We continue to support a digital first, but not digital only approach across many of our respiratory programmes. Recommendations within the pulmonary rehab work have suggested widening access to online self-management tools and this is something we are actively considering.

NHS Inform provides information about respiratory conditions and other long-term conditions. The service offers information, advice and self-management tools on how to live well with their condition as well as including links to additional support and information provided by third sector partners.

Our updated Quality Prescribing Guide for Improvement keeps the person with respiratory conditions at the centre of their treatment and disease management and offers practical advice and options for tailoring care to the needs and preferences of individuals. A core component of this has been to create user friendly digital tools for both people living with lung conditions and healthcare professionals.

The Respiratory Care Action Plan has another year left in its current lifespan. We will continue to implement the commitments in the Plan over the coming year, alongside our work to explore a new long term conditions strategy to ensure equitable and sustainable access to the services that all people with long term conditions need, while still allowing for targeted action on condition-specific care and support where appropriate. We will take the progress of this work into account as we consider the best way to continue work to improve care and support for people with respiratory conditions in the future.

In 2022 the Scottish Government published the Rehabilitation and Recovery: A Once for Scotland Person-Centred Approach to Rehabilitation in a Post-COVID Era. Which sets out a framework for delivering innovative and inclusive rehabilitation for all.

It supports rehabilitation service providers to identify ways to deliver individualised, cross-sector rehab utilising existing services. It also supports community-based services and supported self-management.

The approach outlines Six Principles of Good Rehabilitation that can be applied across rehab services which are universal principles for delivering good and accessible rehabilitation for all, at the point of need.

We also have a specific work plan aiming to improve access to Pulmonary Rehab across Scotland and provided recommendations to NHS Boards in 2024.

The Scottish Government continues to be guided by the expert clinical advice of the Joint Committee on Vaccination and Immunisation (JCVI).

The JCVI has the responsibility to provide high-quality and considered advice and recommendations to the UK Health Ministers following thorough risk and benefit analysis. They consider vaccine safety, efficacy and look at the impact and cost effectiveness of immunisation strategies.

Upon following this advice, the Scottish Government does not expect the eligibility criteria to differ in winter 2025-26 from winter 2024-25. Should the JCVI eligibility criteria for the flu vaccine change in the near future, we stand ready to implement those changes.

We will continue to work with Public Health Scotland and NHS Boards to ensure that those who are eligible are able to easily access a flu vaccination.

Additionally, the Scottish Government will hold sessions with key stakeholders to look at how we can support improved vaccination uptake among eligible groups in winter 2025-26.

The number of vaccinations and percentage of uptake for each of the Joint Committee on Vaccination and Immunisation (JCVI) priority groups is available via the Public Health Scotland (PHS) Surveillance website PHS Vaccination Surveillance.

We intend to provide free foot passenger travel on inter-island ferries for under 22-year-old island residents within the Outer Hebrides, Orkney, and Shetland Island groups.

We also intend to extend the existing ferry concessionary scheme - which provides 4 journeys to or from the mainland each year for 16-18 year-old islanders - up to and including 21 year olds across Scotland.

We have no current plans to extend this further and have therefore not considered in detail any operational issues or matters such as implementation costs.

High level estimates, based on a range of assumptions, for annual spend on CalMac and NorthLink ferry passenger fares for island-based residents under 22 years old would be as follows:

(a) – Argyll and Bute Council area: Between £0.5m and £0.7m.

(b) – North Ayrshire Council area: Between £0.3m and £0.4m

(c) – Highlands & Islands Scottish Parliamentary Region: Between £ 1.2m and £ 1.6m

The figures are rounded to the nearest £0.1m and the range in costs reflects potential travel behaviour change.

The Scottish Government is working closely with the UK Government on their review of electricity market arrangements (REMA), including on any potential impacts that zonal pricing could have on all market participants, including consumers, communities and industry. The UK Government is working on modelling to further understand this, and we will continue to scrutinise this closely. Modelling conducted for UK Government by LCP Delta and Grant Thornton indicates that indicates that Scotland’s consumers could potentially benefit from lower wholesale electricity prices. However, we are also aware of modelling which suggests potentially negative impacts for Scotland’s renewables industry.

We are engaging with a range of stakeholders, including the renewable industry and consumer organisations to ensure that the impacts of zonal pricing are fully considered by the UK Government ahead of any decisions on market reform. We have also gathered views on electricity reform via the first Scottish Forum on Future Electricity Markets held in December 2024 and our Scottish Energy Advisory Board (SEAB) which meets four times a year.

The Scottish Government commissioned independent research through ClimateXChange to assess the potential impact of locational pricing for a just transition to net zero, which was published on 12 August 2024.

We will invest £2 million next year financial year to help local authorities unlock barriers, develop a targeted approach and embed empty homes work across their services to bring more privately owned empty homes back into use through the Scottish Empty Homes Partnership project. This builds on our track record of bringing more than 11,000 privately owned homes back into use as warm, safe and secure housing since 2010.

In the absence of powers over employment legislation, through our flagship Fair Work First approach, the Scottish Government is applying Fair Work First criteria to public sector grants, other funding, and contracts where relevant and proportionate to do so, driving up minimum standards in fair work practices across the labour market. It is for individual funders and buyers to monitor delivery of Fair Work First criteria through their funding and contracting arrangements.

No specific assessment has been undertaken of the uptake of the Fair Work Framework in Scotland’s (a) offshore oil and gas, (b) offshore wind, and (c) maritime industries.

The Scottish Government has committed to undertake an evaluation of Fair Work First in 2025-26, working with the Fair Work Convention and engaging key stakeholders, including the STUC, to understand how effectively this policy is being delivered and what more can be done to strengthen the approach.
