It is vital to the Scottish Government that children and young people receive the right support, in the right place, at the right time. Not all children and young people need specialist services like CAMHS, and many will find more suitable support in their local community. This is why we have provided local authorities with over £50 million since 2020 to fund community-based mental health and wellbeing supports and services for children, young people and their families.

The services are focused on prevention and early intervention, and include supports for positive mental health and wellbeing as well as emotional distress. Where appropriate, these services offer an alternative to CAMHS by providing support for emotional distress delivered in a community setting. Local authorities can also make support available to children and young people who are awaiting CAMHS treatment.

Community supports and services are available in every local authority area, with more than 300 now in place across Scotland. Local authorities report that over 58,000 children, young people and their family members used the supports and services in the first half of 2023 alone.

We will be providing local authorities with a further £15 million in 2024-25 to continue to deliver these supports and services. We have also ensured access to counselling services in all secondary schools, and continue to give local authorities £16 million per year to fund this.

To ask the Scottish Government, in light of reports that Israeli military planes have used Glasgow Prestwick Airport during the ongoing conflict in Israel and Palestine, whether it received any prior notification that this would happen. Glasgow Prestwick Airport operates on a commercial basis and at arm’s length from the Scottish Government.

Operational decisions regarding the day-to-day running of the airport, are a matter for the management of Glasgow Prestwick Airport. Scottish Government did not receive any prior notification.

We are deeply concerned by the allegations arising in January 2024 that UNRWA staff may have been involved in the October 7 attacks on Israel. Ahead of Scottish Government awarding funding to UNRWA in November 2023, UNRWA provided a copy of the regulatory framework which governs financial management and staff conduct within the organisation. That regulatory framework was scrutinised by Scottish Government officials as part of our due diligence process ahead of awarding funding.

Immediately after these allegations emerged, Scottish Government officials contacted UNWRA with specific reference to the serious allegations that had been made public to seek assurance on finance, and to enquire about the investigation as a matter of urgency. In particular, Scottish Government officials asked UNRWA for an update on what Scottish Government’s contribution to the UNRWA appeal had been spent on and assurance that it had not contributed to funding any proscribed terrorist groups. UNWRA responded to that Scottish Government enquiry, confirming that the Scottish funding within the UNRWA appeal had been used to contribute towards supporting lifesaving activities targeting vulnerable groups (children, women, and elderly) with protection and emergency hygiene needs.

As part of the agreement governing the contribution to this appeal, UNRWA is required to provide Scottish Government with the UNRWA Annual Operational Report for the period 1 January 2023 to 31 December 2023 no later than 31st July 2024.

In February, Scottish Government officials received an update from UNRWA that the UN Secretary-General, in consultation with the UNRWA Commissioner-General, commissioned an independent review to assess if the Agency is doing everything it can to ensure neutrality and to respond to allegations of serious breaches. A final report is expected in April and will be made publicly available.

UNRWA released a press statement on 26 February 2024 stating that it is not aware of and has received no specific allegations regarding any systemic diversion of aid in Gaza by Hamas or other armed groups.

UNRWA is the largest humanitarian actor in Gaza and the primary source of life-saving aid for 2.3 million people. In pausing support for UNRWA, the lives of millions are being put at risk. The UK Government and the international community must work with the UN to find mechanisms to sustain and increase the levels of life-saving aid getting into Gaza.

Engagement between Scottish Enterprise and Gibson's Engineering Ltd led to a Business Gateway referral in 2022. In addition, the Find Business Support website ( findbusinesssupport.gov.scot ) provides information on the advice and funding offered by Scottish Enterprise and Business Gateway and I would encourage Gibson’s Engineering to consider the full range of support available.

Specialist support is also available through the Rail Cluster, an initiative designed and funded by Scottish Enterprise and Transport Scotland which is being delivered by Scottish Engineering. The aim is to connect Scottish SMEs with the country’s top manufacturing innovators and supply chain partners to help deliver the decarbonisation of Scotland’s railways. I understand that Gibson’s Engineering has already engaged with the Rail Cluster.

The Forestry Grant Scheme will remain the principal source of funding from the Scottish Government for woodland creation in the 2024-5 planting season. The scheme will continue beyond that date but no budget has been set at this stage.

The Woodland Carbon Code has been attracting additional funding for woodland creation and this is expected to rise further. The level of funding will depend on the number of carbon credits generated in future and the price paid for them.

The announcement in the Scottish Budget 2024-25 signalled the Scottish Government’s intent to explore the reintroduction of a Public Health Supplement for large retailers in advance of the next Budget.

In line with the New Deal for Business the Scottish Government is committed to engaging early retail representatives and other relevant stakeholders to ensure that any impact of any proposals on business is fully understood. Exploratory discussions with business organisations have already started and will continue alongside engagement with other relevant stakeholders.

NHS 24 do not send ambulances to patients. If NHS 24 receive a call from a patient that is deemed to be an emergency, it is passed to a SAS call handler within the Ambulance Control Centres (ACC).

The Scottish Government continues to work closely with the Scottish Ambulance Service and Health Boards to ensure a continuous focus on responding to the most critically unwell patients as quickly as possible.

We continue to invest in supporting the Service and patients, including a record number of additional staff (1388) since 2020. Our £50m funding investment this year is being used, in part, to recruit a further 317 additional frontline staff across the country.

We have also set out a number of principles that health boards should aim to achieve in order to safely reduce handover times at the front door of hospitals. This is an important piece of work that will reduce the pressure on hospital and ambulance services.
