Questions and answers

To ask the Scottish Government by what date it will announce its review of the second Energy Efficiency Standard for Social Housing, in light of the reported need for certainty for social landlords to be able to plan for the required transition to net zero emissions.

As covered in the response to S6W-07980 on 26 April 2022, the Scottish Government’s response to the Zero Emissions Social Housing Taskforce report will be published after the Scottish Local government elections. The response will address the review of Energy Efficiency Standard for Social Housing.

To ask the Scottish Government whether there are any plans to make CCTV mandatory in fish slaughterhouses, in line with the Mandatory Use of Closed Circuit Television in Slaughterhouses (Scotland) Regulations 2020, which mandates the use of CCTV in all slaughterhouses for terrestrial farmed animals, but excludes fish slaughterhouses.

To ask the Scottish Government what its response is, regarding any impact on its policies and action in this area, to the recommendation in the University of Central Lancashire report, A Critical Appraisal of the UK’s Regulatory Regime for Combustible Façades, that BS 8414 testing must be reviewed further.

The Scottish Government is aware of the cited report and its recommendation that the BS 8414 test must be reviewed. We are also aware of the ongoing research sponsored by the UK Government on BS 8414 testing and the work by the European Commission in the development of a large scale façade fire test.

Following consultation last year, The Building Scotland (Amendment) Regulations 2022 were laid in the Scottish Parliament on 22 April. From 1 June 2022, these regulations introduce a ban on combustible cladding systems on residential and other high risk buildings over 11 metres. For such buildings, BS 8414 can no longer be used as an alternative means of compliance with building regulations.

To ask the Scottish Government whether it plans to establish a Housing Net Zero Technical Steering Group, in line with the recommendation by the Zero Emissions Social Housing Taskforce (ZEST).

As covered in the response to S6W-07980 on 26 April 2022, the Scottish Government’s response to the Zero Emissions Social Housing Taskforce report will be published after the Scottish Local government elections. The response will address the recommendation of establishing a Housing Net Zero Technical Steering Group.

To ask the Scottish Government, further to the answer to question S6W-06970 by Shona Robison on 15 March 2022, whether it will clarify what it means by “the regulations are not retrospective", in light of recent reports that the rules will apply to new builds and the recladding of existing ones.

Building regulations do not apply retrospectively to existing buildings. The regulations apply to new buildings, conversions and to existing buildings where building work is proposed. From 1 June 2022, if remediation is required following a Single Building Assessment, a building warrant will be required for replacement cladding systems (other than minor repairs) and require to meet the amended regulations.

To ask the Scottish Government what its position is on whether the reasons given for people's dissatisfaction with the NHS, as set out in The King’s Fund report, Public satisfaction with the NHS and social care in 2021: Results from the British Social Attitudes survey, regarding waiting times, staff shortages and lack of adequate resourcing are (a) matters that apply to government and not to NHS staff and (b) an accurate reflection of the situation in Scotland.
