The Scottish Government’s 2021 Population Strategy contains a focus on ensuring our population is sustainably distributed; however, it does not set explicit population targets.

A range of work is ongoing across government to achieve this, for example the National Planning Framework 4, which reflects the need for planning to identify the amount of land required for future homes and to enable more balanced demographic change.

Additionally, Scottish Government is a full partner in the Glasgow City Region Deal, which seeks to deliver key regeneration and development projects across employability and transport, with aims to boost to the city region's economy.

Data is not available from 2007 as there were formerly no records held at a national level at that time. This information has been held on the national recruitment system from 2018 onwards, currently providing 5 years of finalised data and 1 year of provisional data.

In the following table are the number of nominations from Scottish Medical Schools for admission to Foundation training. Nominations are students that the medical school believes will pass finals and be eligible to progress to Foundation training. The data is uploaded in September/October, the year ahead of Foundation training starting, for example, 2022 data is for Foundation training which will start in August 2023. This information does not include those trainees who were withdrawn either by their medical school or by the student themselves.

The Scottish Government has always been clear that we will work closely with the UK and devolved Governments to maximise interoperability of the schemes, while acknowledging that waste and recycling policy is fully devolved.

In order to do this, the UK Government must provide clarity on its own deposit return scheme by introducing regulations for its scheme as soon as possible.

I wrote to the Secretary of State for Environment, Food and Rural Affairs and Defra’s Minister for Environmental Quality and Resilience on 6 June setting out that I was keen to work collaboratively with other administrations across the UK to push forward work on issues around interoperability, while ensuring that the wishes and competence of the Scottish Parliament are respected.

The Implementation Advisory Group (IAG) was formed when Zero Waste Scotland was developing DRS, carrying out associated impact assessments and working with Scottish Government to develop and lay the original DRS regulations. It met during 2019 and 2020 and was then disbanded once the regulations were laid as ‘ownership’ of the scheme was then passed on to the Scheme Administrator.

Under the Bathing Water (Scotland) Regulations 2008, Scottish Ministers designate bathing waters where they expect a large number of people to bathe, having regard to past trends and infrastructure and facilities provided, or other measures taken to promote bathing. Scottish Ministers have historically asked for information on past usage trends (user surveys and photographs), evidence of relevant infrastructure and facilities and evidence of support from local authorities and land owners in order to consider whether a large number of bathers is expected at a surface water area. Recent proposals have also been voluntarily accompanied by local consultations as an indication of local support.

SEPA’s bathing water guidance has recently been updated to require landowner and local authority letters of support, evidence of local consultation and either aerial or drone footage to be provided alongside a bathing water application. This formalises the process which has been routinely followed by groups submitting proposals, and provides further clarity on the information needed to support Scottish Minister’s decisions under the Regulations.

The Scottish Government has funded two successful international projects to help tackle global challenges around period dignity. Funding of £100,000 was provided to Water Aid Foundation to support women in Rwanda, and just under £13,000 was provided to a project through the Freedom From Fistula Foundation in Malawi.

These projects helped communities make and sell reusable period products and generate an income for community members. Funding was also used to donate free products to school pupils in these countries. Both projects were funded in collaboration with international development programmes and through the social justice budget.

The Scottish Government is considering the recent report by the Scottish Animal Welfare Commission on the use of electronic dog training collars and looks forward to their future consideration of wider aspects of dog training. We will consider all their findings carefully as part of our ongoing commitment to improve and enhance animal welfare.

The Scottish Government welcomes the latest statistics publication from Public Health Scotland that reported a small improvement in screening uptake in the most deprived areas in comparison to last year. However, we recognise that there is still work to be done to ensure that screening uptake in the most deprived areas continues to increase.

Over 2021-22 and 2022-23, we provided £2 million towards projects that tackled inequalities within the cancer screening programmes. In 2023-24, an additional £1 million will be provided to build on this work. The Scottish Government has also helped support the development of a National Screening Equity Strategy that will consider the main causes of inequalities and will outline initial actions to address barriers and facilitate access of underserved groups. This strategy is due for publication this summer. More generally, the breast screening modernisation programme board will be taking forward the recommendations from a major review of breast screening, which will address screening uptake as a whole.

With regard to breast cancer quality performance indicators, Public Health Scotland are responsible for publication and are best placed to advise further.

The Scottish Government are in regular contact with NHS Shetland to identify short term options and sustainable long-term solutions to support ophthalmic surgery, including cataract operations, across the North of Scotland.

We are working with all NHS Boards including NHS Shetland to reduce long waiting times. This includes targets announced in July 2022 to address the backlog of long waits and the delivery of the £1 billion NHS Recovery Plan to support sustainable improvements and new models of care, such as the National Treatment Centre Programme.
