To ask the Scottish Government what action it plans to take in order to meet its statutory duties to promote alternative dispute resolution in family cases.
Answer
Section 23 of the Children (Scotland) Act 2020 (the 2020 Act) requires the Scottish Ministers to set up an assistance scheme to fund the costs of alternative dispute resolution for individuals in relation to any matters under section 11 of the Children (Scotland) Act 1995 (the 1995 Act), such as child contact and residence cases.
Section 24 of the 2020 Act requires the Scottish Ministers to arrange a pilot scheme of mandatory meetings to provide information to individuals involved in proceedings under section 11 of the 1995 Act on the alternatives to court for resolving disputes.
Until the Scottish Ministers have fulfilled these duties there is a requirement under sections 23(7) and 24(4) of the 2020 Act to lay before the Scottish Parliament six-monthly reports explaining why the duties are not yet implemented and stating when they are expected to be fulfilled.
To date four such reports have been laid and published:
The fifth report will be laid in due course.
The Scottish Government plans to produce guidance for individuals, who are considering seeking an order under section 11 of the 1995 Act, on alternatives to court.

To ask the Scottish Government whether it will provide an updated timetable for the implementation of the measures in the Children (Scotland) Act 2020.
Answer
The Scottish Government provided an update on implementation of the Children (Scotland) Act 2020 (the 2020 Act) during March of this year in a response to the Citizen Participation and Public Petitions Committee on Public Petition PE1968: https://www.parliament.scot/-/media/files/committees/citizen-participation-and-public-petitions-committee/correspondence/2022/pe1968/pe1968_c.pdf
The Scottish Government is working with the Care Inspectorate with a view to the Care Inspectorate becoming the regulator of child contact services.
We are also considering what other provisions of the 2020 Act we can commence in the next year, but will need to take full account of current budgetary constraints.

To ask the Scottish Government how it assesses (a) outcomes, (b) performance and (c) value for money in relation to expenditure from its Education and Skills budget.
Answer
The Scottish Government has robust processes in place for assessing outcomes, performance and value for money in relation to expenditure from Portfolio budgets.
Accountable Officers are in place to ensure that public money is used efficiently and effectively in line with guidance published in the Scottish Public Finance Manual. This includes scrutinising significant policy proposals or plans to start or vary major projects/policies, and then assess whether they measure against the required standards for regularity, propriety, value for money and feasibility.
As you will be aware, the Scottish Government’s National Performance Framework tracks progress toward our national outcomes and the associated national indicators. There are further tools that are more specific to the Education and Skills portfolio. For example, the primary purpose of the National Improvement Framework since January 2016 has been to bring together an enhanced range of information and data at all levels of the system, to drive improvement for children and young people in early learning and childcare settings, schools, and colleges across the whole of Scotland.
Furthermore, all recipients of grant funding receive letters which clearly outline their objectives and expected outcomes from the funding and targets/milestones in which progress against these objectives and outcomes will be measured.

Answer
As Cabinet Secretary for Education and Skills I engage with the SQA and Education Scotland regularly on a range of business, including on education reform. This involves meetings with the SQA Chair and Chief Executive and with Education Scotland’s Interim Chief Executive. Additionally, I have undertaken direct engagement with staff in both organisations, by attending an all-staff session with SQA on 4 September 2023 and an Education Scotland all-staff event on 22 August 2023.

To ask the Scottish Government what financial support it has provided to (a) Young Scot and (b) the Scottish Youth Parliament in each financial year since 2017.
Answer
Young Scot are provided with core funding from the Scottish Government. The funding comes from the Children's Rights team and the Health Inequalities team. They have received £975,000 annually since 2014.
The Scottish Youth Parliament are provided with core funding through the Scottish Government’s Children Young People and Families Early Intervention & Adult Learning and Empowering Communities (CYPFEI & ALEC) Fund. This fund is administered by the CORRA Foundation on behalf of Scottish Ministers. They received £325,000 in 2017, 2018, 2019, 2020 and 2021 and received £341,250 in 2022 and 2023.

To ask the Scottish Government (a) how many and (b) what proportion of contracts offered to newly qualified teachers (NQTs) for the 2023-24 academic year in each local authority area were temporary contracts.
Answer
The number of post probationers in each local authority on temporary contracts will be published in the Summary Statistics for Schools publication in December.
The Scottish Government does not hold information on the proportion of temporary contracts offered to post probationers, as the recruitment and employment of teachers including recruitment practices are matters for individual councils.
