More than £175 million has been invested through Warmer Homes Scotland, the Scottish Government’s national fuel poverty scheme since its launch in September 2015, helping over 25,000 households throughout Scotland.

Eligibility for the scheme is based on both the property and the individual meeting the qualifying criteria. Individual eligibility is based on “proxies” - certain benefits which are an indication of the likelihood of the household living in or being at risk of fuel poverty. The eligibility criteria are designed to target support at households who are particularly vulnerable to the impacts of poor energy efficiency and heating systems. This includes those with a long term health condition (as well as carers, older people and families with children under 16 years of age).

During the lifetime of the scheme, the eligibility criteria have been reviewed and amended to manage demand and increase referrals, and in line with policy priorities. Households also move in and out of fuel poverty and the receipt of qualifying benefits.

For these reasons an estimate as outlined is not possible.

The Scottish Government has committed to procuring a new enhanced successor to Warmer Homes Scotland when the current contract expires in June 2023, with a formal procurement process now underway. As outlined within the Fuel Poverty Strategy, working with the Scottish Fuel Poverty Advisory Panel, we will seek to ensure the eligibility criteria is aligned with the updated Scottish fuel poverty definition and that assistance continues to be targeted at those who need it most.

The Scottish Government’s Home Energy Scotland (HES) Loan and Cashback scheme offers interest-free loans with cashback grant for renewable heating systems, including heat pumps. Loans of up to £10,000 are available, of which up £7,500 is available as non-repayable cashback grant. Through the Scottish Government’s Heat in Buildings Strategy, we have committed to replacing the cashback grant element of the scheme with a standalone grant during 2022-23. This will give households the option of accessing a loan, grant or combination of both.

In addition the Home Energy Scotland advice service includes specialist home renewables and zero emissions heating advice, via a team of specialist advisers and resources such as the Green Homes Network and the Renewables Installer Finder Tool. Over the past five years, over half a million households have used the Home Energy Scotland service to get advice and support on making their homes greener, warmer and cheaper to heat.

The Scottish Government continue to engage with our stakeholders to improve animal welfare and this is an issue we would be open to considering.

The Scottish Government would be content with this suggested change if the UK Government were minded to amend the Animal Welfare (Kept Animals) Bill [1] , which is currently at Report Stage in the UK Parliament. The Scottish Government also agreed with the Legislative Consent Motion in relation to the Bill. However, it should be noted that the Bill, should it come into effect, will reduce the number of animals to five per vehicle , as opposed to five per traveller, which will be a significant improvement on the present situation.

Scotland does not have any Pet Travel Scheme (PETS) routes [2] for vehicles entering Scotland directly, but the Scottish Government would wish to retain a consistent GB-wide approach where possible.

The Scottish Government is grateful for the dedication and professionalism of the workforce across the entirety of the Test and Protect system for all they have done to manage the impacts of the pandemic.

As stated in the Test and Protect Transition Plan published on 15 March, the Test and Protect system will now move to a transition phase following which there will be a need to ensure the workforce reflects that required to provide a proportionate system for the future.

The Scottish Government and employers across Test and Protect are working tirelessly to ensure a fair and consistent approach which has all of the workforce at the forefront. The Scottish Government is actively working with employers to ensure every member of staff is supported to access available redeployment opportunities or to be signposted towards alternative opportunities in the broader public or private sectors. Employers are also utilising wider support available through partner agencies to maximise the individualised support given to staff who wish to seek employment opportunities elsewhere.

The 2021 Fuel Poverty Strategy, states that the required level of capital expenditure to bring fuel poor households up to EPC C, including the replacement of existing fossil fuel heating systems, will be in the region of £6 billion. The Scottish Government have committed to investing at least £1.8 billion this parliamentary term to help kick-start growth in the market and support those least able to pay. Alongside public investment, we need innovative mechanisms to increase individual and private-sector investment into energy efficiency and zero emissions heating. The Scottish Government has established a Green Heat Finance Taskforce to recommend ways that the Scottish Government and private sector can collaborate to scale up investment. It will provide an interim report by March 2023 and final recommendations by September that year.

We do not hold this information centrally. Private contractor costs that have been incurred relating to Test & Protect staff would be held by the Boards recruiting the relevant staff members. In addition, costs relating to private contractors for staff working at test sites were awarded and managed by the UK Government as part of the National Testing Programme, and are not managed by the Scottish Government.

The most recent data for environment protection expenditure is published as part of the Country and regional analysis published by HM Treasury ( Country and regional analysis: 2021 - GOV.UK (www.gov.uk) ). The relevant information can be found in Table A-15 of the published tables.

In Scotland, all adults who have been assessed as requiring personal care do not pay for this service, regardless of their condition or means. Nursing care is also free at the point of delivery.

For individuals self-funding their own care, the local authority will pay for these elements of residential care for all those assessed as needing them. The Scottish Government recently announced a 10% increase in the rates of these payments, taking rates to £212.85 for personal care and £95.80 for nursing care, from 1 April 2022. This will be the second consecutive year that these rates have increased above the rate of inflation in recognition of the increasing costs of providing these services.

The National Care Service consultation which ran between August and November 2021 contained questions relating to the future of charging for residential care, including for self-funders. We will consider the responses to these questions, alongside the impact of the recent above inflationary rises to payments for Free Personal and Nursing Care, prior to making decisions on future reforms.

On 1 March 2022, there were 71 UK Government-operated test centres, 39 Scottish Ambulance Service-run mobile test centres, and around 50 temporary local authority and health board-run asymptomatic test sites across Scotland. There were also 23 operational small-scale test sites in NHS Highland and NHS Grampian, resulting in a total of around 180 test sites.

As the First Minister said in her 15 March statement when she announced the Test and Protect Transition Plan, the primary purpose of testing is changing from population-wide testing to reduce transmission, to targeted testing to support clinical care. It will also be required on an ongoing basis for surveillance, outbreak management and health and care workforces.

Until the end of April, we will continue to advise those with symptoms to get a PCR test. PCR test sites will remain open during this period, though opening hours and locations may change during the transition. Test sites will close at the end of April – although a small number of mobile testing units and lab capacity will be retained for our longer term contingency and testing purposes.
