For young children, learning to read is foundational to their success across the school curriculum and, importantly, is also linked to a wide range of positive outcomes including those of emotional, social and mental wellbeing.

Through different forms of support and guidance, Education Scotland advises on the most effective research-informed approaches to reading, what they are and how to use them. Education Scotland will publish new guidelines and professional learning resources for teachers (PLRs), focussed on early reading, in early Spring 2024.

These resources are designed to promote teachers’ professional knowledge and understanding of early reading as a complex interplay of skills and background factors. In line with other items of guidance relating to Scotland’s curriculum, the resources are being developed within a broader context which seeks to empower schools to adapt their approach to meet the needs of individual learners. In creating the guidance, Education Scotland officials are working alongside teachers and a range of stakeholders with an interest in early reading in order to use their feedback to inform the development process.

Foster carers are classed as self-employed and, therefore, receive payments in the form of foster carer allowances and fees. Responsibility for providing financial support to foster carers registered with Glasgow City Council is a matter for Glasgow City Council.

The Scottish Government recently introduced a new Scottish Recommended Allowance (SRA) for foster and kinship carers across Scotland, to be backdated to 1 April 2023. This will ensure that a consistent and transparent level of financial support is provided to all eligible foster and kinship carers across Scotland.

We are committed to maintaining the 2023-24 levels of support for the SRA going forward, and to reviewing the funding implications for future years from 2024-25.

Responsibility, however, for setting levels of foster carer fees along with consideration of any adjustment to fees in line with inflation - lies with the relevant local authority.

The last procurement for Covid Lateral Flow Device tests in March 2022 was aligned to the Test and Protect Transition Plan, taking account of the potential need to continue a range of testing pathways, and for contingency purposes if required

Approximately 15 million LFD tests belonging to Scotland are in UK Health Security Agency and partner warehouses (12.1m), in care homes for contingency purposes and to support clinical care (1.6m), and NHS National Services Scotland and partner warehouses (1.3m).

I refer the member to the answer to question S6W-19366 on 21 July 2023 in relation to the desktop review and a full list of the 254 properties identified as having two or more characteristics consistent with the presence of RAAC was placed in the Scottish Parliament Information Centre (Bib. Number 64387). NHS Scotland Assure also published the information on their website on 15 September. An update on progress with the national survey programme, including the list of NHS buildings where RAAC is identified, will also be published by NHS Scotland Assure and each local NHS Board.

Telecommunications policy is Reserved to the UK Government. The Scottish Government does not collect or hold data on access to 5G services across Scotland.

The Scottish Government is considering options around the appointment of an independent Chair of the National Joint Negotiating Committee.

This must be explored fully, and in partnership with employers and trade unions, to ensure the Scottish Government continues to maintain its position of not intervening directly in the national collective bargaining process.

Public reporting of the winter flu and COVID-19 vaccination programme launched on 21 September and can be accessed via PHS Vaccination Surveillance (shinyapps.io) .

The only publicly currently available data is the total number of vaccinations administered for both Covid-19 and flu. By the end of October, Public Health Scotland will begin publishing uptake data by eligible JCVI groups, including those at highest risk. It will also publish Health Board-level uptake data, alongside other information such as uptake by ethnicity and SIMD.

The additional data isn’t publicly available because it is management information that cannot be disclosed until the necessary data quality checks are complete to ensure that the data is robust. In the meantime, officials and health boards are using the management information to monitor uptake to ensure that it is what we are expecting.

Ministers have not attended any meetings to specifically discuss pre-eclampsia in 2023.

The Women’s Health Champion Professor Anna Glasier has met with a variety of organisations and experts across various sectors to drive forward improvements in women’s health. This has involved discussions relating to the actions within the Women’s Health Plan on heart health including where relevant pre-eclampsia in the context of the reproductive life course.
