Everyone has the right to be, and feel, safe in their community. Passengers and staff must feel safe when travelling or working on our public transport networks, including bus stations. We have established an Independent Working Group on Antisocial Behaviour in November 2023. The Group reported its findings and recommendations in late December and the report will be published shortly.

Bus stations are owned and operated by local authorities, bus operators or local transport authorities. The Scottish Government has no locus to intervene on decisions relating to the management of bus stations.

Local authorities, in conjunction with Police Scotland, lead on preventing and tackling antisocial behaviour within the geographical areas they cover. Those working on the ground are best placed to understand the issues that local communities are facing, and work with them to resolve these issues.

Transport Scotland is working closely with the Confederation for Passenger Transport (Scotland) to make progress on the issue of antisocial behaviour on the bus network, including sharing of best practice between operators, developing options for on the ground support to bus operators and work to develop a process for temporary suspension or withdrawal of concessionary travel entitlement.

The Scottish Government has a centrally-managed contract with Office Papers to supply newspapers on an ad-hoc rather than subscription basis. Costs are recharged to requesting cost centres. The contract allows for newspapers to be bought according to requirement, and cancelled when not required, for example during Parliamentary recesses. All purchases in Financial Years 2022-23, 2023-24 and 2024-25 were made by the Directorate for Communications and Ministerial Support.

Some units may be subscribing to newspapers using their delegated budgets. This information is not held centrally.

The Scottish Government draft budget 2025-26 has been informed by planning forecasts provided by the Thrombectomy Advisory Group (TAG). Clinicians and third sector organisations, as well as NHS planning colleagues, are represented on the TAG and the information provided by them helps to inform decisions taken by the National Thrombectomy Programme Board.

Work is ongoing to establish how the £16 million funding announced in the Scottish budget, subject to parliamentary scrutiny, will be best used to maximise the number of patients able to benefit from thrombectomy.

The Scottish Government does not have the powers to prosecute Marine and Fisheries offences, these powers lie with the Crown Office Procurator Fiscal Service (COPFS) who prosecute on our behalf. This is a technical point.

The 1984 Act is one of many acts and orders which the Scottish Government uses to control marine and fisheries activities.

The 1984 Act mainly controls restrictions on fishing methods in vulnerable areas, much of which is now covered by orders made under the Marine Scotland Act 2010.

The legislation used depends on the offences committed and the penalties available.

Additionally, the Scottish Government has powers to issue Fixed Penalty Notices (FPN) in lieu of reporting cases to the COPFS. Ministers regularly meet with their counterparts in the UK Government, other devolved governments, and the Government of Ireland on a bilateral and multilateral basis to discuss matters of common interest.

The focus of our engagement is to work together to deliver on the First Minister’s four priorities as announced when he came into office in May: Eradicating Child Poverty; Growing the Economy; Tackling the Climate Emergency; and Ensuring High Quality and Sustainable Public Services.

I understand the concerns around increasing competition for marine space and the different pressures on various marine activities.

I welcomed publication of the National Federation of Fishermen’s Organisations’ and the Scottish Fishermen’s Federation’s joint report, ‘Spatial Squeeze in Fisheries’ in June 2022. I am very aware of the potential cumulative impacts on the fishing industry and my officials and I continue to engage stakeholders to explore this issue within the policy development process.

Effectively managing how we use our marine space is critical in our transition to net zero, the achievement of our national and international biodiversity commitments and to maximise the opportunities a blue economy approach can deliver for our marine industries and communities.

That is why we have committed to developing a new National Marine Plan for Scotland (NMP2). Marine planning is a powerful tool for managing multiple uses of our seas by bringing together different interests and seeks to balance the needs of people and our environment through decision-making. Encouraging economic growth across both developing and existing marine sectors is a key priority.

A new planning framework as part of NMP2 must help facilitate this, and further action aimed at tackling the climate and nature emergency. Delivering a new National Marine Plan relies on speaking and working with those who know our seas best. We have taken forward a number of engagement events that have discussed the full range of marine planning issues, of which pressures on the marine space has been a high level topic. From 2019 the landing obligation requires all species subject to a Total Allowable Catch (TAC) be landed irrespective of whether they are above the required marketable size. It is therefore not illegal to land fish below the minimum size if it is recorded and not sold for human consumption. It can be processed for fishmeal or used as bait in creel fisheries. We set up the Fisheries Management and Conservation (FMAC) Climate Change Subgroup in early 2023 to help guide us and to build our knowledge and understanding of both climate mitigation and adaptation. The group is formed of industry reps, eNGOs, academia, as well as organisations such as Seafish and Fisheries Innovation and Sustainability.

We will work with the subgroup to understand what options for reducing emissions from fishing can be taken in the short, medium and long-term and develop a plan of actions.

The Scottish Government works closely with the legally categorised emergency responder organisations who are responsible for assessing, planning, responding to and recovering from the consequences of emergency risks as identified in the National Risk Assessments and Community Risk Registers, including for severe storms and wildfires.

Representatives of all responder agencies are also required, by the Civil Contingencies Act 2004, to meet regionally in Scotland’s 3 Regional Resilience Partnership (RRP) areas, in the North, West and East . Below that structure, 12 Local Resilience Partnerships (LRPs) are in place which apply the co-ordinated response at a local level.

The Resilience Partnerships meet to ensure there is a shared awareness of responder agency capabilities and capacities to co-ordinate a multi-agency response to any kind of emergency event. Existing plans are regularly tested in joint exercises and during real emergencies.

After any event, responder agencies, LRPs and RRPs routinely hold structured debriefs which identify lessons to be fed back into the system and improve future response. These debriefs are the responsibility of the agencies and partnerships and therefore not overseen by Scottish Government.

Wildfires are specifically an operational responsibility of the Scottish Fire and Rescue Service. As such, they are responsible for the initial response and for developing and deploying plans which enable them to respond as a national service with the ability to move and deploy staff and equipment as necessary. Their arrangements will link into generic police, NHS and local authority major incident plans as necessary, within the resilience partnership structures.

The Scottish Government supports this partnership activity in many ways including supporting multi-agency partnership meetings, and organising on line multi-agency learning facilities on the Resilience Learning Hub.

The Scottish Government has agreed with NHS Highland that due to exceptional circumstances there, a mixed model of vaccine delivery can be put in place. This will be a hybrid model for vaccine delivery in which NHS Highland will also continue to provide some vaccination programmes.
