I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

SPS takes a multidisciplinary approach to meet both the emotional and physical needs of those in our care, as well as taking steps to safeguard prisoners and staff from the harm of illicit substances. We work closely with NHS partners and others to meet individual needs, including those receiving treatment for substance use and those abstaining from substance use.

Within our estate the SPS recovery agenda is strong, and we work collaboratively with third sector partners, including the Recovery Consortium, to ensure we meet the needs of those on their recovery journey.

The findings from the Heriot-Watt study present a disturbing picture of racial and sexual abuse that food delivery drivers have experienced in the course of their work.

The Scottish Government is clear that there is no place for harassment or abuse in the workplace, and everyone deserves to be respected and to feel safe in their working environment no matter their job or industry. All employers have a duty of care to protect the health, safety and welfare of their workers.

While the legal powers governing Health and Safety and Employment are reserved, this government will continue to promote its Fair Work policy, to make workplaces fairer and more inclusive but also safer and healthier environments for all workers. We encourage all employers to have in place robust workplace policies for handling issues such as bullying or harassment.

We are developing, and will publish by summer, a delivery plan for the refreshed Equally Safe Strategy to enable its aims and vision to be progressed in a practical way. This strategy seeks to prevent and address all forms of violence against women and girls, including in the workplace, specifically violence, abuse, and exploitation directed at them because of their gender. This behaviour is predominantly carried out by men and stems from deep-rooted gender inequality.

The number of premises that are either due to be delivered or have been delivered on the 15 islands that have had new subsea cables installed as part of the Scottish Government’s £600 million R100 contracts are in the following table.

The Scottish Government's annual teacher workforce planning process is informed by a statistical model which estimates the number of Initial Teacher Education students required to maintain teacher numbers. The model considers a number of inputs, including projections of the number of teachers retiring.

The Strategic Board for Teacher Education, which comprises a range of key education stakeholders, is also considering issues around the recruitment and retention of teachers in Scotland.

The Scottish Government is committed to protecting teacher numbers, and we are offering local authorities £145.5m in this year’s budget for that purpose. This funding will allow councils to protect teacher numbers in order to support children’s education.

The Scottish Wildfire Forum, which is chaired by the Scottish Fire and Rescue Service, includes Local Authorities, Regional Resilience Partnerships and other Agencies as members to assess wildfire risks and consider what mitigating actions might be taken.

Alongside the Forum, the Scottish Fire and Rescue Service continue to work closely with land managers and local communities prevent wildfires ever occurring.

Work is also ongoing within our National Parks to address concerns around the risk and impact of wildfires. The Cairngorms National Park (CNP) consultation on Fire Management, which ran from February to April of this year, sought views on proposals to reduce fire management byelaws which aim to reduce the risk of wildfires being ignited, and on how the Park Authority might enhance its communication and education approach.

Both the CNP and Loch Lomond and the Trossachs National Park also engage with key stakeholders through Visit Scotland’s Visitor Management Strategy Group Visitor Management: Scotland's Plan & Objectives | VisitScotland.org t o develop messaging around visitor related fires.

The Scottish Government supports the Gaza Families Reunited campaign’s calls for the UK Government to create a scheme to allow Palestinians in the UK to bring family members trapped in Gaza to a place of safety in the UK.

The former Minister for Equalities, Migration and Refugees met with members from the campaign on 26 March and campaign representatives were subsequently invited to a roundtable discussion with the former First Minister on 17 April.

Following these meetings, Scottish Government officials are in discussions with Scottish Refugee Council to develop a proposal for a stakeholder working group and will continue to engage with campaign members to ensure this meets their priorities.

The Scottish Government is clear that any cuts to learning hours are not acceptable. Scottish Ministers remain keen to come to an agreement with local government on the provision of learning hours in local authority schools. If no agreement is reached Scottish Ministers will take steps to ensure learning hours are protected, including considering the use of regulatory powers.

The Scottish Government, through its partnership with Peatland ACTION, restored a total of 10,361 hectares in 2023-24. This is a record high delivery for the peatland restoration programme, and continues our progress towards the 2030 restoration target of 250,000 hectares.

It is an offence in Scotland, as it is in England and Wales, for utilities to fail to secure the safety of road works by ensuring that those works are adequately guarded and lit and that appropriate traffic signs are placed to guide and direct persons using the road. The Scottish Ministers may issue or approve codes of practice giving practical guidance to utilities in respect of these duties and this is incorporated in the Safety at Street Works and Road Works Code of Practice 2013. A failure to comply with the Code of Practice is evidence of a failure to discharge the relevant safety duties and accordingly evidence that an offence has been committed. These requirements for utilities arise from the New Roads and Street Works Act 1991.

For roads and highway authorities the equivalent legislation is the Roads (Scotland) Act 1984 (covering Scotland), and the Highways Act 1980 (Covering England and Wales). While the 1980 Act also included a provision for a mandatory Code of Practice on safety, the 1984 Act did not, and so it was not previously possible to prescribe a mandatory Code for Scottish roads authorities on this topic. As this omission predates the formation of the Scottish Parliament, we cannot provide detail of the policy rationale of the time. This was rectified in 2019, when the Scottish Government made the necessary legislative changes to the Roads (Scotland) Act 1984 to extend the requirement to follow the mandatory safety Code of Practice to Scottish Roads authorities. The legislation which requires Scottish roads authorities to follow the mandatory Code of Practice has now been in force since 10 January 2022. The 2013 version of the Code of Practice is currently under review, which will result in an amended foreword, including Scottish road authorities in the list of bodies the Code applies to.

The Scottish Government is committed to working with our international partners to secure a global transition to a net zero and resilient future in a way that is fair and just for all.

COPs are an important opportunity for international partners to come together, share lessons and agree action. Scotland will continue to play our part at COPs, making the case for greater inclusion of devolved governments and ensuring climate justice is at the heart of international climate action.

No decision on SG attendance has yet been made in relation to COP29. A decision regarding ministerial attendance will be taken in due course.
