Financial planning for the significant challenges our public finances continue to face took place in advance of the Deputy First Minister and Cabinet Secretary for Finance's update on the 2023-24 in-year budget changes on 21 November.

The difficult decisions which have had to be made have allowed us to help balance the Scottish Government's budget while still progressing implementation of our mental health and wellbeing strategy from a revised direct budget of £260.3 million.

The in-year budget changes impacted on a number of planned new programmes which could not proceed as anticipated. Planned increased funding to existing programmes were also not able to be progressed.

Despite the savings made, we have continued to focus on delivery of our mental health and wellbeing strategy and recently published delivery plan, which includes commitments around mental health services and specific programmes of work around learning disability and autism, and cross-cutting trauma work.

Sheriff Jack Brown is subject to ongoing Fitness for Judicial Office Tribunal proceedings. Under Section 23(6) of the Court Reform (Scotland) Act 2014, Scottish Ministers are obliged to pay such expenses as they consider are reasonably required to be incurred to enable a tribunal to carry out its functions. The Scottish Government will publish costs of the tribunal at the conclusion of the proceedings.

3,297 square kilometres of Scotland’s inshore waters are permanently closed to both scallop dredging and bottom trawling, with no permanent prohibitions for creeling in place.

a) Since the start of the current financial year (2023-24) up to and including 3 December 2023, 10,798 applications were received for the Home Heating Support Fund. Of these:

Approved - 5,255

Ongoing* – 2,741

*Ongoing applications are those that are being progressed, awaiting a decision or additional evidence, or are households who require debt advice before being accepted.

b) Rejected – 2,802

As per the answer to S6W-23335 on 11 December 2023, Advice Direct Scotland works with rejected applicants to ensure they have what they need to reapply. When either a referral partner or individual re-applies, the original application is used and cross-referenced with the new evidence provided.

Rejected applications are provided with a clear, bespoke explanation detailing what is required to re-apply, and both individual households and referral partners have access to follow-up support through email and telephone. Referral partners are also given training on supporting customers, particularly those who are vulnerable.

Monica Lennon (Central Scotland) (Scottish Labour Party): To ask the Scottish Government, in light of the Mental health and wellbeing: workforce action plan 2023-2025, whether it will provide an update on the development of a resource toolkit for Mental Health Unscheduled Care Practitioners.

Maree Todd: The Mental Health and Wellbeing Workforce Action Plan, makes a commitment to develop the Mental Health Unscheduled Care resource, in partnership with key stakeholders. This will look similar to the Resources for Mental Health and Wellbeing in Primary Care Services published on the Scottish Government website ( www.gov.scot ) on 27 July 2022.

The work to develop this resource will be taken forward with partners over the coming year.

The Scottish Government funds five direct delivery partners to carry out peatland restoration projects through the Peatland ACTION partnership - NatureScot, Forestry and Land Scotland, Cairngorms National Park Authority, Loch Lomond and Trossachs National Park Authority and Scottish Water.

Operational and delivery aspects of the programme, such as vetting of individual applications seeking funding for their projects, are a matter for each respective delivery partner and I would refer the MSP to those organisations for further information.

As part of the £30 million investment in the Fuel Insecurity Fund for 2023/24, the Scottish Government has allocated £9 million for the Home Heating Support Fund (HHSF), administered by Advice Direct Scotland (ADS), to support households with increased energy costs.

The most common reasons for HHSF applications being rejected are that evidence requirements are not met; or the customer has not already received debt advice, which is a requirement for support. As part of the appropriate verification and compliance process, relevant supporting evidence is required.

ADS adopt an holistic support approach, meaning that households presenting with debts exceeding £1,700 are internally passed to their FCA-accredited debt advice team for more comprehensive support and debt solutions. In all cases, ADS works with the applicant to ensure they have what they need to reapply to the HHSF.

To date, Advice Direct Scotland (ADS) have claimed £5 million for the Home Heating Support Fund, from a total of £9 million allocated for this financial year, with the bulk of funding expected to be distributed across the winter months.

ADS' internal controls are in place to appropriately manage the allocation of funding up to end March 2024.
