A strong manufacturing sector with more jobs will be central to the successful delivery of our 10 year National Strategy for Economic Transformation.

The Making Scotland’s Future Programme, which is focused on strengthening and diversifying Scotland’s manufacturing sector, has a dedicated leadership and skills workstream alongside others supporting sectoral growth. This commitment to the sector’s growth is also demonstrated by our £26 million Low Carbon Manufacturing Challenge Fund (LCMCF) and the £75m investment in the National Manufacturing Institute Scotland (NMIS). NMIS has a Manufacturing Skills Academy. It is also working with large and small manufacturers to unlock big productivity gains; develop new products and processes; transform workforce skillsets; win new orders; and grow their businesses.

The Scottish Government has also accepted the recommendations of the independent Equalities and Wellbeing Working Group and is working with the sector to support and diversify the manufacturing workforce.

Scotland remains the most attractive place in the UK outside London for foreign direct investment. Recent successes with substantial employment opportunities include a number in the manufacturing sector.

We are also developing a Green Industrial Strategy, which will set out how we will help businesses and investors to realise the enormous economic opportunities of the global transition to net zero and create good, well-paid jobs across Scotland.

I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

The SPS anticipate the Strategy will be finalised by the end of October and will be published at the end of this year.

Continued competing priorities impacted stakeholder capacity to contribute within the planned timeframe, and a need to divert SPS resources to support several acute cases of mentally unwell people in SPS care have contributed to a delay in publication.

The revised date now reflects the impact of those delays, whilst ensuring sufficient time is allocated in order to analyse the evidence gathered from consultation with mental health experts and those in our care with lived experiences.

Scottish Government commissioned this report from Finance Earth to better understand the potential role of blended finance in mobilising responsible private investment for peatland restoration. We will draw on its conclusions and recommendations as we develop our forthcoming natural capital markets framework, which we committed to in this year’s Programme for Government.

This is a matter for Local Authorities who are responsible for the delivery of School Meals and management of debt owed to them.

The management of meal debt is a matter for local authorities.

The Emerging Energy Technologies Fund (EETF) is a £180m package of funding up to 2025/26 that will provide capital support to accelerate low-carbon infrastructure projects and unlock private sector co-investment that will be essential to deliver net zero.

Through the EETF, we have committed up to £100 million to renewable hydrogen funding this Parliamentary term. I refer the member to the answer to question S6W-21610 on 29 September 2023.

The remaining up to £80m has been made available for Carbon Capture Utilisation and Support (CCUS). Due to the unfortunate delays from the UK Government in confirming Acorn and the associated emitter projects, it has not yet been possible to deploy support from the EETF for CCUS. We are committed to supporting and accelerating the deployment of the Acorn project and the Scottish Cluster but until the UK Government award Acorn and the emitter projects, it is not possible to move forward with investment decisions.

The Scottish Government is not currently involved in any modelling work relating specifically to BA.2.86 (known in the media as the Pirola variant), but we continue to work closely with Public Health Scotland and other partners to monitor, assess and be ready to respond to any new outbreaks of COVID-19.

Public Health Scotland (PHS) include analysis on COVID-19 variants as part of their “ National respiratory infection and COVID-19 statistics ”. The report published on 14 September 2023 included the latest COVID-19 cases, wastewater levels and hospitalisations, as well as analysis on BA.2.86. Additionally, PHS currently publish a weekly update providing the latest information on BA.2.86 ( SARS-CoV-2 BA.2.86 variant in Scotland - weekly update - COVID-19 data and intelligence - COVID-19 - Infectious diseases - Health protection - Our areas of work - Public Health Scotland) .

The risks continue to be low but in response to the identification of changes in variant BA. 2.86, we have taken the precautionary measure of bringing forward the planned vaccination of those at highest risk.

There is a currently a mixed delivery of breakfast provision across Scotland with a range of service providers including public, private and third sector. We have begun work with local authorities and key stakeholders to better understand and map that provision. This mapping work will inform the development of a delivery strategy for breakfast provision designed around the needs of children and families.

The Scottish Government will implement all relevant regulation to improve consumer experience of public charge points for electric vehicles in Scotland.

In June 2023 Transport Scotland published A Network Fit For The Future: Vision for Scotland’s Public Electric Vehicle Charging Network, which sets out the ambition for a world-class public charging network that works for everyone regardless of their needs. It highlights the need for a well-designed, comprehensive and convenient network of public charge points. Government is supporting the delivery of this Vision through the £60 million Electric Vehicle Infrastructure Fund, which includes funding for Local Authorities to map out public charging needs in their areas through Strategy and Expansion Plans.

In addition, The Zero Emission Truck Taskforce, which includes Transport Scotland, is exploring the energy infrastructure required for HGVs, including consideration of hydrogen refuelling, and will publish an HGV Decarbonisation Pathway next year.

I understand that local authorities are keen to get clarity on Phase 3 of the Learning Estate Investment Programme (LEIP). We wrote to councils to explain that consideration of potential Phase 3 projects was still ongoing.

It is important to recognise that we are trying to make these important investment decisions against a backdrop of market volatility on current projects, which has meant that we have agreed to provide an 11% adjustment to 20 Phase 1 and 2 projects, and this was communicated to local authorities on 3 August. The incidences of RAAC in a small number of our schools is also a factor we are taking into consideration.

These are big decisions, it is important that we get them right, and I have committed to updating the Parliament by the end of October.

LEIP is an important part of our investment in education provision and will build on this government’s proud record in improving our school estate, which has saw the number of schools in Scotland in good or satisfactory condition rise from 61% in 2007 to 90.7% today.
