To ask the Scottish Government how many civil servants are working on NHS Pharmacy First Scotland, broken down by (a) headcount and (b) full-time equivalent figure.
Answer
Civil servants operate flexibly across a range of pharmacy policies and programmes according to the specific requirements of the work at any time. They do not, as a matter of course, record the proportion of their time that they spend working on particular matters. It is therefore not possible to say specifically how many hours were spent by civil servants involved in this work.

To ask the Scottish Government how much it has spent on NHS Pharmacy First Scotland, broken down by the specific purpose.
Answer
Current funding of £30.8 million is allocated for NHS Pharmacy First Scotland. This includes £10 million of new funding which was invested between 2020-21 and 2022-23.
This funding provides a monthly base payment to every pharmacy for provision of the service as well as activity payments for specific interventions. These pharmaceutical care interventions are Advice, Referral or Treatment.

To ask the Scottish Government what estimated delivery dates it received from all shipbuilders in relation to its work to establish how quickly it could retender and deliver a vessel as a replacement for vessel 802.
Answer
Specific information of this nature would be regarded as commercially sensitive and therefore not appropriate for disclosure. Ministers have however stated that re-procurement would have potentially added a delay of around 2 ½ years to the anticipated delivery of vessel 802.

To ask the Scottish Government whether any discussions took place with Ferguson Marine in relation to (a) restarting construction on vessel 802 from the beginning and (b) constructing a replacement for vessel 802 at a different shipyard, and what the outcome was of any such discussions.

A detailed options appraisal upon a range of options, to complete the delivery of Hull 802, was completed by the due diligence team of officials, independent experts and Ferguson Marine.

To ask the Scottish Government what assessment it has made of the potential impact of any termination of the Deposit Return Scheme on local authority (a) budgets, (b) public procurement contracts and (c) waste management services.
Answer
The Scottish Government is committed to the benefits of our Deposit Return Scheme (DRS). However, following the UK Government's decision not to provide a full exclusion to the Internal Market Act I have announced in Parliament that we will be pushing the launch of the DRs back to October 2023.
A set of impact assessments including an Equalities Impact Assessment, Business and Regulatory Impact Assessment, Fairer Scotland Duty Assessment and Island Communities Impact Assessment were published alongside the original DRS Regulations in 2020. This included the impact on local authority budgets. Any significant changes to the scheme will most likely require further engagement with stakeholders, impact assessments and regulatory change.
Scottish Government has regular engagements with local government and other key stakeholders. Local government is represented on our Ministerial Strategic Advisory Group, and our Hospitality Sector Group, as well as on the Waste and Resources Sector Forum and joint Scottish Government/Local Government Strategic Steering group on Circular Economy and Waste with respect to wider waste and circular economy policy. They will have a role to play in the governance of the DR which will look at strategic and operational issues.

To ask the Scottish Government whether it has assessed the number of Scotland-domiciled transgender people who have travelled to receive gender reassignment surgery through the NHS in England.
Answer
Gender reassignment surgery is a specialised field of surgery, accessed by a small number of patients each year. Given the highly specialist nature of this surgery it is carried out in the UK under a four-nations contract, managed by NHS England.
NHS Scotland monitors the number of surgical referrals to the service. Patients referred for assessment do not necessarily proceed to surgery. A patient’s surgery will not necessarily take place in the same year as the referral.

To ask the Scottish Government, further to the answer to question S6W-16757 by Lorna Slater on 2 May 2023, whether the monitoring and analysis work will be carried out across all local authority areas equally, or by sampling a limited number.
Answer
There are several components to the DRS evaluation. This includes the consumer survey which is based on a three phase nationally representative sample where efforts will be made to ensure urban and rural/island areas are sufficiently accounted for within the sample design. Litter Monitoring System survey (funded by Scottish Government and developed by Zero Waste Scotland in partnership with Keep Scotland Beautiful and other stakeholders) will be used to collate litter data with the aim being to cover all Local Authority areas. Data from Management information will also be used to monitor and evaluate DRS, and this will include both national level and local authority level data. Given the recent changes and announcements the monitoring and evaluation plans for DRS may need revisiting to bring them in line with any changes made to the objectives of the scheme.
