To ask the Scottish Government, in light of its support for beaver translocation, what steps have been taken to ensure that Forestry and Land Scotland applies for a licence from NatureScot to release beavers in Glen Affric, following an extensive period of consultation and planning.
Answer
In light of the change to the scale and scope of the project and because there is now only one landowner involved, Forestry and Land Scotland (FLS) will now conduct a further round of public engagements in 2023.
FLS will work together with Trees for Life to engage with the community with a view to this exercise evidencing the community and stakeholder support that gives FLS the assurance to then submit a licence application for a Spring 2024 release.

To ask the Scottish Government how much it has budgeted for the education and advisory services that are being proposed in the Agriculture Bill.
Answer
Since 2016, the Scottish Government have provided approximately £5M each year for high-quality, high demand advisory services in Scotland.
We cannot confirm funding beyond each financial year, due to Scotland being removed from the EU, and the UK Government refusing to offer long term funding guarantees.
Despite these challenges, we have consulted on the need to maintain delivery of advisory services.

To ask the Scottish Government what its response is to the assessment in Audit
Scotland's report, Scotland's colleges 2023, that risks to the college sector's financial sustainability have increased since its 2022 report, in which
it stated that the Scottish Government should support colleges to plan for change.
Answer
We recognise the financial challenges facing colleges. We have committed to providing greater flexibility for institutions in how they use the investment that is available and autonomy to set ambitious, stretch targets for delivery. We are working closely with Colleges Scotland and Scottish Funding Council in a Tripartite Alignment group to seek constructive approaches to financial flexibilities. The Purpose and Principles for Post-School Education, Research and Skills published on 28 June 2023, developed in collaboration with stakeholders, sets out our long-term ambition for the sector. To ask the Scottish Government how many applications for battery storage sites have been rejected by the Energy Consents Unit between 2013 and
2023.
Answer
Applications for the construction and operation of onshore electricity generating stations with an installed capacity in excess of 50 megawatts are made to Scottish Ministers under section 36 of the Electricity Act 1989. No such applications made for generating stations exclusively powered by battery storage have been refused between 2013 and 2023.

To ask the Scottish Government what plans it has to build upon the reported success of Tartan Week in New York, and whether it plans to support the creation of Scottish-centred occasions in other countries.
Answer
The Scottish Government welcomes the hard work of the National Tartan Day New York Committee in organising Tartan Week each year. They come together to honour their heritage and celebrate the impact of Scots in the US. Our office in Washington DC works closely with members of the Brand Scotland partnership, including Scottish Development International and Visit Scotland, to create a programme of engagement that harnesses the increased focus on Scotland during this time.
I am pleased to see Tartan Day also celebrated in Canada (where it originated) and the celebration of Scotland in other parts of the world throughout the year, including various Highland Games, Burns Suppers, Tartan Balls and Festivals. Our Scottish Connections Framework outlines our approach to supporting diaspora engagement with Scotland and people in other countries.

To ask the Scottish Government what information it holds on how many data centres across all sectors are (a) in operation (b) under development in Scotland.
Answer
There are currently 10 commercial datacentres in Scotland that offer a wide range of data hosting services to both public and private sector organisations.
In addition there are datacentres built by private sector companies including banks to service their requirements which are operated discreetly by the company, as well as a significant number of smaller datacentres which will service a particular local authority and wider public sector which are often located within the organisation’s estate. We have not mapped the full extent of datacentres which service specific companies and organisations.
Datacentre development is driven by commercial investment and developers do not routinely share information on sites under development with the Scottish Government. We are, however, in active discussions with datacentre operators interested in developing further datacentre capacity in Scotland.

To ask the Scottish Government what discussions it has had with the UK Government regarding what the UK Government’s position would be regarding any legislation agreed to by the Scottish Parliament that would ban disposable vapes.
Answer
On 13 September 2023, at the initiation of the Scottish Government, Ministers and senior officials from across the UK met to discuss single use vapes. They discussed the available evidence, recognised shared challenges, and committed to work together on a range of options to tackle the impacts, up to and including a ban.
The Scottish Government has engaged on the issue of single use vapes from an early stage with governments across the UK, and indicated the potential future requirement to raise relevant issues for consideration within the Resources and Waste Common Framework.

To ask the Scottish Government whether it can provide an update on the discussions between Transport Scotland and the developer regarding the Ferrymuir Gait access issue.
Answer
Transport Scotland remains in positive dialogue with Ambassador Living (the developer for Forthview Housing Development) to reach an agreement on the use of Ferrymuir Gait as an access. This is following a legal process in order to finalise matters, which Transport Scotland hope to conclude by November 2023.

To ask the Scottish Government what its position is on the recommendation in Mental
Welfare Commission for Scotland report, Out of NHS area placements, that there should be “standards from referral to transfer with involvement of those
receiving the care and treatment, their carers/family and those most important
to them (as appropriate) that outline the key steps required for an inclusive,
supported approach to planning an out of area placement”.
Answer
We have developed core standards for mental health services with a focus on adult secondary services. These include transitions and outline an expectation that people will receive help as close as possible to home. The core standards also aim to reduce unnecessary delays in transitions and improve information sharing, including with carers and their families. The standards emphasise the importance of the continuity of care and the need for follow-up support after discharge. We will publish these standards in Autumn 2023 and we will work with our partners in the Standards Implementation Advisory Group to implement these.
The Scottish Government is committed to delivering the Coming Home Implementation Report recommendations to reduce inappropriate out-of-area placements and delayed discharges experienced by people with learning disabilities and complex care needs.
This includes working with the local bodies that have statutory responsibility for providing and commissioning services to ensure that the appropriate planning is in place for people who are receiving care and treatment in an out-of-area placement.
