There is no Scottish Government definition of the seasons beyond those commonly understood. The Scottish Government is committed to meeting publication dates that have been indicated whenever possible.

The Student Mental Health and Wellbeing Working Group was established to advise on the implementation of Programme for Government commitments related to student mental health, which have now been met in full. In addition, the Group was remitted to assist in the development of a Student Mental Health Action Plan and act as a consultative body for gathering evidence and feedback.

Meetings of the Group were paused in January 2023, to await publication of the Scottish Government’s Mental Health and Wellbeing Strategy, Mental Health and Wellbeing Delivery Plan and Mental Health Workforce Plan.

Members of the Group will shortly be consulted on the draft Student Mental Health Action Plan which has been informed by the now published Mental Health and Wellbeing Strategy and attendant Plans.

The Programme for Government 2021-22 and 2022-23 committed to a Student Mental Health Action Plan and Mental Health and Wellbeing Strategy respectively.

The Mental Health and Wellbeing Strategy was published in Summer 2023 and is supported by a Mental Health Workforce Plan and Mental Health and Wellbeing Delivery Plan, published in autumn 2023. The Student Mental Health Plan, which flows from these, will be published in early 2024.

There is, therefore, no ongoing requirement for these Plans to feature in the Scottish Government’s Programme for Government.

The current e-Rostering Implementation plan is scheduled to complete in December 2024, which will deliver the capability for the majority of NHS Boards to prioritise and progress the necessary local roll-out of eRostering across all of their rosters over time. The system that has been procured will be able to record time for staff in line with local implementation plans.

There is currently no end date where all Boards will be required to have all rosters live on the e-Rostering system. However, a prospective plan to facilitate and accelerate adoption across all roster locations in each board is under consideration and Boards will be expected to demonstrate progress through their Annual Delivery Plans.

Infrastructure on the UK rail network, including lines speed and capacity, is a matter for Network Rail, therefore Network Rail would be best placed to provide this information.

Network Rail advises it is currently looking to understand the implications of the Prime Minister’s HS2 announcement made in October and how this might affect journey times in the medium to long term.

The Scottish Government is committed to supporting the hospitality and night-time industry, having been the hardest hit of all sectors from the Covid-19 pandemic and cost crises.

The Scottish Budget 2023-24 ensures the lowest poundage in the UK for the fifth year in a row and supports a package of rates relief worth an estimated £749 million, including the Small Business Bonus Scheme. Around half of properties in the retail, hospitality and leisure sectors are eligible for 100% relief this financial year. Decisions on non-domestic rates for 2024-25 will be made as part of the Scottish Budget, which will be published on 19 December.

The Scottish Government is also supporting the sector through the Tourism and Hospitality Industry Leadership Group and through the New Deal for Business Group. In addition, the Town Centre Action Plan aims to revitalise our towns and town centres, which contributes to supporting the night-time economy.

Our recent request of the UK Government for a reduced rate of VAT for the hospitality sector was rejected.

Paragraphs 77 and 78 of the NHS Scotland Climate Emergency and Sustainability Strategy 2022-2026 outline adaptation requirements for NHS Scotland Health Boards. In particular paragraph 77 requires that Health Boards will prepare and implement climate change adaptations plan to ensure resilience of service under changing climate conditions.

As the member is aware, the British Transport Police (BTP) reports to the Department for Transport (DfT) through the British Transport Police Authority. Any expansion of the BTP’s remit would be a matter for the DfT.

The number of Expansion Posts created in 2023 was not impacted by the reprofiling of the Health Workforce Expansion Posts budget line, as set out in the letter from the Cabinet Secretary for Finance to the Finance and Public Administration Committee of 21 November 2023. The number of postgraduate specialty training expansion posts to be added in 2023 was set by Scottish Ministers in late 2022, on the basis of recommendations from the Scottish Shape of Training Transitions Group.

The Expansion Posts budget line was reprofiled in 2023, following the budget setting process for the 2023-24 financial year. The number of specialty training expansion posts being recruited to was not amended as a result of the reprofiling of this budget line. The budget was reprofiled in accordance with the application of directorate savings targets in the 2023-24 financial year; £3 million was the savings target for Health Workforce, with the saving being applied to the Expansion Posts line for budgeting and accounting purposes. The savings target was applied to this line as historically the forecast budget for Expansion Posts has exceeded actual costs incurred in year.

The Scottish Government has no single metric for measuring the diversity of land ownership. Our approach is to examine the evidence of patterns of ownership structures in the context of the different concerns that may be raised, in relation to land ownership and control.

Diversity may be measured at national, regional or local scale, and/or may seek to assess the extent, value or type of land owned (or controlled) by public, private or third sector organisations respectively. Within the private sector, the extent/value/type of land owned can be linked to the number and/or types of owners (individuals, trusts, companies/shareholders, overseas investors, unlisted companies, pension funds, etc.) A company, trust or pension fund could be a single entity, but benefit a number of individuals.

Our position on the current picture with regard to diversity of land ownership in Scotland is set out in the second and third principles of our Land Rights and Responsibilities Statement:

2. There should be a more diverse pattern of land ownership and tenure, with more opportunities for citizens to own, lease and have access to land.

3. More local communities should have the opportunity to own, lease or use buildings and land which can contribute to their community's wellbeing and future development.
