To ask the Scottish Government, further to the answer to question S6W-12681 by Mairi McAllan on 13 December 2022, whether the second National Marine Plan (NMP2) will require Regional Marine Plans that are produced in line with the latest scientific and economic evidence, and in consultation with all stakeholders.
Answer
The new National Marine Plan 2 (NMP2) is being developed with stakeholders and regional planners. Once adopted, the new NMP2 will provide the context for future regional marine planning by setting the vision for the sustainable management of our marine space. The updated NMP2 will also set national aims and objectives for marine planning as well as set out how these will be supported by regional objectives. The NMP2 will provide a new focus on regional issues and priorities which could be considered within future regional plans.
Regional marine plans must be in conformity with the National Marine Plan currently in effect, unless relevant considerations indicate otherwise, and are developed by delegates known as Marine Planning Partnerships. The current Plan sets out that the precise approach and coverage of the regional plan will be for these Partnerships to determine based on local priorities and taking account of existing partnerships, methodologies and alignment with other local plans.
The requirements for public consultation on a marine plan and assessment of the condition and review of the physical, environmental, social, cultural and economic characteristics of a region are set out in the Marine (Scotland) Act 2010.

To ask the Scottish Government, regarding any potential impact on the health and wellbeing of people in Scotland, particularly people experiencing poverty, what discussions it has had with the UK Government in relation to safeguarding the future of free-to-air terrestrial TV and radio services in Scotland beyond the current licence period, which ends in 2034.
Answer
The Scottish Government has not had any conversations to date with the UK Government in relation to the future of broadcasting beyond 2034. Although decisions on broadcasting are reserved to the UK Government, the Scottish Government retains a strong interest, and we believe that broadcasting policy should be devolved to Scotland to ensure that proportionate decisions can be taken which recognise the requirements of viewers and listeners in Scotland. We continue to make clear, in our engagement with the UK Government and Ofcom, the importance of audiences across Scotland having continued access to the high-quality broadcast TV and radio services they rely on, and we would welcome any conversations with the UK Government to support this aim. We will also continue to engage with stakeholders, such as Arqiva who I am meeting on 6 December, who are driving work on this issue.

To ask the Scottish Government what representations it has made to Ofcom regarding the potential impact of any agreement to change spectrum allocations at the World Radiocommunication Conference 2023 (WRC-23) on the physical and mental health and wellbeing of (a) people in rural communities, (b) older people and (c) people on low incomes in Scotland.
Answer
The Scottish Government has not made specific representations to Ofcom in relation to the changes to spectrum allocations due to be discussed at the World Radiocommunication Conference 2023, or the impacts of those changes on particular groups. We understand that the UK Government, who lead on decision-making around broadcasting as it is a reserved issue, have directed Ofcom to represent the UK at WRC-23, and have expressed that their preference is for no change to international spectrum allocations. The Scottish Government understands that, if a different spectrum allocation is agreed at WRC-23, the UK would still have considerable freedom over how to use the spectrum going forward.

To ask the Scottish Government, regarding any potential impact on the health and wellbeing of people in Scotland, particularly people experiencing poverty, what its position is on the objectives of the Broadcast 2040+ campaign to guarantee the future of free-to-air terrestrial TV and radio services beyond the current licence period, which ends in 2034.
Answer
The Scottish Government is supportive of the view, set out in the Broadcast 2040+ Campaign, that audiences should continue to have access to the high-quality broadcast TV and radio services they rely on. In response to a letter from members of the Campaign, I wrote to arrange a meeting to hear more about the valuable work of the Campaign and will meet with them on 6 December. When that meeting takes place, I will ensure that the positive health and wellbeing impacts of access to broadcast television and radio are discussed.

To ask the Scottish Government whether there are plans to improve timely reporting by Salmon Fishery Boards of wild salmon catch statistics, including penalties for boards that are very late in publishing statistics.
Answer
There are no obligations on District Salmon Fishery Boards to report or publish wild salmon catch statistics.
The Scottish Government requires proprietors or occupiers of salmon fisheries to provide it with information each year relating to the fishery. Refusal to comply with the request for information or providing false information is an offence.

We have not commissioned any reviews into the effects of second-hand cannabis smoke, so we have no outcomes to report. To ask the Scottish Government what steps it will take to guarantee that the energy costs of NHS treatments provided within the home, such as home dialysis, do not fall to patients.
Answer
The Scottish Government’s Health and Social Care budget is facing unprecedented pressures as we address the backlog in care and deliver the recovery and renewal of NHS services. We are also facing the most difficult financial situation since devolution, with the lingering effects of austerity, Brexit and the pandemic combining with high inflation and war in Ukraine to place extreme pressure on public finances.
Within these constraints we are committed to providing assistance with electricity costs associated with life-saving at-home equipment where possible.
Patients using home oxygen concentrators are fully reimbursed for the energy costs for running the equipment. This is managed through a national contract which includes a regular review of price changes and any adjustment required.
