The Scottish Government has a Memorandum of Understanding with the Danish Government to promote collaboration on zero emissions heat, heat networks and energy efficiency, plus onshore and offshore wind energy and hydrogen economy.

In September 2023, I led a trade delegation of Scottish companies to Denmark to promote the Scottish renewables sector, exchange best practice, and develop key stakeholder relationships.

During meetings with the Danish Energy Agency and the Danish Parliament’s Climate, Energy and Supply Committee the onus on developers to provide meaningful community support, engagement, and benefit was discussed. In meetings with industry, this was further raised, with me impressing the importance of developers needing to develop proposals that deliver lasting tangible benefit to local communities when proposing new projects.

I was interested to hear about the work taking place in Denmark on cooperative and community ownership. Scottish Government officials are working with Danish Government officials to share lessons and better understand the Danish model, to inform Scottish Government thinking.

The Scottish Government delivers support for energy efficiency measures in owner occupied household through a number of schemes.

The number of households supported with energy efficiency measures through the HES Grant and Loan, including payment for funding offers issued under the predecessor HES Loan and Cashback Scheme are set out in the following table.

Scottish Government is leading on development of the new payment system, and the intention is to create a system that is streamlined, accessible, and administered internally.

In August 2022, the Scottish Government committed funding to increase capacity across a range of advice services to help to address demand as a result of the energy crisis. This funding supported the Home Energy Scotland advice service to increase its capacity by 20% which helped to support over 138,000 unique households in 2022-23, with over 71,000 of those vulnerable to fuel poverty. This was an increase of over 70% of households at risk of fuel poverty receiving support from the service, versus the previous year. Home Energy Scotland's Energycarer service was boosted at the same time, allowing for an increase in visits to extremely vulnerable households who would otherwise struggle to engage with the service via the telephone or online. The expanded level of service has been maintained in 2023-24.

While it has published historic data for reported overflows for 2018-22 at Overflow Spill Data - Scottish Water , the reasons for spills is not available for historic events reported to SEPA, and this information is not correlated to rainfall data. However, Scottish Water publishes all reportable pollution events each year to SEPA and this information can be found at: Annual Reports - Scottish Water .

Our recently published Cash-First Plan recognises the role of the community food sector, including pantries, in helping people to access cash and wider support in a crisis to reduce the need for emergency food parcels.

That is why we are providing The Scottish Pantry Network with £16,000 in 2023-24 to support the development and evaluation of cash-first models to tackle food insecurity within the context of pantry-type organisations. This funding will support them to work with their membership of around 20 pantry initiatives to increase access to cash-first support alongside access to dignified food services, and to develop learning and resources that can be shared with pantries beyond their network.

Pantries and the wider community food sector can also contribute to Scotland being a Good Food Nation by promoting healthier diets, increasing access to local and sustainably sourced foods and supporting our climate ambitions.

The 14 Combined Sewer Overflows identified by Scottish Water catchment studies since 2015 as being at risk of spilling during dry weather are a high priority under Scottish Water’s Improving Urban Waters Route Map. Any reports of dry weather spills are also investigated for potential operational reasons, such as blockages, and Scottish Water follows established reporting requirements for pollution incidents and provides this information in their annual reports: Annual Reports - Scottish Water . New technology is being trialled with a view to identifying and solving problems before customers and the environment are affected.

Engagement on the Bill, on the Bill proposals, and on the wider Agriculture Reform Programme is constant and extensive.

The Agriculture Reform Programme is currently hosting engagement sessions across Scotland to hear from farmers and crofters and increase awareness of Agricultural Reform.

The Agricultural Reform Roadshow started in June 2023, visiting 25 agricultural shows and marts across Scotland.

The cost of the Agriculture Bill consultation totalled £170,575.56.

The information requested is not held centrally by the Scottish Government. The Improvement Service’s annual Instrumental Music Survey of local authorities, does, however contain data on number of pupils that participated in instrumental music lessons from academic year 2012-13 to 2021-22 and can be found at the following hyperlink: Improvement Service Survey 2022 . The report highlights that not all local authorities were able to provide responses for all sections of the survey, so care should also be taken when comparing results between different years. We understand that results from the 2022-2023 survey will be published before the end of 2023.
