The Scottish Government eligibility criteria prevent SMEs that are more than 25% owned or have more than a 25% stake in another business to access funding through the SME Loan. This is to protect public finance, make certain that the economic benefit from investment is realised by the intended party and ensure that there is a clear route for loan repayments to be made.

Although some businesses have expressed their disappointment at not being able to access funding we consider that this protection is necessary and proportionate. Advisors will ask about the current ownership structure of businesses in order to assess their eligibility for the SME loan scheme. However, Business Energy Scotland do not provide advice to businesses about ownership or their organisational structure.

The Rail Trade Unions were consulted about the selection of an individual to sit as a Non-Executive Directoron the Scottish Rail Holdings Board. The individual currently selected is the General Secretary for the STUC.

The number of households, and particularly those with children, in temporary accommodation in some local authorities is unacceptably high. I have written to the Housing Conveners of the councils with temporary accommodation increases, requesting an urgent meeting to discuss how we can work together on potential solutions. The first meeting will take place later this week.

I have also asked an expert group, chaired by Shelter Scotland and ALACHO, for an action plan to reduce the numbers of people in temporary accommodation, with a strong focus on households with children. The group’s final report will be published at the end of March and will inform our approach to working with our local government and third sector partners to reduce the use of temporary accommodation.

Our strong homelessness legislation means that homeless households, including those with children, have a right to temporary accommodation. The majority of households in temporary accommodation are living in council or housing association homes.

The Scottish Government is aware that figures released by the Scottish Dairy Cattle Association (SDCA) in January reveal an annual reduction of the number of dairy herds in Scotland to 804 herds.

In their news release to accompany the publication of dairy herd statistics the SDCA however noted positively that there was considerable investment in new milking parlours and robots in South West Scotland.

We are continuing to support the Scottish dairy sector by funding the Scottish Dairy Hub, to provide dairy farmers with reliable, accurate and relevant information to inform decision making, as well as funding the Scottish Dairy Growth Board to champion growth of the Scottish Dairy sector in global markets.

As well as receiving farm payments through the Basic Payment Scheme (BPS) and other schemes, dairy farms have been eligible in recent years to receive support in purchasing farm equipment through the Sustainable Agriculture Capital Grant Scheme (SACGS) and the Agri-Environment and Climate Scheme (AECS).

As part of the Agricultural Reform Programme the Scottish Government has stated the intention of reforming agricultural support with conditions which reduce emissions and improve farm performance. In February we published details on areas of interest for future farm support conditions which included dairy cattle nutrition, breeding and health. If adopted these measures will support dairy businesses and herd improvement.

The Scottish Government receives quarterly financial reporting from IJBs which includes information on IJB reserves. The reports consolidate information already in the public domain as published by individual IJBs, and are published on the Scottish Government website. This exercise began in 2018 and no data collection was performed by the Scottish Government in respect of IJB reserves prior to this.

The reserve figures taken from the IJB reports provided have been collated in the following table. Any information regarding IJB reserves prior to 2018/19, and any additional information related to IJB reserves can be found in the IJB annual accounts published by individual IJBs.

There are currently no plans to develop a UK-wide Strategy on fetal alcohol spectrum disorders (FASD). However, Scottish Government officials have made contact with Wales and Northern Ireland, and have met with counterparts in England regarding FASD policy We are also linking into international work and evidence in relation to FASD. We will continue to engage, and share learning and approaches.

The Scottish Government has funded Adoption UK (Scotland) to establish an FASD Hub in Scotland with the aim of providing support, training and advice to families, carers and professionals supporting children affected by FASD. This is the first of its kind within the UK. We also support a research, evidence and training base - the FAAST team at Edinburgh University.

Funding for Local Authorities is provided through the annual block grant settlement from the Scottish Government. Local authorities should use funding resources allocated to them in the manner which they believe will best meet local needs and circumstances within their respective areas.

Therefore, decisions on the installation and maintenance of defibrillators in schools is a matter for Local Authorities to consider at the local level.

Scottish Government is a key partner in the Save a Life for Scotland partnership which delivers the Out of Hospital Cardiac Arrest Strategy 2021 – 2026. A key aim of this strategy is to increase the percentage of Out-of-Hospital Cardiac Arrest incidents which have a defibrillator applied before the ambulance service arrives from 8% to 20%.

This is not only about increasing the number of defibrillators in public places but also about building the evidence base to support defibrillator guardians to make strategic decisions about the placement of their defibrillators, to encourage their registration with Scottish Ambulance Service and to increase public confidence and knowledge around defibrillation. We are working as part of the Save a Life Scotland partnership to deliver on these aims.

Scotland’s Out-of-Hospital Cardiac Arrest Report 2019-2022 highlights that the number of Public Access Defibrillators (PAD) in communities across Scotland that are registered with “The Circuit” has more than doubled since 2019 and is now at almost 5,000. In September, NHS Education for Scotland and the Scottish Government hosted a webinar on ‘Delivering a Person-Centred Approach to Rehabilitation in a Post-COVID era’. The webinar formed part of Scottish Government’s work to raise awareness of the Once for Scotland Person-Centred Approach to Rehabilitation. More than 1,000 people with an interest in rehabilitation took part.
