Noise mitigation measures do not form part of the current scope of works being undertaken at Charing Cross.

Glasgow City Council are currently constructing an active travel scheme to install cycle lanes at Charing Cross and along St George’s Road. Therefore, as the area around Charing Cross is changing substantially, it is our intention to undertake noise monitoring in the area on completion of these works to ensure that any noise mitigation works implemented in the future work effectively following these major works.

Transport Scotland is committed to ensuring noise management is included in all their activities and responsibilities, including the work being undertaken on the M8 at Charing Cross. Transport Scotland has also been working closely with Glasgow City Council on providing noise management advice to the Future of the M8 Motion, and related schemes.

Tackling alcohol related harm remains a priority for Scottish Government, and we are treating our policies to reduce alcohol and drug deaths as twin public health issues in Scotland.

We are working to ensure that people who experience harms as a result of alcohol use receive the same quality of care and support as people who experience harms as a result of drug use. We work closely with Alcohol and Drugs Partnerships and regularly monitor services through the annual ADP survey. The most recent one, reflecting activity for 2023-24, was published on 12 November 2024 and notes the following on data surveillance.

Almost all ADP areas reported having specific groups or structures in place at ADP level to inform surveillance and monitoring of drug harms or deaths. All but two (93%) of ADPs reported having a drug death review group and 77% reported having a drug trend monitoring group or early warning system.

Fewer ADPs reported groups relating to alcohol, with a quarter (27%) reporting having an alcohol death review group and 30% reporting having an alcohol harms group.

A third of ADPs reported having other structures in place for informing surveillance, which included multi-agency groups working on drug death prevention and action plan groups, wider public health monitoring which included drug and alcohol harms and sudden death groups whose remits include both drug death reviews and suicides reviews. Several ADPs indicated that alcohol harm and death review groups are currently in development.

It is our expectation that future Alcohol and Drug Partnership (ADP) funding letters will ask ADPs to undertake local alcohol death review. This message will also be reinforced in our National Specification for treatment of drug and alcohol misuse in Scotland, which is currently in development and will build on the recommendations of the forthcoming UK Clinical Guidelines for Alcohol Treatment.

The Scottish Government invested £2.2 million in 2015-2016 in the Specialist Nursing and Care Fund, £700,000 of which was specifically allocated to specialist Motor Neurone Disease (MND) nursing care following a successful campaign from Gordon Aikman and his 'Fightback Challenge'. This was mainstreamed to Territorial NHS Boards in 2017 while taking account of NHS pay awards. This funding has more than doubled nationally the number of Motor Neurone Disease Clinical Nurse Specialists employed within the NHS.

The Scottish Government has provided an additional £101,000 to MND Scotland since 2014, specifically in relation to the care of those with MND, and excluding any research costs.

Scottish Government has no imminent plans to introduce at-home testing for hepatitis C.

Testing for hepatitis C is currently available through a range of routes, with a particular focus on settings which are most likely to be accessed by people at highest risk of infection, such as drugs services and prison healthcare. In addition, anyone who has concerns about exposure to hepatitis C can speak to their GP practice about getting a test, which would allow them to be referred into treatment and services rapidly if required.

The Finance Secretary wrote to the Treasury on 31 October seeking urgent clarification on the increase to employer national insurance contributions.

We are clear that this change must be fully funded so that there is no impact on our frontline services. Clarity must be provided before we set our budget in just a few weeks’ time. We also need clarity on whether funding will cover the full extent of organisations delivering public services.

We will continue to work with the hospice sector to consider opportunities to deliver pay parity with Agenda for Change for independent hospices.

We are committed to ensuring that people living in Scotland with inflammatory bowel disease (IBD) are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and person-centred.

Significant additional activity is already underway following the allocation of £30 million funding to target reductions to the national backlogs that built up throughout the pandemic. This includes over 40,000 extra diagnostic procedures.

Our Endoscopy and Urology Diagnostic Recovery and Renewal Plan has so far delivered four mobile endoscopy units across Scotland, providing 5-6 additional endoscopy rooms, and a Dyce facility to provide additional endoscopy procedures for NHS Grampian. Additionally, the national endoscopy surveillance framework, introduced in February 2022, has been implemented in all Health Boards.

We have also funded the Modernising Patient Pathways Programme (MPPP) with a specific workstream continuing to promote improvements in IBD care which is being taken forward through the MPPPs National Gastroenterology Speciality Delivery Group (SDG). They have developed a national IBD pathway for NHS Scotland which is due to be published imminently.

In addition, the Gastroenterology SDG is developing a lower gastrointestinal pathway which will provide primary care guidance about testing and diagnosis for people with IBD and Coeliac Disease in Scotland.

As set out in the Scottish Government’s response to Professor Muir’s report, the move of the inspection function to the new Chief Inspector will work alongside existing ministerial commitments to the Scottish Funding Council’s (SFC) Tertiary Quality Enhancement Framework (TQEF), which is being implemented from Academic Year 2024-25.

The TQEF has been co-designed, developed and implemented by the SFC in partnership with the Quality Assurance Agency (QAA), Education Scotland and other stakeholders.

In order to fulfil its existing statutory responsibilities for quality assurance and enhancement of colleges and universities, the SFC commissions the QAA and Education Scotland to support this work on its behalf.

Under the Education (Scotland) Bill, the Chief Inspector will have the power to enter into an arrangement with the SFC in order to support the latter’s statutory functions.

The Scottish Government is committed to ensuring that all people in Scotland living with Inflammatory bowel diseases (IBD), including Crohn's disease and colitis, are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and put people at the centre of their care.

Scottish Government workforce planning guidance requires Boards to take a demand-led approach by determining future staffing requirements in line with healthcare needs within their locality.

Speciality training numbers are reviewed and considered annually by the Scottish Shape of Training Transition Group (SSoTTG), with subsequent recommendations made to Scottish Ministers around the need to increase training establishments. The most recent uplift in Gastroenterology (as the specialty which treats IBD) took place in 2022 when 10 additional posts were created. This saw the overall number of speciality training places on Scottish Gastroenterology training programmes increase to 47.

The member may wish to be aware that teachers are not employed on zero hour contracts as supply lists are registers and not contractual. The employment contract only begins once a teacher has taken up the supply work that is offered.

Whilst the recruitment and deployment of teachers are matters for local authorities, the Scottish Government is doing everything it can to help maximise the number of teaching jobs available.

As part of this, we are providing £145.5m to local authorities to protect teacher numbers.

Despite substantial investment, and the progress we have made in recruiting thousands of additional teachers since 2018, we recognise that more work is needed to ensure that our teachers have access to long term, sustainable, employment opportunities, regardless of which stage of their career they are at, and we will continue to work with COSLA to ensure this can happen.

The Scottish Government has received the report for a Single Building Assessment (SBA) based on the specification published on 21 June 2024 for one of the pilot entries in Glasgow.

An invitation to tender has been issued to undertake SBAs based on the specification published on 21 June 2024 for a further twelve of the pilot entries. Seven of which are in Glasgow and that are SG led. It is expected that these SBAs will be completed by the end of February 2025.

Pilot works to mitigate or remediate risks have started for five of the pilot entries. Four of which are in Glasgow. Works in this context refers to any action taken to address known cladding-related risks, including Urgent Interim Measures.

These numbers relate to known works on a pilot entry only, as developers or other organisations could have carried out works without informing the Scottish Government, and therefore the true numbers may be higher and could increase as further information becomes available.

Works to remediate risks have not been completed following recommendations within SBA Reports for any of the SG led pilot entries.
