More generally, the Scottish Government continues to engage directly with local licensing authority representatives through engagement with the Society of Local Authority Lawyers and Administrators in Scotland (SOLAR). Scottish Government participation at the SOLAR Licensing Group meetings provides a platform to discuss a variety of licensing policy issues, including the taxi and PHC licensing regime.

We recognise that online platforms, including social media, can have both positive and negative impacts on children and young people’s mental health and wellbeing and that support must be in place to help children use social media in a healthy and balanced way. It is important to note that regulation of the internet is a reserved matter to the UK Government, however we have previously successfully engaged on its Online Safety Act to strengthen protections for young people.

Transport Scotland completed the second Strategic Transport Projects Review which sets-out the Scottish Government’s priorities for future capital investment, including new investment in the trunk road network.

Alongside the design development process of any major transport capital project there is a need to develop the appropriate level business case. These project specific business cases are developed in line with the Guidance on the Development of Business Cases in Transport Scotland, the latest transport scheme assessment and evaluation criteria and the Scottish Public Finance Manual. These cover the 5 Scottish Transport Appraisal Guidance criteria of Economy, Climate Change, Environment, Health, Safety and Wellbeing and Equality and Accessibility as well as any Transport Planning Objectives and the process checks that projects remain in line with the initial assessment on which decisions were made.

The Scottish Government continues to support the development of our ports, and the potential for new direct freight and passenger ferry services linking Scotland to Europe.

I have personally engaged with parties interested in introducing new ferry services, and Transport Scotland officials communicate regularly with potential operators and Scotland’s main ports.

The Scottish Government and its agencies have supported a number of maritime initiatives across Scotland, including establishing a Green Freeport at Forth Ports, which includes Rosyth. This involves both seed capital funding, along with businesses locating within the ports being able to access a package of devolved and reserved tax incentives.

We will continue to engage with port operators and others to explore opportunities for new commercial ferry services, so that Scottish exporters and passengers have more direct routes to and from Europe. However, the Scottish Government cannot subsidise routes in ways which would be anti-competitive beyond considering the availability of limited start-up grant funding opportunities for freight initiatives.

I have raised concerns with the UK Treasury about the impact on public services if this reserved tax increase is not fully funded. The Scottish Government has published updated estimates of the impact of the increase in employer national insurance contributions on the public sector in Scotland. These estimates indicate the combined impact on the public sector and commissioned services is over £700 million. If the UK Government’s reported allocation is all that is provided, the Chancellor will be short-changing services the public depend on by over £400 million. The Scottish Council for Voluntary Organisations estimates that the third sector in Scotland will face additional costs of £75 million per year, plus wider inflation.

The Scottish Government's ambition is for everyone to have a safe, good quality and affordable home that meets their needs in the place where they want to be. Housing to 2040 remains our key overarching long-term strategy that sets out a vision and roadmap to ensuring everyone in Scotland has a safe, good quality and affordable home by 2040, and as part of that we remain focused on delivering 110,000 affordable homes by 2032, with at least 70% of these for social rent and 10% in rural and island areas.

Between 23 March 2022 and end of September 2024, we have delivered 24,382 affordable homes towards the 110,000 target, of which over 18,000 (76%) have been homes for social rent. Based on management figures, we have delivered over 12,000 affordable homes in rural and island communities, between April 2016 and March 2024.

Statistics to end December 2024 are due to be published on Tuesday 25 March 2025.

Any company which wants to move freight by rail or water rather than by road and which is proposing to invest in new freight handling facilities in Scotland or re-invest in existing facilities in Scotland may apply for FFG. Before making a formal application for FFG, a company is expected to approach Transport Scotland who will be able to give informal advice on whether, and to what extent, a freight facility may be eligible for FFG.

On receipt of the formal application, Transport Scotland may decide to seek independent engineering advice to examine the design and specification of the project. The costs of this will be borne by Transport Scotland. A visit to the site of the proposed facility, by Transport Scotland and by its appointed consultant, will be necessary.

Since the introduction of the scheme in 1997, applications have typically taken between 3-6 months to complete. However, it can take longer depending upon the complexity of the proposal and the time taken by the applicant to supply the information.

The application process for FFG is currently under review ahead of potential awards in financial year 2025-26.

Since 1997, Freight Facilities Grants have removed over 50 million lorry miles from Scotland's roads. The exact impact on road congestion and air quality of each project cannot be confidently described due to the effect of other local influences on transport demand.

With all applications, Transport Scotland officials are available to discuss any proposal and provide assistance on what information should be included in an application and what evidence is required prior to any formal decision being made on awarding a grant.
