Prioritisation within the Scottish Government’s COVID-19 vaccination programme is based upon the clinical risk of developing severe disease with COVID-19. The Joint Committee on Vaccination and Immunisation (JCVI) advises on clinical prioritisation for vaccination. Priority groups 1-9 incorporate the highest clinical risk groups and each group cohort is invited to receive vaccination accordingly.

As per guidance outlined within the Green Book, Chapter 14a, children and young people aged 12-15 years with poorly controlled asthma that requires continuous or repeated use of systemic steroids or with previous exacerbations requiring hospital admission, are included as a high risk group within chronic respiratory disease.

The Scottish Government understands the impact that COVID-19 has had on the tourism sector which is why we have supported the tourism and hospitality sector through the pandemic, not least through an extension of 100% NDR relief for all retail leisure and hospitality premises for 2021-22.

Our proposals to licence short-term lets were developed in response to concerns raised by residents and communities across Scotland and members of all parties. It is right that we are taking action now to address these concerns. We do not consider our licensing scheme to be onerous.

We have committed to working with local authorities to review levels of short-term let activity in hotspot areas in summer 2023. This review will also seek to confirm that the wider sector is still healthy, making sure we have avoided unintended consequences.

Following the publication of the Framework for supporting people through Recovery and Rehabilitation during and after the COVID-19 , the rehabilitation programme has undertaken a significant scoping exercise through a self-assessment tool to understand the current status of rehabilitation services in Scotland, from the perspective of the staff working in them.

The report on the findings ( Rehabilitation Framework Self-Assessment Tool: Analysis of Survey Responses ) was published on 9th December 2021.

The findings from the self-assessment tool, along with demand and capacity data and guidance from the National Advisory Board on Rehabilitation, will inform the development of a national programme of improvement work to deliver a ‘Once for Scotland’ rehabilitation pathway that will ensure everyone who requires rehabilitation will be able to access it.

We will continue to work with NHS Boards, Health and Social Care Partnerships and the third sector to deliver this.

Scotland is committed to supporting refugees, asylum seekers and our communities through the pioneering and collaborative approach of the New Scots refugee integration strategy. The New Scots strategy is built on partnership and collaboration, led by the Scottish Government, COSLA and the Scottish Refugee Council and involves a wide range of partners across different sectors. The second New Scots strategy was published in January 2018 and runs until December 2022. Partners have begun discussions on arrangements to develop the third strategy, with the aim of publishing this in 2023.

In 2020 the New Scots partnership secured EU funding for a project to enhance delivery of the New Scots strategy. In August 2021 we announced the award of £2.8 million in grants to refugee projects which support New Scots. In total, 56 projects are receiving funding to deliver initiatives designed to help New Scots settle in their new communities by promoting employability, education, health and social and cultural connections.

The Scottish Government is also providing funding of £940,058 in 2021-22 from the Connected Communities budget to organisations working with refugees and asylum seekers.

We have invested more than £460,000 to enable Chest Heart and Stroke Scotland to deliver its long COVID Support Service. We have raised awareness of the service through:

• The Implementation Support Note which we have developed for clinicians supporting people with long-term effects of COVID-19 and has been disseminated to all NHS Boards. This resource includes information on the support available through Chest Heart and Stroke Scotland’s long COVID Support Service and how it can be accessed.
• The Decision Support Toolkit which was developed with the Scottish Intercollegiate Guidelines Network (SIGN) and the Digital Health and Care Innovation Centre to incorporate key information from the Implementation Support Note, including details of Chest Heart and Stroke Scotland’s long COVID Support Service, https://www.signdecisionsupport.uk/ . Available via both a web-based platform and a mobile app, the toolkit presents clinicians with current evidence and helpful recommendations on assessment, investigations and referral, planning care, management and follow up for people experiencing long-term effects of COVID-19.
• The NHS Inform website which provides information, guidance and signposting for patients experiencing long-term effects of COVID-19.
• Our marketing campaign in October and November 2021 which included a marketing toolkit sent to more than 3,000 contacts across the NHS and third sector. This marketing toolkit contained information on Chest Heart and Stroke Scotland’s long COVID Support Service.

We are committed to ensuring that this service can be easily accessed by those who wish to do so, and we will continue to work with Chest, Heart and Stroke Scotland to support this as appropriate.

The Scottish Government has been working collaboratively with public and third sector partners to create and disseminate COVID-19-related information to asylum seekers and refugees in relevant languages and accessible formats. Given the fast-moving nature of coronavirus-related guidance, we took into consideration the lead time with translations and the danger of out-of-date messages being shared and distributed, and focused on working in partnership to create and distribute key coronavirus information to benefit the wider community.

1. The Scottish Government works closely with NHS 24 and Public Health Scotland to ensure key public health information on COVID-19 is available in 17 languages and accessible formats via the NHS Inform website, which is Scotland’s central repository for public health information.

2. In July 2021 Dari and Pashto translations were added to NHS Inform in response to the Afghan Relocation and Assistance Policy (ARAP) scheme.

3. In addition to NHS Inform, the COVID helpline provides interpreter services to support engagement with people whose first language is not English.

4. COVID-19 National Door Drops that have been sent to all homes in Scotland for Covid-19, Test and Protect and COVID-19 Vaccines and Right Care Right Place were created in key languages for asylum seekers and refugees as identified by partners.

5. We have been working in partnership with NHS Scotland and Public Health Scotland to spread the message of available translations and formats. Organisations reached include: Scottish Refugee Council; BEMIS (the national umbrella body supporting the development of the Ethnic Minorities Voluntary Sector in Scotland); NHS Lothian Minority Ethnic Inclusion Service (MEHIS); British Red Cross; Inclusion Scotland; Scottish Independent Living Coalition (SILC); Progress in Dialogue; Article 12.

6. SG and PHS have engaged with various organisations including the Scottish Refugee Council to get feedback on how to maximise COVID-19 vaccine uptake with asylum seekers and refugees, and in response to identified needs, videos, a Statement of Facts sheet and informed consent information have been developed in relevant languages to provide information about issues identified as concerns across a range of population groups in Scotland.

Many dental procedures involve the use of an aerosol which, for the safety of both patients and staff, needs to be done under strict Infection Prevention and Control guidelines. This means that NHS dental teams are unable to see the same numbers of patients as before the start of the pandemic.

From February 2022, we will bring in new and increased fees for dentists for a range of treatments, supporting them in their efforts to clear the backlog which has built up during the pandemic. We have already provided £50 million of additional financial support (on top of the budget for General Dental Services), plus supplied £30-£35 million of free PPE, to ensure NHS dental services emerge well-placed to care for the oral health of everyone in Scotland.

Asylum is reserved to the UK Parliament and handled by the Home Office. Asylum accommodation is delivered under Home Office contracts, with Mears Group holding the contract for Scotland. Responsibility under that contract includes meeting standards for undertaking any necessary repairs in accommodation.

The Scottish Government regularly engages with Mears Group, COSLA and Glasgow City Council across a range of asylum matters.
