To ask the Scottish Government how many new (a) social and (b) affordable homes have been built in the Highlands and Islands region since 2021-22.

The Scottish Government holds this information by local authority area and not by constituency area. A table showing the number of social and affordable completions by local authority area can be accessed using the following link: https://www.gov.scot/publications/affordable-housing-supply-programme-completions-updates/

The homes provided through the Affordable Housing Supply Programme comprise homes for social rent, for mid-market rent and for low cost home ownership. These homes take various forms including; new build homes, rehabilitation projects, conversions and off-the-shelf purchases of both new and second hand homes.

To ask the Scottish Government how many job clubs it has supported in each year since 1999.

Job Clubs are a model of support which were delivered by Jobcentre Plus or through local organisations supporting local communities. Jobcentre Plus, along with delivery of Job Clubs, remain reserved to the UK Government.

Since the devolution of employability services to the Scottish Government, support is being delivered through a combination of locally designed services, No One Left Behind, and our national employment support service, Fair Start Scotland.

No One Left Behind, which commenced in 2019, is The Scottish Governments approach to transforming employment support in Scotland. It aims to deliver a system that is more tailored and responsive to the needs of people of all ages who want help and support on their journey towards and into work, particularly people with health conditions, disabled people and others who are disadvantaged in the labour market.

Fair Start Scotland, our devolved employability support service, launched in April 2018 and offers 12 to 18 months of tailored, flexible and person-centred pre-employment support to people who want help to find and remain in work. Up to 12 months in-work support is also available for the participant as well as the employer, helping to ensure fair and sustainable employment.

The Scottish Government is committed to ensuring everyone has access to person centred employability support that meets the needs of individuals, helping them towards, and into sustainable employment.

To ask the Scottish Government what work it has done with (a) the Digital Health & Care Innovation Centre (DHI) (b) Innovation Centres other than DHI, (c) The Scotland 5G Centre, (d) the cyber resilience sector, (e) the Centre for Sustainable Delivery and (f) Public Health Scotland to ensure that Scotland gets maximum benefit from digital health and care.

To ask the Scottish Government, further to the answer to question S6W-13542 by Humza Yousaf on 20 January 2023, whether there are any mandatory e-learning modules or training that are required to be completed for non-executive board members, and, if so, what they are.

Non-Executive Board members are required to undertake mandatory training at local level as a part of their local induction process. This is set out in the Director Letter DL(2019)21 - Induction process for Non-Executive Board Members . In addition, NHS Education for Scotland has a range of learning material available to Board Members. Current eLearning modules include: “Finance”; “Audit and Risk”; and, “Equality and the Role of Board Members in Meeting the Public Sector Duty”. These modules, whilst not mandatory, are recommended.

To ask the Scottish Government how it is preparing health and care staff to (a) understand and (b) interrogate data-driven (i) recommendations and (ii) decision support tools.

To support health and care staff, the Scottish Government is working alongside the Digital Health and Care Innovation Centre, NHS Boards and social care organisations to promote use of our national decision support platform, The Right Decision Service .

To ask the Scottish Government what discussions it has had with Food Standards Scotland about updating the definitions of (a) alcohol-free and (b) low alcohol products in Scotland.

The Scottish Government has the lead for alcohol policy in Scotland. However, Food Standards Scotland (FSS) has responsibility for the policies surrounding general food labelling in Scotland and work closely with policy officials across the four nations on these issues.

FSS launched a four-week consultation on 23 October 2018 to assess the current understanding and use of the descriptive terms ‘low alcohol’, ‘non-alcoholic’, ‘alcohol-free’ and ‘de alcoholised’ but unfortunately this work was paused due to matters relating to EU exit.

To ask the Scottish Government how alcohol-free products are defined in Scotland.

The descriptor for alcohol-free products as set out in current UK Government guidance, which applies in Scotland is:

this should only be applied to a drink from which the alcohol has been extracted if it contains no more than 0.05% ABV, and the products should also include the ABV (or state that they contain no alcohol) on the label in order to use the descriptor.
