As I set out in answer to question S6W-31933 on 16 December 2024, the Scottish Hospice Leadership Group is comprised of the Chief Executives of most of the independent Scottish hospices and their key partners and is not a Scottish Government group. As such, we do not hold minutes of the group or have summaries of the discussions held.

In May 2024, the Scottish Government issued a request for proposals for a supplier to support the delivery of the Scottish Peace Programme, including establishment of a Scottish Peace Platform and the 1325 Women in Conflict Fellowships. In developing a Peace platform the Scottish Government will be able to better assess the potential for further investment in a Peace institute, in line with the full recommendations of the research report on establishing a Peace Institute. More information is published on the Scottish Government website.

There are no plans at this time for the Scottish Peace Platform to focus on peacebuilding initiatives in Columbia specifically. However we have hosted nine peacebuilders from Colombia on the Women in Conflict Fellowship and the Scottish Human Rights Defenders programmes.

Scottish Government promotes community-led action and works to embed community resilience through a number of connected policy areas which enable collaboration between community resilience groups, voluntary sector organisations, Government and statutory responders. Scottish Government has committed up to £5.5 million, in 2024-25, to fund a network of Climate Action Hubs to transition to low carbon, reduce emissions, and improve resilience in the face of ongoing climate change and extreme weather events. Community groups, charities and social enterprises lead climate action hubs across Scotland.

The Flood Risk Management (Scotland) Act 2009, sets out the minimum requirements for SEPA and local authorities to consult as part of the Flood Risk Management Planning Process. It also sets out the specific requirements for consultation related to flood protection schemes.

More broadly Scotland’s National Planning Framework 4 is clear that our places can only work for everyone if the views of all users are properly understood.

Planning authorities are preparing new local development plans (LDPs). Planning authorities should consider how these plans can best meet the needs and aspirations of the different people who have an interest in a place. Requirements for community engagement are set out in detail in the LDP Guidance. That guidance makes clear that the planning authority is expected to involve a range of people at all stages in the preparation of the LDP. The authority must engage with the public at large as well as specific organisations and societal groups.

The Scottish Government encourages use of the National Standards on Community Engagement as best practice.

The international and European relations budget principally comprises the International Development Fund, the budget lines for the international network offices, an advice and policy budget which includes operational costs for the Directorate for Culture and External Affairs, and funding in support of the Brand Scotland Partnership.

In terms of our international development work, we believe Scotland should play its part in tackling global challenges like climate change, pandemics, poverty, injustice and inequality, all of which remind us of our global interconnectedness and the need for the Global South and North to work together. Supporting international development and humanitarian action is one of the most important ways Scotland can be a good global citizen and our financial investment in our international development partner countries, and for humanitarian crises is a key part of this.

Other international activity, including the work of the international network offices, is directed according to priorities established in Scotland’s International Strategy. We will report on delivery of the actions identified in that strategy in an annual report for 2024-25 onwards, which we intend to publish by the end of 2025.

Evaluating Scotland’s nation brand is a multi-faceted process. Marketing and communications activity, policies, legislation, experiences of those who come to Scotland and marketing activity beyond Brand Scotland all play a critical role in enhancing Scotland’s reputation.

Since 2008, the Nations Brand Index (NBI) has been used to measure Scotland’s reputation internationally. In addition, we measure the effectiveness of communications and marketing campaigns against SMART communications objectives, to be delivered among our core target audience in priority markets (Germany, France, USA) against a specific timescale. This includes a bespoke brand tracker in key markets and a range of additional KPIs, partner conversions, social media metrics and website analytics tracked on a monthly and annual basis.

The National Flood Resilience Strategy will not replace the Flood Risk Management Planning Process which is the primary delivery vehicle for flood risk management actions in Scotland.

SEPA are responsible for identifying Potentially Vulnerable Areas and producing Flood Risk Management Plans in collaboration with other Responsible Authorities.

Local Flood Risk Management Plans set out how specific actions will be delivered and local authorities work in partnership with SEPA, Scottish Water and other responsible authorities to develop these. During severe flooding, local authorities will work with the emergency services and co-ordinate shelter for people evacuated from their homes.

The Scottish Flood Forum is funded by Scottish Government and aims to reduce the impact of flooding by providing immediate support to flooded communities and establishing a network of community resilience groups in flood risk areas to equip communities to cope with the impacts and threat of flooding.

The Scottish Government international network offices complement the work of trade specialists in Scottish Development International (SDI) in supporting Scotland’s export industries, as well as working alongside UK officials in the Foreign, Commonwealth and Development Office and Department for Business and Trade. This includes supporting introductions to market opportunities through trade missions and exhibitions, advising on and addressing market access barriers including regulatory issues, and undertaking government-to-government and government-to-business engagement to promote Scotland’s interests. This economic diplomacy activity contributes to Scotland’s export performance measured quantitatively in figures produced by SDI. The Scottish Government’s annual report on the international network supplements this with qualitative reporting on the contribution made by these teams to delivering priorities identified in Scotland’s International Strategy.

The majority of the budget for each office in the international network is staffing costs. This comprises both Scottish Government civil servants posted on diplomatic assignment, and country-based staff employed by FCDO on terms appropriate for the local labour market. The small component for programme delivery is considered through annual budgeting procedures taking into account priorities in each country and elsewhere in the portfolio.

Consultation for railway electrification projects with affected communities is undertaken by Network Rail as the infrastructure owner and operator, and by ScotRail as the provider of services.
