The funding package to deal with the Omicron crisis was focused on those businesses most severely impacted by the cancellations due to public health advice and re-introduction of regulations on some businesses. The hostel sector whose business model is reliant on accommodating large numbers of (often unrelated) households mixing at one time, was particularly impacted during this period. Similarly hotels with bars and restaurants were particularly affected and therefore made eligible for hospitality top-up payments.

We sympathise with businesses such as self-catering, B&Bs and Guesthouses and others which have also been impacted by COVID-19. However, with limited funds available we have had to focus support on those most severely affected by restrictions. We will continue to consider the impacts of COVID and make the case with the UK Government for more comprehensive support.

We recognise that the self-catering sector, alongside many other businesses across Scotland has also been adversely affected by COVID-19 and we strongly sympathise with them in light of the challenges this has presented. Limited funding available has necessitated our focus on targeting those most impacted by restrictions. We will continue to monitor the impacts of COVID on businesses and to engage in dialogue with the UK Government on the case for support.

Apprenticeships are a key way for all employers to invest in their workforce, providing the skills the economy needs both now and in the future.

Published in December 2020, the Climate Emergency Skills Action Plan (CESAP) sets out the actions we need to take to ensure our workforce is able to support the transition to net zero. Agile and responsive work-based learning, including apprenticeships, will support these ambitions and the CESAP notes the importance of developing new work-based learning pathways to capitalise on net-zero opportunities and maximising the uptake of apprenticeships in green jobs.

In this context, the Scottish Apprenticeship Advisory Board (SAAB) commissioned IFF Research to carry out a consultation with SAAB members, and other employers, covering industry views on the importance of reflecting sustainability into Scottish apprenticeships, and the steps required to achieve this. A final report of findings and recommendations was published in November 2021.

Ministers are due to meet SAAB to discuss its findings on 27 January 2022. Work is already underway to update National Occupational Standards (NOS) and the apprenticeship frameworks for sectors that are critical to the transition, to include mandatory net zero elements. The Scottish Government is also keen to work with SAAB and industry to explore how we can incentivise and increase apprenticeships taking up opportunities on green pathways.

The Scottish Government will continue to work collaboratively with Skills Development Scotland, the Scottish Funding Council and the Scottish Apprenticeship Advisory Board to maximise apprenticeships and prioritise a recovery that creates new jobs, good jobs and green jobs, supporting the long-term future of work-based learning and the economy.

The results of the current COVID modelling from a range of sources is available in the latest weekly Scottish Government report ( https://www.gov.scot/collections/coronavirus-covid-19-modelling-the-epidemic/ ). In the issue published on 13th January we noted that on 5 January 2022, 91.1% of all PCR tests from Pillar 2 Lighthouse Labs had the S-gene target failure, used as a proxy for Omicron cases. Therefore SG have stopped producing estimates of doubling times of the Omicron variant.

The modelling the epidemic has been published continuously since May 2020 and provides modelling outputs on the current epidemic in Scotland, based on a range of methods. Results of Scottish Government modelling, as well as those of the modelling groups which feed into the SAGE consensus, are provided in these research findings. We apply a variety of analytical methods in order to understand changes in behaviour which could lead to altered transmission rates. For example, we use the Scottish Contact Survey (SCS) to learn about how people’s contact patterns have changed. The findings from the SCS are then used to help us understand the patterns of contacts and informs the current modelling to indicate the likely number of cases in the medium term (the next 2-6 weeks). Hospitals balance the provision of beds against a number of factors such as staffing levels and anticipated demand to enable them to provide a safe and effective service to patients. Whilst overall workforce numbers in the NHS have never been higher, increased demand for health and social care services is creating significant workforce capacity challenges.

Recently, capacity pressures have been exacerbated by Omicron-related absences. In the week ending 11 January, health boards reported a 31% increase in coronavirus absence compared with the previous week. On average, 7,174 NHS staff were absent per day for reasons related to Coronavirus, or around 4.0% of the NHS workforce.

We continue to work with NHS Boards and their partners to put in place a range of initiatives to maximise capacity. For example, on the 11 November I announced measures to support people with Covid to stay safely at home and free up hospital beds, including £500,000 to fund 25,000 remote monitoring kits, and a dedicated team which will support the early identification of patients who would benefit from antivirals treatments and get these started as soon as possible.

I am assured that NHS boards have opened all available staffed beds.

Under the Climate Change Plan, emissions from the disposal of waste via incineration without energy recovery are reported in the waste sector. This mainly comprises Commercial and Industrial Wastes, principally sewage sludges and clinical wastes.

Emissions from incineration with energy recovery are reported in the Energy Supply Sector, consistent with domestic and international reporting requirements determined by the Intergovernmental Panel on Climate Change (IPCC).

These projects are all being funded from the Scottish Government’s £254 million investment in the North East, which is in addition to the £125 million committed to the Aberdeen City Region Deal in 2016.

Option selection for rail improvements, towards which £200 million has been allocated, is scheduled for completion by the end of March 2022.

Following the publication of Draft Orders, Transport Scotland is currently dealing with objections to the Laurencekirk junction, towards which £24 million has been allocated.

Digital projects, towards which £10 million has been allocated, are progressing as expected. The City Network Extension project, connecting 57 Aberdeen City corporate sites to full fibre was completed in November 2021. The full fibre project in Aberdeenshire is due to be completed by the end of March 2022.

To date, no eligible projects have been submitted for housing infrastructure projects, towards which £20 million has been allocated. Scottish Government officials have been in discussions with officials from Aberdeen City and Aberdeenshire Councils to identify suitable projects following the launch of the Housing Infrastructure Fund (Round 2) in October 2021.

NatureScot’s budget allocation for 2022-23 is £49.561 million. This year’s budget settlement represents the best possible outcome against the backdrop of significant pressures on public finances and the level of resources required to deliver statutory functions and agreed Ministerial environmental priorities across 2022-23. The Scottish Government are in dialogue with NatureScot on the specific priorities to be reflected in their forthcoming 2022-23 Operational Plan and next 5 year Corporate Plan. Both these documents are expected to be published in the first quarter of 2022.

The following table gives spend to date for the 30 local authorities who have received Spaces for People funding; other statutory bodies have also received funding.

Many local authorities have yet to claim their full agreed grant. We do not have details of the split between installation and removal of schemes; this information is held at local authority level.
