We will work closely with The Promise Scotland and partners across local government, social justice, health, the third sector, and with children and families to design and deliver the Fund. Further details will be provided in due course.

The commitment to investing at least £500m over the life of this Parliament to create a Whole Family Wellbeing Fund is significant. This will enable transformational change by building services which are universal, holistic support services available in communities across Scotland giving families access to help when and where they need it, and help Scotland #KeepThePromise.

Our ambition is that, from 2030, we will be investing at least 5% of all community-based health and social care spend in preventative whole family support measures that will enable us to continue to #KeepThePromise and create a Scotland where more children will only know care, compassion and love.

A range of civil servants will be responsible for overseeing different aspects of work relating to an independence referendum. Overall leadership of the civil service supporting the Scottish Government lies with the Permanent Secretary and Executive Team.

Scottish Government officials hold regular discussions with Department for Work and Pensions officials on a range of matters including eligibility criteria for Adult Disability Payment. During these discussions, our overriding commitment is to ensure processes are in place for the safe and secure transfer of clients to Adult Disability Payment. It is essential clients continue to receive the payments they rely on. Moreover, we have made changes to how clients will experience accessing disability assistance in Scotland, such as replacing assessments with person centred consultations. Also the reliability criteria, used to determine eligibility, will be enshrined more fully in legislation for Adult Disability Payment.

Spaces for People (SfP) schemes are the responsibility of individual local authorities. It is therefore for local authorities to determine the length of time SfP measures should remain in place and to take decisions on their removal. Sustrans has provided support and advice to local authorities intending to make SfP infrastructure permanent.

The Spaces for People programme provided local authorities with funding to deliver temporary active travel infrastructure. As local authorities are fully responsible for the delivery of SfP measures, they hold information on installation and removal costs for individual interventions.

A total of £38.9 million was awarded to local authorities, Regional Transport Partnership (RTPs), the National Health Service (NHS) and the Scottish Environment Protection Agency (SEPA) via Spaces for People as set out in the following table:

Certain categories of death require to be reported to the Procurator Fiscal. At the start of the Pandemic, my predecessor issued a direction that COVID-19 (or presumed COVID-19) deaths did not require to be reported to COPFS, unless there was another substantive reason for doing so. That position was kept under review and he made a statement to this Parliament on 13 May 2020 to advise that two categories of COVID-19 (or presumed COVID-19) deaths must be reported to COPFS - those in which the deceased might have contracted the virus in the course of their employment or occupation and those in which the deceased was resident in a care home when the virus was contracted.

In addition, deaths (or presumed deaths) from COVID-19 must be reported to the Crown if they fall within any of the other established categories of death which require to be reported. These include deaths where there is the possibility of fault by another or where the circumstances surrounding the death may cause public anxiety.

COPFS accordingly does not hold data on the number of deaths related to COVID-19 that have occurred in home care settings as not all will have been reported. In relation to those that have been reported, the extent of the investigation will be determined by the particular circumstances surrounding each death and matters are being kept under constant review.

All air quality limit and target values that apply under the Ambient Air Quality Directive are currently being met in Scotland, other than nitrogen dioxide. I refer the member to the answer to question S6W-02787 on 23 September 2021 for information on compliance with the nitrogen dioxide limit value.

Domestic air quality objectives set under the Environment Act 1995 and associated regulations are the responsibility of local authorities.

Both organisations already deliver a range of activity, such as Creative Scotland’s delivery of the Youth Music Initiative. The action in the Culture Strategy “Work with Creative Scotland and Education Scotland to help improve cultural experiences for learners of all ages” is driving a programme of joint work between the two organisations.

Education Scotland and Creative Scotland have been working closely together to update their approach to joint working in response to COVID-19, and to implement commitments against two existing frameworks: Scotland’s refreshed Creative Learning Plan and the Culture Strategy for Scotland. The two organisations have jointly developed a new Strategic Agreement which sets out five areas of focus for joint working over the next 3 years:

• Learners’ mental health and wellbeing is improved through creativity and arts experiences
• Learners are more confident and able to articulate their creativity skills and can apply them in all contexts.
• High quality cultural and expressive arts experiences are more widely accessible to all learners.
• Learners are directly influencing more of their own creative learning and creative experiences.
• Creative approaches are further embedded in curriculum design.

An action plan, aligned to the Strategic Agreement, is now being finalised, putting programmes in place to deliver on these areas of focus. Some of these actions are already underway, including the launch of the Creative Wellbeing Fund , offering six grants of between £12k -£15k to support schools to take a creative approach to addressing learner wellbeing, and the recent opening of the Creative Learning Network Fund for applications, offering grants of up to £7k per Local Authority to support the Creative Learning Networks to implement Scotland’s refreshed Creative Learning Plan. As per the agreement between Education Scotland and Creative Scotland, the Creative Learning Networks are being asked to look across the Culture Strategy for Scotland and explore their role in helping to improve cultural experiences for learners of all ages.

Additionally, the two organisations are currently overseeing artform-led research with both the visual arts and theatre for young audiences’ sectors to map and analyse the current level and extent of provision available in schools across Scotland. The concluding reports will suggest ways the delivery of expressive arts in schools could be enhanced.
