To ask the Scottish Government what information it has received from local
authorities regarding any barriers that they have identified in enforcing the pavement
parking prohibitions introduced by the Transport (Scotland) Act 2019, and what
support it has provided to them to assist with dealing with these.
Answer
Transport Scotland facilitated a Parking Standards Group with representatives from all 32 local authorities, in advance of the 2019 Act becoming law. During these meetings, in depth discussions were held around the enforcement of the new parking prohibitions. Transport Scotland also issued detailed guidance to all local authorities providing them with a procedure to follow to enforce the prohibitions This guidance also addressed any subsequent queries raised by local authorities.
Officials are in ongoing discussions with SCOTS and COSLA in respect of the funding mechanism for the relevant costs associated with the new prohibitions. Once those discussions have been concluded we will be in a position to reimburse any further eligible costs incurred by local authorities.

To ask the Scottish Government what assessment is has made of local authorities’
use of the £2.4 million funding that it allocated in 2022 to prepare for
implementing the pavement parking prohibitions introduced by the Transport
(Scotland) Act 2019.
Answer
Transport Scotland provided £2.4 million to local authorities for the completion of their road assessments to identify if there are areas of footway they may wish to exempt from the national pavement parking ban. It is not for Transport Scotland to assess how local authorities undertook their road assessments. Local authorities are best placed to make informed decisions on the management of their local road network and to assess which of the footways within their area are suitable for exemption, in line with ministerial directions.

To ask the Scottish Government what analysis it carried out to determine which NHS boards would take part in the emergency department opt-out blood borne virus testing pilot.
Answer
The Scottish Government has funded pilots of emergency department opt-out blood borne virus testing in three areas – NHS Lothian, NHS Grampian and NHS Highland. The funding allocations followed a call for bids which was open to all Scottish territorial NHS Boards. Bids were assessed against criteria including geographical spread and value for money, and we were pleased to be able to fund every Board that applied to participate.

To ask the Scottish Government what discussions it has had with Forestry and Land Scotland regarding its biodiversity strategy.
Answer
Forestry and Land Scotland (FLS) has supported the Scottish Government in the development of the Scottish Biodiversity Strategy (SBS) and Delivery Plan, through participation in official working groups ran by the Environment and Forestry Directorate.
FLS provided written evidence to Scottish Forestry officials on forest policy related actions which subsequently fed into the SBS.
FLS are now discussing internally how to support delivery of the Biodiversity Actions which will be summarised in their next corporate plan.
As Scotland’s largest manager of wild deer FLS provided practitioner input to the development of the SBS reflecting the critical dependency for SBS outcomes to be enabled by proactive deer management by all land managers.

Answer

To ask the Scottish Government what steps it has taken in response to the Young Carers Covenant, which was launched by the Carers Trust in 2024, and made a commitment to improve the lives of young carers, including supporting the covenant in achieving its 10 desired outcomes.
Answer
As promised in the Scottish Parliament debate on Young Carers Action Day on 14 March 2024, I have tasked my officials with looking at the feasibility of the Scottish Government committing to the Young Carer Covenant. The Covenant’s overarching principles are cross policy in nature, and touch on many aspects of the Scottish Government work.
This work is ongoing. I will write to the member to advise her of the outcome.
