and services best placed to provide the information, advice and support they need from across Scotland. This includes information on the various Armed Forces and veterans Champions, including in Health Boards and Local Authorities, as well as information on healthcare, housing, employability, finances and more.

In relation to healthcare, and to better support veterans and their families access and engage with primary healthcare providers, the General Practice Armed Forces and Veterans Recognition Scheme opened to General Practices across Scotland in November 2023. By providing easily accessible training materials, the scheme aims to raise awareness among General Practice teams of some of the health challenges that veterans and Armed Forces families face as a result of military service. The training is currently being further developed for use by staff in secondary care.

The Scottish Government also continues to provide funding support to Housing Options Scotland, which specialises in providing free, independent, and bespoke cross-tenure housing information, advice, and advocacy services to disabled people, older people and, through its Military Matters project, members of the Armed Forces and veterans community.

In addition, the Scottish Government is also looking at making kitemarking a requirement for all organisations that receive grant funding through the Scottish Veterans Fund from this financial year onwards, so that recipients can demonstrate their commitment to being welcoming and inclusive to our LGBTQI+ veterans. The Scottish Government, in March 2023, also launched a campaign working with the business community to help employers understand the benefits that veterans bring to the civilian workforce, which in turn supports changing perceptions, tackling stigma and increasing employment opportunities for veterans.

One of the major contributors to the increase in wildfire risk comes as a result of climate change. The 2022 Fire and Rescue Framework sets out seven strategic priorities for the Scottish Fire and Rescue Service (SFRS). Strategic Priority 4 is focused on climate change, and ensuring that SFRS is suitably equipped to respond to the realities of our changing climate, including wildfires.

On a practical level, planning for and taking action to prevent wildfire is the responsibility of the land owner, with SFRS as Category 1 Responders under the Civil Contingencies Act 2004.

While we know that the majority of wildfires in Scotland are related to grassland and moorland, rather than forest land, wildfires can move into woodland once established. That is why guidance on Building wildfire resilence into forest management planning (forestresearch.gov.uk) Practice Guide 22) was published in 2014 to support the UK Forestry Standard, and help reduce the likelihood and severity of wildfires in forests and woodlands, especially given the increased risk of fire due to climate change.

The Scottish Forestry - Wildfire prevention published by Scottish Forestry in 2023, supports forest owners, planners, and managers in Scotland to implement Practice Guide 22 in a Scottish context, to understand the wildfire risk to the forests they manage, and how to reduce this risk through good practice in forest design and planning.

As we continue to work to meet the challenge of changing climates we will continue to assess the suitability of our climate plans and strategies.

Wildfires are costly to fight and can cause significant damage to woodland as well as water catchments and other ecosystem services. We know that wildfires can not only result in substantial carbon loss but also cause damage to our wildlife and require costly restoration in the aftermath.

Where a wildfire has occurred on land managed by Forestry and Land Scotland, FLS monitors the area damaged by fire, it’s cause if known, and an estimate of the SFRS resource used. Last year the burnt area of the FLS estate increased from over 250 hectares in 2022 to over 340 hectares in 2023. The scale of the impact of a wildfire will depend on the severity and in some cases that recovery will be quicker than others, but research has shown that even relatively small peat carbon losses from combustion take 10 to 30 years to reaccumulate post-fire.

In March of this year we published a Fire Danger Assessment of Scottish Habitat Types Deliverable-D2_3b-Fire-Danger-Fuels-Final-6-3-23.pdf (hutton.ac.uk) as part of our Strategic Research Programme for Climate Change Impacts on Natural Capital. That report, carried out by the James Hutton Institute, includes consideration of wildfires in Scotland. However we have not undertaken any research into the economic impact of wildfires more specifically.
