I replied to a similar question from the member on 3 November 2022 (S6W-11386) providing details from 1999-2000 to 2021-2022. I have included in the following table the information for 2022-2023 following the Spring Budget Revision.

We provide information and resources on the use of Anticipatory Care Plans to professionals, patients, and their families to ensure people get the right care in the right place at the right time. In 2021, Healthcare Improvement Scotland developed the Anticipatory Care Planning Toolkit consisting of a 4-step model, guidance, and resources for health professionals.

NHS Education for Scotland has educational resources for professionals delivering training about shared decision-making and anticipatory care planning (Realistic Conversations).

The Heart Failure Hub has endorsed, and is supporting the dissemination of, Patient and Health Care Professional Cardiac Supportive Palliative Care resources developed by the British Society for Heart Failure - Patient info and HCP resources — British Society For Heart Failure (bsh.org.uk)

The Scottish Government recommends the Eatwell Guide as the main UK consumer facing resource which shows the types and proportions of foods and drinks that are required for a healthy balanced diet and reflects a translation of the population level dietary goals for Scotland.

The Eatwell Guide illustrates that animal-based products, such as meat and dairy, can be included as part of a healthy balanced diet, but in much smaller proportions than that of plant based foods. The sustainability of the Eatwell Guide was assessed by the Carbon trust and they concluded that moving from our current diet towards the Eatwell Guide would be a more sustainable way of eating, with a 32% lower environmental footprint than our current diet.

Within the context of the Eatwell Guide , sector-specific guidance that considers nutrition and sustainable food provision is also in place for (a) schools, (b) hospitals and (c) nursing homes, as follows:

Schools

All food and drink served in schools must comply with the school food and drink Regulations. The associated Healthy Eating in Schools guidance supports provision of a balanced and nutritious diet which includes plant based foods such as fruit and vegetables alongside a wide range of other food and drinks rich in a variety of key nutrients.

Hospitals

Food provision in NHS Scotland must be compliant with the Healthcare Improvement Scotland Food Fluid and Nutritional care standards as well as the Food in Hospitals: National Catering and Nutrition Specification - both of which have a robust evidence base. Food in Hospitals recognises that meat free options can be valuable and can contribute to overall menu content however the menu structure outlined within Food in Hospitals must recognise the differing needs of those are nutritionally well and those who are nutritionally vulnerable and as such, menus for patients must be sufficiently varied to ensure that the needs of both those groups are met.

Care homes

While there is no specific guidance around plant-based foods for care homes, the Health and Social Care Standards , which all social care services must adhere to, include standards on food and nutrition, emphasising the importance of healthy meals and snacks.

To support care homes in meeting people’s food and fluid needs, the Care Inspectorate has produced a guide for older people and adult care homes - Eating and drinking well in care: good practice guidance for older people .

In addition, My Health, My Care, My Home - healthcare framework for adults living in care homes - provides a series of recommendations aiming to transform the healthcare for people living in care homes, and include a recommendation that “Religious and philosophical beliefs in relation to food and diet should be enquired about and catered for.”

In April 2021, Scottish Government commissioned Public Health Scotland to develop and deliver the Scottish Cardiac Audit Programme. This programme will support delivery against the actions in Priority 4 of the Heart Disease Action Plan.

We also commissioned the ALLIANCE to deliver the Heart Disease Lived Experience Network. The Scottish Cardiac Audit Programme has engaged closely with the network to ensure that people with lived experience of heart disease have influenced the development of indicators.

Work to develop agreed pathways is underway and required to complete before gap analysis can be undertaken.

To support organisations and communities who wish to purchase a defibrillator, Scottish Government published a guide in 2018 providing advice on purchasing and installing a public access defibrillator. The guide includes information on organisations who operate subsidised schemes for the purchase of publicly accessible defibrillators. The British Heart Foundation is one of these organisations, they provide part funded defibrillators for communities alongside free ReVivr CPR training. Scottish Ambulance Service can also provide advice and support around defibrillator purchase ( Automated External Defibrillators (scottishambulance.com) )

The Drug Deaths Taskforce was comprised of a range of individuals selected for their expertise in a personal capacity or on behalf of the organisations they represent, including those with lived and living experience.

The Scottish Government welcomes their final report which has provided a roadmap for future delivery, including 20 recommendations and 139 detailed actions. In response to this, we have published a cross-government action plan which includes a broad range of initiatives aiming to improve access to treatment and support for people with complex needs. All of the work set out in this action plan is framed within the context of the government’s wider efforts to address the social determinants of health.

The government have committed to investing £250m over the course of the parliament to delivering the National mission, and there is a comprehensive approval process in place to ensure best value for public money.

The Corra Foundation is responsible for operating funds which distribute money to third sector and grass roots organisations, who will play a vital role in reducing drug related deaths. Funding applications are assessed through robust assessment panels, which give people with either personal or professional lived and living experience of frontline services a voice in the decision-making process.

To further improve transparency and show the direction and impact of the funding we have committed, we published the first national mission annual report in November 2022. This report outlines the breadth of activity undertaken by public and third sector services in the first year of the national mission. We intend to publish a retrospective annual report every year for the remainder of the mission.

In April 2021, Scottish Government commissioned Public Health Scotland to develop and deliver the Scottish Cardiac Audit Programme. Over 100 clinicians and people with lived experience have been involved in the development of draft indicators for this programme. This includes health care professionals with an interest in specialist services, cardiac rehabilitation and palliative care.

Draft indicators were shared for further feedback in autumn 2022. PHS continue to work to develop the audit programme based on this feedback.
