Transport Scotland is supporting colleges across Scotland to build capability and capacity to train people in the skills required for EV charge point installation, repair and maintenance. This has involved training college lecturers to deliver qualifications and providing the necessary equipment to support delivery to industry.

As a result, the number of colleges offering an EV charge point qualification increased from two to 12 in 2024-25. In 2025-26 a further eight colleges, particularly in rural areas, will be supported to develop the same capability, and we will increase the amount of shared equipment available to colleges. We will be funding a number of places for qualified electricians to undertake EV charge point training through the college network, helping to encourage uptake. In 2025-26, we will also focus on developing courses and building college capability in high-voltage installations, such as those required for rapid or heavy-duty vehicle charge points.

Investing in Scotland's colleges to deliver the required training will help more people become qualified in EV charge point installation, repair and maintenance.

The Scottish Government is committed to ensuring that those living in prison have access to healthcare that is, as a minimum, equitable to that offered in the community.

A delayed discharge occurs when a hospital patient who is clinically ready for discharge from inpatient hospital care continues to occupy a hospital bed beyond the date they are ready for discharge. Information held nationally on delayed discharges can identify the number of people aged 18 and over who were delayed in their discharge from hospital.

People delayed due to a lack of available social care packages can be identified using Delay Reason code 25D – “Awaiting completion of arrangements - in order to live in their own home – awaiting social care support (non-availability of services)”.

Figures from Financial Year 2020-21 to 2024-25 (inclusive) are shown in Table 1.

In January 2022, the Scottish Government commissioned the Centre for Sustainable Delivery to establish the Scottish National Cataract Short Life Working Group to address current challenges in cataract surgery in Scotland.

This work has led to the publication of 'Improving the Delivery of Cataract Surgery in Scotland: a Blueprint for Success' which will support Boards to deliver high quality, high volume, specialist care.

This Blueprint builds on existing work that has already been done by the National Eyecare Workstream to:

• Embed recommendations from Health Board Ophthalmology Peer Reviews.
• Align with the Royal College of Ophthalmologists guidelines for training lists and high volume service lists.
• Acknowledge different models of service delivery from various sites across NHS Scotland.

In 2025/26 we have announced over £200 million to reduce waiting lists and help support reduction of delayed discharge. This will contribute to additional ophthalmology procedures, alongside our National Treatment Centre programme which is delivering cataract surgery in NTC Highland and NHS Golden Jubilee University National Hospital.

Public Health Scotland (PHS) uses the national waiting times datamart to collect electronic patient records covering the waits that patients experience waiting for treatment as an inpatient or day-case under the Treatment Time Guarantee.

This data source can be used routinely to identify the specialty of treatment. However, although the records are designed to collect coded information on the procedure that is planned for the patient, this information is often either incomplete, lacking in essential detail and/or its accuracy cannot be assured. In addition, the procedure(s) that was planned may not always reflect the procedure actually performed after the patient was admitted for treatment. The latter is not captured through the national datamart. Consequently, PHS is not currently able to report accurately on waiting times to this level of detail.

Although, it is the statutory responsibility of local authorities to manage their school estate, we expect them to provide safe learning environments for all school users.

If there were concerns raised to Scottish Fire and Rescue Service (SFRS) regarding perceived high levels of risk to life from fire, the SFRS would undertake an urgent audit and ultimately could, if necessary, prohibit the use, or parts, of a school until the situation was satisfactorily rectified.

The challenges that PFI contracts present at their expiry are understood within the NHS and a programme of work is underway to support Health Boards to manage them.

NHS Scotland Assure and the Scottish Futures Trust have a joint Specialist Support Team to assist Health Boards with management of their PPP contracts.

End of contract is a major focus of the team’s work with a role dedicated to this work since 2021.

This includes handback readiness reviews of contracts expiring in 7 to 10 years.

My deepest thoughts and condolences are with those families affected by a death in prison custody. The Scottish Prison Service cares for and supports some of the most complex and vulnerable individuals in our society, often at times of personal crisis.

I regularly meet with the Chief Executive of Scottish Prison Service and the safety and wellbeing of people in custody remains part of a continued dialogue. Scottish Centre for Crime and Justice Research report covers a range of distinct topics which will be considered individually.

The Scottish Prison Service have now developed a multiyear recovery plan to prioritise the delivery of offending behaviour programmes, including the introduction of new delivery sites to increase programme delivery and capacity.
