National Planning Framework 4 (NPF4) was published following extensive consultation and engagement, including with rural communities, and was adopted by the Scottish Ministers in February 2023. While Scottish Ministers can decide to amend the NPF or review it in full at any time, having an established and consistent policy framework enables confidence in the planning system and so we expect to exercise this power sparingly. We have no current plans to amend NPF4.

The Scottish planning system is plan-led, with a focus on involving all interests as early and effectively as possible. There are a range of opportunities for individuals and communities to get involved during both the plan-making and planning application stages of the planning and development process.

In reaching their decision, Scottish Ministers will determine applications in accordance with legislative requirements and relevant policy. Our National Planning Framework 4 ensures the potential impacts of energy infrastructure projects on communities, nature, and cultural heritage, including the cumulative effects of developments, are important considerations in the decision-making process.

When an application is received, a full public consultation is carried out, and Scottish Ministers invite representations from members of the public and consult the appropriate community councils, alongside other public bodies. The decision whether to grant consent is taken only after careful consideration of environmental information, consultee responses and public representations.

(a) As set out on 22 January 2024 in response to question S6W-24720, the Scottish Government has established an Expert Group to lead on scoping work to consider and provide recommendations on how Scotland will work towards reaching the targets set by the World Health Organisation (WHO) to eliminate Cervical Cancer.

As well as the Expert Group itself, three subgroups have been established to support the Expert Group in considering and analysing data on specific topics (vaccination, screening and cancer treatment).

The sub groups held inaugural meetings in September, and discussions are ongoing to inform recommendations on how Scotland will progress towards Cervical Cancer elimination and when this could potentially be achieved. These recommendations will be considered by the Scottish Government.

(b) The Scottish Government recognises the importance of HPV vaccination and screening.

(i) The latest published HPV vaccination uptake data from PHS shows that pupils living in the most deprived quintiles had lower coverage of the HPV vaccine compared with pupils from the least deprived areas. We are working with Public Health Scotland (PHS) and territorial Health Boards to consider what further actions can be taken to increase vaccination uptake, support those eligible for vaccination, and to address any inequalities in accessing immunisation services. Reducing vaccine inequalities is one of the three primary objectives in PHS’s recently published Scotland's 5-Year Vaccination and Immunisation Framework and Delivery Plan.

Completion of consent forms is required to participate in school vaccination programmes. We therefore welcome the return of the PHS marketing campaign, “chat.sign.protect”, which builds on the messages of last year’s campaign to raise awareness of vaccines offered in secondary school and encourage an increase in the numbers of parents and young people giving consent to be vaccinated.

Timed to coincide with the distribution of informed consent materials to young people, the campaign aims to increase understanding of why these vaccines are important, and the seriousness of the diseases they protect against, and encourages parents and carers to take action and sign consent forms to ensure our young people receive the protection offered by immunisation.

Addressing the inequalities in HPV uptake and maximising the opportunities for young people to receive the vaccine is a primary focus of the Cervical Cancer elimination work.

(ii) The Equity in Screening Strategy, combined with an action plan, was published on 27th July 2023. The vision of the strategy is for access for all eligible individuals, across the full screening pathway. The Strategy launched alongside the Equity in Screening Network which supports the strategy by capturing local and third sector research activity and allows individuals that work across screening to share evidence, best practice and learning around screening inequalities.

Several national projects are being supported by the Inequalities Fund of £1 million. This includes changes to national IT systems to improve engagement with participants. Research and learning from past projects has shown some ways to increase access to screening and uptake, including appointment reminders and targeted follow-up with non-responders.

This document will be informed by numerous sources including the forthcoming UK Clinical Guidelines for Alcohol Treatment and the recently published Public Health Scotland review into Alcohol Brief Interventions as well as key independent reports such as Scottish Health Action on Alcohol Problems (SHAAP) report, Exploring the delivery of alcohol-related health advice in dental practice settings: A scoping review.

Officials will work closely with colleagues within Primary Care including the team of the Chief Dental Officer to ensure that the National Treatment Specification fully reflects the importance of dentistry as an integral part of Scotland’s alcohol treatment provision.

The Scottish Government recognises the gradual reduction of alcohol-related hospital admissions over the past decade and is working closely with Public Health Scotland, local services and other stakeholders to ensure the reasons behind the gradual reduction are factored in to service provision.

The figures requested are as follows:

1. In the 2021-22 financial year, there were 12,912 unclaimed deposits, totalling a value of £3,306,695.

2. In the 2022-23 financial year, there were 13,900 unclaimed deposits, totalling a value of £3,660,948.

3. In the 2023-24 financial year, there were 20,197 unclaimed deposits, totalling a value of £5,419,255.

In reference to the increase of number and value of unclaimed tenancy deposits in recent years, Scottish Government received notification from one of the schemes in August 2023 explaining that they had reviewed the criteria used to report on unclaimed deposits. This resulted in a fluctuation in their figures with a corresponding increase in the total unclaimed deposit value pool amongst the three schemes.

Each of the three schemes may calculate unclaimed deposits differently, as an unclaimed deposit is not currently defined in law. Provisions within the Housing (Scotland) Bill will create a legal definition of when a tenancy deposit can be considered unclaimed, ensuring there is consistency in all three schemes figures if the Bill is approved.

The Scottish House Condition Survey (SHCS) provides a snapshot of the occupied domestic housing stock in each survey year, including energy efficiency ratings and household composition.

In 2022, using data from the SHCS it is estimated that approximately 120,000 children under 16 were living in rented accommodation with an energy performance certificate (EPC) rating of D or lower (under the SAP2012 v9.93 methodology).

This ought to be considered as an approximate estimate as the SHCS survey methodology is not aligned with more robust population estimates by age, from sources such as the Population Census, instead the SHCS methodology focuses on alignment by household numbers and different types of dwellings.

Students receive taught modules on mental health and psychiatry in years three and four of their medical degrees with the opportunity for specialist mental health units or clinical placements from year four onwards. There are significant core learning requirements in relation to mental health set out by the GMC and each University ensures these are fulfilled.

The GMC also require all medical schools to provide support for the consideration of postgraduate careers and each school has their own way of doing this. Each of the medical schools have a ‘PsychSoc’ attached to them. These societies are funded by the Royal College of Psychiatrists and work with the medical schools to encourage and support medical students into a career within psychiatric fields.
