To ask the Scottish Government how much it has spent on administering the Home Energy Efficiency Equity Loan pilot.
Answer
The Scottish Government has spent £37,698 including VAT on administration costs for the Home Energy Efficiency Equity Loan pilot over the current contractual period of 2019 – 2023. The reduction in costs for 2022-2023 reflects the end of the pilot in March 2022 resulting in the closure of the scheme to new applicants.
A Call for Evidence in August 2021 sought feedback on the pilot. The pilot’s findings will inform the Green Heat Finance Taskforce’s deliberations on future finance mechanisms to support the greening of Scotland’s buildings.

To ask the Scottish Government, further to the answer to question S6W-14359 by Lorna Slater on 7 February 2023, whether it will provide a breakdown of any actions that it has taken to ensure that manufacturing work to construct reverse vending machines for the Deposit Return Scheme is completed by Scottish companies.
Answer
In line with the ‘polluter pays’ principle, and just like similar schemes around the world, Scotland’s deposit return scheme is being delivered and funded by industry, led by the scheme administrator, Circularity Scotland. It is therefore the responsibility of individual businesses to procure any Reverse Vending Machines they may require.

To ask the Scottish Government how many jobs are being created by the Deposit Return Scheme, and where these jobs will be located.
Answer
Circularity Scotland is delivering major inward investment to Scotland and protecting and creating jobs in recycling and logistics. Circularity Scotland has recently announced 140 new jobs for the scheme at a recycling plant in Motherwell, 70 jobs have already been announced for Aberdeen and further announcements will follow for sites in other locations including Skye, Inverness, Thurso, Dundee, Grangemouth and Oban, bringing a total of 500 new jobs to Scotland.

To ask the Scottish Government what steps are being taken to recruit more inflammatory bowel disease (IBD) nurse specialists, in light of Crohn’s and Colitis UK’s recommended standard of 2.5 IBD nurse specialists per 250,000 patient population.
Answer
The Scottish Government is committed to ensuring that all people living with inflammatory bowel diseases (IBD) in Scotland are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and put people at the centre of their care.
Whilst the Scottish Government sets the strategic policy direction for workforce development with the NHS, it is up for individual health boards on how best to undertake recruitment planning.
Through the NHS Recovery Plan Scottish Government have committed to £1 billion of targeted investment for the recovery and renewal of Scotland’s health service and £600 million of investment support Health Boards and their staff through winter pressures. This includes £8 million to support the recruitment of 750 nurses, midwives and allied health professionals from overseas.

To ask the Scottish Government whether it will provide an update on its communication with drinks suppliers outside of Scotland to inform them of the Deposit Return Scheme, and which companies it has informed of the scheme in each of the last 12 months, also broken down by country or region.
Answer
Drinks importers that buy products from supplier outside of Scotland have the same requirement as drinks producers to register with the Scottish Deposit Return Scheme to meet their legal obligations. Circularity Scotland as the scheme administrator is rightfully leading on engagement with businesses, including drinks importers, to help them register with the scheme.
