The other two medicines alluded to in that answer are Orkambi ® , and Symkevi ® .

If any cystic fibrosis medicine is not recommended in the final multiple technology appraisal (MTA) guidance, clinicians in Scotland will be able to request the use of that medicine on a case-by-case basis for individual patients using the Peer Approved Clinical System (PACS) Tier Two process. National guidance explicitly states that Health Boards should not take account of the cost of medicines when considering applications using the PACS Tier Two system.

To ensure that people get the financial support that they are entitled to as quickly as possible, adult disability benefit applications from people with a terminal illness in Scotland are fast-tracked. We also ensure that those who are terminally ill automatically receive the highest rates of assistance that they are entitled to, with no award reviews. They are eligible for this support straight away, with no qualifying period.

The new palliative care strategy will seek to understand and respond to the social determinants of people’s experiences towards the end of life, including financial insecurity and housing.

The Scottish Government has published 198 Easy Read documents on the gov.scot website since January 2022. The list of the policy papers that have been published with an associated easy read version is available on the Scottish Government website at https://www.gov.scot/publications.

The Scottish Government has engaged with justice partners on potential uses of new technologies, including both GPS and remote substance monitoring technologies. This engagement has included discussions with Justice Social Work, the judiciary, Community Justice Scotland, Violence Reduction Unit and private sector providers.

The Scottish Government is committed to expanding electronic monitoring use across a broader range of licences and community orders, including exploring use of remote alcohol monitoring as provided for by the Management of Offenders (Scotland) Act 2019.

A new national contract for electronic monitoring was procured in 2020 that would allow for use of new technologies. In May 2022, provisions in the 2019 Act were commenced to allow electronic monitoring as part of bail and to allow electronic monitoring with Community Payback Orders at first disposal.

As work continues to embed these recent changes, we are now engaging with justice partners to explore the potential uses of new technologies, including remote substance monitoring technologies.

Police Scotland has concluded that a stand-alone portal is neither the optimum nor best value route to create the capability for digital media to be submitted by members of the public.

Police Scotland will utilise the Digital Evidence Sharing Capability (DESC) Programme, currently in pilot in Dundee, which will make it easy for a member of the public to submit digital evidence as part of an investigation following a report to the police. DESC will enable development of further capabilities where scope to further improve the service to the public is identified.

DESC is planned to be rolled out on a phased approach across Scotland between 2024 - 2026.

In the year 1 November 2022 to 31 October 2023, there were 3,501 referrals to DBI support in Lanarkshire, including 856 for people living in Lanarkshire and referred via NHS24 and the Scottish Ambulance Service national contact points.

More broadly across Scotland, DBI has now supported over 52,000 people who have been referred for help since the original pilot programme was launched in 2017. Referral numbers across the programme are currently at over 1,800 per month.

DBI Level 2 support is provided by commissioned and trained third sector staff who contact the person within 24-hours of referral. They then provide compassionate, problem solving support, wellness and distress management planning, supported connections and signposting for a period of up to 14 days.

The Scottish Medicines Consortium (SMC) has accepted a cannabidiol (Epidyolex ® ) for three severe treatment-resistant epilepsies:

• as adjunctive therapy of seizures associated with Dravet syndrome (DS) in conjunction with clobazam, for patients 2 years of age and older
• as adjunctive therapy of seizures associated with Lennox-Gastaut syndrome (LGS) in conjunction with clobazam, for patients 2 years of age and older
• as adjunctive therapy of seizures associated with tuberous sclerosis complex (TSC) for patients 2 years of age and older

The biggest barrier to the prescribing of other Cannabis Based Products for Medicinal Use (CBPMs) on the NHS is that most products remain unlicensed with a limited, or non-existent, peer-reviewed clinical evidence base for their use.

The National Institute for Health Research (NIHR) is currently leading on the design of CBPM clinical trials into epilepsy. The Chief Pharmaceutical Officer continues to engage on the progress of these trials, which will be critical in building the evidence for CBPMs.

The Prior Information Notice (PIN) process is used to give advance notice of projects to the sector and then this is followed by the contract notice and contract award notice process. Publishing a PIN is not a mandatory requirement, but it can alert the market that there is an opportunity coming up within the next 12 months, allowing bidders to research and start to prepare your bid. It can also make it possible for the procurement officer to reduce the timescales needed to complete the procurement exercise.
