We expect children and young people who need inpatient mental health care to be looked after in age-appropriate specialist facilities. However, there may be occasions when it isn’t possible for a young person to be admitted to a specialist child and adolescent bed – for example, a crisis admission out of hours where there are concerns for the young person’s safety, or where a specialist facility might be a considerable distance from family support which may aid recovery.

When young people need to be admitted to a non-specialist ward, clinicians will work with the young person and their family to make the most appropriate decision regarding the treatment and support that a young person requires.

On occasions where young people are placed within an adult ward this will be monitored and reviewed regularly to ensure that the young person is receiving the most appropriate treatment and care.

The table below contains the requested data concerning the number of children and young people who have received treatment for an eating disorder in each year from 1999-2023, broken down by NHS Board. The latest year in the time range is 2023, which is the most recent year for which data has been finalised.

Scotland’s valued and highly skilled oil and gas workers must be at the heart of a just energy transition, and the Scottish Government is supporting the workforce with the powers available to us.

In its first two years our Just Transition Fund for the North East and Moray has allocated £9.7m to support a package of skills interventions, including development of the Energy Transition Skills Hub in Aberdeen, a pilot scheme with the National Energy Skills Accelerator to determine the skills required for an energy transition and support for the industry-led development of an Energy Skills Passport. More widely, we will invest a further £8.5m of capital funding through the Fund this year, on projects with a focus on jobs, skills and economic opportunities to continue to support our transition in the region.

The Scottish Government, in partnership with the UK Government, has recently launched a new Oil and Gas Transition Training Fund to help support offshore workers transition to roles in sustainable energy sectors.

We have also funded, alongside the UK Government, a targeted Skills intervention for workers facing redundancy as a result of the closure of the Grangemouth refinery. While the scheme is still ongoing, workers are already successfully progressing into good quality jobs, including in low-carbon industries.

In the unfortunate event of any employees facing redundancy, the Scottish Government will also always offer and provide support through Partnership Action for Continuing Employment, PACE. By providing skills development and employability support, PACE aims to minimise the time individuals are affected by redundancy are out of work.

There are currently no plans to conduct a review of the 2018 Oral Health Improvement Plan (OHIP).

The OHIP, which was developed in close collaboration with the dental sector, remains a relevant and important cornerstone of NHS dental services policy in Scotland. Significant progress has been made on the commitments from the OHIP since its publication, including through the introduction of payment reform in November 2023.

We are committed to improving the number of NHS dentists across the country, which is why our Operational Improvement Plan sets out a package of actions to improve the NHS dental workforce, supported by new funding in 2025-26.

Within this we will support the dental workforce pipeline through both the immediate expansion of domestic dental student numbers and the development of an innovative new training package to support international dentists in joining the NHS Scotland workforce.

The Scottish Government does not hold information on the number of emergency mental health assessment units available nationally or in each Health Board.

This notwithstanding, we can report that all Health Boards have a 24/7 mental health unscheduled care pathway in place for anyone in need of urgent mental health assessment or urgent referral to local mental health services. These pathways enable local mental health clinicians to receive referrals from the national NHS 24 Mental Health Hub and provide advice and support to frontline services such as Police Scotland and the Scottish Ambulance Service. They also avoid the need to attend the Emergency Department unless that is where the person needs to be cared for.

The following table show the average cost per unit to deliver an affordable home in each year since 2007.

The Scottish Government's most recent fuel poverty scenario modelling is for the July to September 2025 period under an Ofgem price cap of £1,720 for the typical dual fuel household. This analysis estimated a national fuel poverty rate of 32% (820,000 households) and an extreme fuel poverty rate of 17% (420,000 households).

When broken down by 6 fold rural urban classification 33% of rural households (140,000) were estimated to be in fuel poverty. Table 1 below breaks down the fuel poverty rate by 6 fold rural urban classification for all scenario modelling periods from January 2024 to present, as well as the 2022 and 2023 SHCS key findings figures. However, this modelling does not fully account for recent changes in the prices of alternative fuels such as LPG.

The Scottish Government has no powers over energy pricing which is reserved to the UK Government.

We are concerned that many rural consumers, who rely on unregulated alternative fuels to heat their homes and power their businesses, are not protected from price shocks and market volatility. That is why we continue to call on the UK Government to deliver a social tariff in the form of an automatic and targeted discount - including for those using alternative fuels - to address unaffordable bills at source. We have written to the UK Government sharing our Social Tariff Working Group’s recommendations and seeking urgent delivery of this crucial policy. The powers to implement this remain with the UK Government and we are committed to working closely with them, Ofgem, suppliers and consumer organisations, to advocate for the delivery of a social tariff across Great Britain.

Table 1: Fuel poverty rates by rural urban classification

Decisions about the planning and delivery of NHS services, including specialist pain treatments, are the responsibility of individual Health Boards. Boards are expected to consider the available evidence, local population needs and clinical advice when making decisions.

The Scottish Health Technologies Group is currently undertaking an independent review of certain specialist interventions for chronic pain. Their findings, expected on 28 November 2025, will support informed decision-making across NHS Scotland.

Since 2008-09 we have published information on Affordable Housing Supply Programme budget and actual spend in our annual out-turn reports, available here: Affordable Housing Supply Programme - More homes - gov.scot. Reasons for variance in spend against budget can include lower activity in some demand-led programmes, project delays or, as seen from 2020-21 onwards, the impact of COVID and related construction supplies and workforce issues. We continue to work closely with partners to utilise our investment to help maximise the pace of delivery of affordable homes.

In 2007-08 Communities Scotland, an executive agency of the Scottish Government was responsible for housing throughout Scotland. Communities Scotland was disbanded on 1 April 2008, when most of its responsibilities transferred to the Scottish Government.

The ownership status of assets is an operational matter for Scottish Water. Scottish Water have advised that they are carrying out investigations to establish the ownership status of Glasgow Harbour Tunnel and will write to you directly with a response once they have concluded their investigations.
