To ask the Scottish Government, regarding any implications for health and wellbeing, what (a) its position is on extending guarantees for digital terrestrial television to at least 2040 and (b) engagement it has had with the UK Government on the matter.
Answer
I refer the member to my response to his Parliamentary Questions S6W-42512 and S6W-42514 on 12 January 2026, and to my response to S6W-42510 on 20 January 2026 alongside this question. Broadcasting is a reserved issue, and the Scottish Government has long said that it should be devolved, so that services can best meet the needs of audiences in Scotland.
We are clear on the importance of people being able to continue to access the high-quality broadcast TV and radio services they rely on and enjoy, and we join the public service broadcasters and other stakeholders in urging the UK Government to ensure that the future of digital terrestrial television is considered carefully, and any future switch-off of services is managed inclusively.
I have written to the UK Government to urge them to carefully consider the impacts of the prospective Digital Terrestrial Television switch-off on vulnerable groups, including older people, those in rural communities, and those with lower household incomes. I have specifically raised the issue of potential health & wellbeing impacts, should households lose access to television services.

To ask the Scottish Government whether it will call on the Scottish Health Technologies Group to reassess the case for implementation of genomic testing for breast cancer patients, specifically for those patients with lymph node-positive disease, to help ensure the right treatments are given to the right patients and to potentially save money and free up chemotherapy capacity within the Scottish healthcare system.
Answer
The Scottish Cancer Network (SCN) is responsible for the development and review of the Clinical Management Pathway (CMP) for Breast Cancer. This provides clinical consensus to guide decision making consistently across Scotland on optimal treatment options at the various points in a patient’s pathway to support shared decision-making.
CMPs are developed through a process of collaboration and consensus, building on existing Regional Clinical Management Guidelines, reviewing and comparing current practice, and comparing existing documents and protocols in place. Evidence reviews are undertaken, with input from Health Improvement Scotland (HIS) where appropriate.
It would be for the SCN to regularly review this CMP against any updates including new evidence within the scientific literature and consider referral to the Scottish Health Technologies Group (SHTG). The SHTG also have criteria in place to judge whether new evidence is sufficient to revise its existing recommendations.

To ask the Scottish Government, in light of the Audit Scotland report, Delayed discharges: A symptom of the challenges facing health and social care, which was published on 8 January 2026, what plans it has to carry out a workforce evaluation to understand the implications of the anticipated rise in demand for power of attorney or a guardianship orders associated with the recommendation in the report for "the Scottish Government, NHS Scotland, the Convention of Scottish Local Authorities (COSLA), Healthcare Improvement Scotland, integration authorities and their partner NHS boards and councils [to] provide guidance on, and better promote public awareness of the benefits of, establishing a power of attorney or a guardianship order".
Answer
The Scottish Government welcomes Audit Scotland’s report and has asked the Collaborative Response and Assurance group, which is co-chaired by the Scottish Government and CoSLA to come together to consider these recommendations as a whole and develop a partnership approach to addressing them. The Scottish Government has begun this work and is engaged with key partners to discuss the delivery of Powers of Attorney and Guardianship processes.

To ask the Scottish Government, further to the answer to question S6W-42576 by Jenni Minto on 29 December 2025, what the timescale is for the introduction of enhanced service practitioners.
Answer
As noted in response to question S6W-42576, as part of the strategic work to implement the Health and Social Care Service Renewal Framework, the Scottish Government are considering how best to shift the balance of care by reducing referrals to hospital dental services and retain patients within their local community for a wider range of care and treatment. Officials are appraising various options as part of this work, including the potential further roll-out of enhanced skills dentists in primary care, therefore there is currently no timeline for further roll-out at this stage.

To ask the Scottish Government what action it will take to align Scotland's access to innovative genomic breast cancer diagnostics with the rest of the UK and other northern European countries, which already routinely use genomic tests to more accurately target treatment for postmenopausal lymph node-positive breast cancer patients, with a view to ensuring that patients in Scotland benefit from the same advances in evidence-based treatments and innovations.
Answer
The Scottish Government is committed to improving the diagnosis and targeted treatment of breast cancer through our continued investment in genomics.
We continue to work with NHS National Service Division (NSD), as the national commissioners of genomic testing in Scotland, and stakeholders across Scotland to transform the laboratory service and ensure it can support the expansion of genomic testing needed in Scotland for patients with all forms of cancer.
This is part of our long-term approach to deliver bold and ambitious action to reform and renew our health and care systems in Scotland.

To ask the Scottish Government how many children in Inverclyde were living in temporary accommodation in each year since 2019, also broken down by how many have remained in such accommodation for more than one year, and for how long.
Answer
The following table shows the total number of children in Inverclyde that were in temporary accommodation at some point during each year from 2018-19 to 2024-25.
| | 2018-19 | 2019-20 | 2020-21 | 2021-22 | 2022-23 | 2023-24 | 2024-25 |
Total | 25 | 23 | 42 | 48 | 54 | 36 | 50 |
Children can have multiple temporary accommodation placements. Only one placement per reporting period has been included. This means children will be included in each year in which they have spent time in temporary accommodation only once and not counted multiple times within the same year. This also means children will be included multiple times if they are in temporary accommodation within different years.
The following table shows the total number of children who spent any time in temporary accommodation in a reporting year where the total duration in temporary accommodation throughout their homelessness application was more than one year. This is broken down by duration.
| | 2018-19 | 2019-20 | 2020-21 | 2021-22 | 2022-23 | 2023-24 | 2024-25 |
1 to 2 years | 10 | 5 | 5 | <4 | 10 | 10 | 5 |
2 to 3 years | 0 | 0 | 0 | 0 | 0 | 0 | 0 |
3 years + | 0 | 0 | 0 | 0 | 0 | 0 | 0 |
Total | 10 | 5 | 5 | <4 | 10 | 10 | 5 |
For reasons noted above, this table will include duplication. For example, if a child has a total duration of more than a year, they will appear in the totals for each year they have spent any time in temporary accommodation.
Data source: Scottish Government, HL1 & HL3 Homelessness statistics - gov.scot
Additional notes:
The Scottish Government records temporary accommodation placements (HL3 data collection) and the number of children associated with households making homelessness applications (HL1 data collection). HL1 and HL3 household records have been linked to provide an estimate of the number of children in temporary accommodation placements.
Please note that it is not necessarily the case that all household members within a homelessness application will enter associated temporary accommodation placement(s). For example, alternative arrangements may be made for children, so they are never present in the temporary accommodation.
Total duration is calculated by adding together the durations of individual temporary accommodation placements associated with the same homelessness application.
It is possible for children to have multiple homelessness applications.
Disclosure control has been applied to protect the identity of individuals. Figures are rounded to the nearest 5, apart from 1,2 and 3, which are shown as '<4'.
