Funding provided to each Alcohol and Drug Partnership (ADP) for 2019-20, 2020-21 and 2021-22 is available at: Alcohol and Drug Partnerships: funding allocations - gov.scot (www.gov.scot)

The Scottish Government’s direct, recurring funding to support ADP projects is transferred to NHS Boards via their baseline allocations for onward delegation to Integration Authorities (IAs) to be invested, in their entirety, through ADPs. Where there is more than one IA, the level of funding is agreed jointly by the IAs within the Health Board area. Scottish Government provides details of what the ADP allocation of this funding would be using the NRAC formula as an indication of funding at the ADP level. However, precise allocations are a matter for Integration Authorities as the information requested is not held centrally.

Programme funding to ADPs is also transferred via NHS Boards, however, Scottish Government provide the level of funding for each IA that the Board delegates.

Funding transferred in 2022-23 is shown in Table 1. In 2022-23, a total of £106.8m was available to Alcohol and Drugs Partnerships – up on the previous year.

Due to a significant increase in reserves carried forward from previous years, ADPs utilised unspent reserves in 2022-23. ADP funding requirements were fully met in 2022-23, through the use of both unspent reserves and in year funding allocation.

The responsibility for the provision of secure transport lies with local authorities, and the development of this specification is being led by COSLA.

Discussions with key partners around the use of the specification are ongoing and will be discussed at the national Secure Care Group Meeting on 2 October. The Secure Transport Working Group aim to introduce the specification as soon as possible to assist local authorities in commissioning these services.

The Scottish Government is committed to land reform and improving transparency of those who own and control land in Scotland is at the heart of our land reform objectives. The Land Reform (Scotland) Act 2016 introduced the Register of Persons Holding a Controlled Interest in Land (RCI). The policy intention of the RCI is to ensure there can no longer be categories of land owner or tenant where, intentionally or otherwise, control of decision-making is obscured.

As well as the RCI, we fully supported UK wide emergency legislation in the UK Economic Crime (Transparency and Enforcement) Act, introduced following the invasion of Ukraine last year, to improve transparency of overseas entities who own land in Scotland and elsewhere in the UK through the Register of Overseas Entities (ROE).

The Scottish Government greatly values our culture sector and the fundamental part it plays in our everyday lives, our national identity, and how we present ourselves to the world. The sector receives significant annual funding from the Scottish Government. We know that this is a worrying time for the sector as organisations recover from the pandemic and deal with the impacts of Brexit and the cost of living and operating crisis.

Our work to support this recovery is ongoing and we will continue to work with the sector to identify barriers to recovery, and do everything within our powers and resources to help those most affected by current economic challenges.

The Scottish Government’s ability to respond to the current financial context is limited due to overall UK Government cuts and by the financial restrictions of devolution, requiring extremely hard funding decisions to be made across the budget.

The Scottish Government considers FOI law in Scotland to be sound in its underpinning principles. However, the Scottish Government has always been clear that it is open to using the powers available to it to adjust the regime, where there is scope to improve its operation.

The Scottish Government welcomed the post-legislative scrutiny of FOISA undertaken in the last session of the Parliament. Following this the Scottish Government has consulted on Access to Information Rights in Scotland. An analysis of responses was published on 30 June and we intend to publish our substantive response to that analysis later in the year.

Under Section 29 of the Scottish National Investment Bank Scottish Ministers must establish and maintain an advisory group. Now that the Bank is fully established, and has a growing portfolio of investments work is underway to create the advisory group.

As part of the work currently underway Scottish Government officials are finalising decisions on the membership of the group and how often this group will meet.

Ultimately, the costs of the strategy will be determined by the actions which are included when the strategy is finalised. These will require to be assessed and agreed within the context of the 2024-25 Published Budget process.

To support development of the strategy we have spent more than £70k on research and engagement since the announcement was made; and have provided grant funding to the Association for Real Change (ARC) Scotland.
