There is currently no formal plan in place to conduct a post implementation review of the Honey Regulations (Scotland) 2015. However, as the body with policy responsibility for these regulations, Food Standards Scotland continues to monitor the effectiveness and suitability of the legislation through communication with its stakeholders, such as Local Authorities, businesses and consumers, as well as discussions with other Scottish and UK Government departments.

It should be noted that FSS and the wider Scottish Government have a responsibility to conduct a formal post-implementation review within 10 years of the respective regulations coming into force. With regard to the Honey Regulations this is due to be factored into business planning at a point up to and including 2025.

We are aware of the EU’s policy initiative to propose a new legal framework for plants obtained by targeted mutagenesis and cisgenesis and for their food and feed products.

Should the EU move to change its regulatory framework, we will consider the implications for Scotland as details become available.

There is no single definition of a GMO for the agricultural context. Different definitions for GMOs exist in different regulatory regimes, including:

• in relation to deliberate release: section 106 of the Environmental Protection Act 1990,
• in relation to contained use: regulation 2 of the Genetically Modified Organisms (Contained Use) Regulations 2014,
• in relation to food and feed: article 2 of the retained EU Regulation (EC) 1829/2003.

While there is no legal definition of gene editing in Scotland, we recognise that gene editing is typically used to refer to a precise and targeted form of genetic modification. Gene edited organisms are legally considered GMOs.

We announced the new capital budget of £11.7 million for coastal change adaptation in the 2020 Programme for Government. Scottish Ministers and COSLA agreed a methodology to distribute the new budget to coastal local authorities based on evidence from Dynamic Coast which identifies assets most at risk from erosion ( https://www.dynamiccoast.com/ ). The budget covers the four-year period from 2022-23 until 2025-26, split as follows:

2022-23 - £1.6 million

2023-24 - £2.6 million

2024-25 - £2.7 million

2025-26 - £5.0 million

The Scottish Government can order a crop haulm to be destroyed at any time during the season. The Scottish Government conducts an annual surveillance programme of testing to ensure potato crops in Scotland remain free from many economically important pests and diseases and, in partnership with the potato industry, ensure that robust measures are in place to maintain Scotland’s high-health status and world-wide reputation for producing high quality seed potatoes.

Our guidance to local authorities on the administration of the cost of living award, available at Local government finance circulars - gov.scot (www.gov.scot) , sets out that councils have discretion to choose how this support is provided to eligible households in order to ensure delivery in April 2022.

All local authorities have now confirmed that most payments are included as a credit in Council Tax Bills for 2022-23.

The Scottish Government does not hold any contracts with P&O Ferries, and has no plan to issue guidance to public bodies regarding bookings with P&O Ferries.

As part of our work to take forward recommendations from the Grouse Moor Management Review Group, the Scottish Government also commissioned Scotland’s Rural College and the James Hutton Institute to undertake research into the biodiversity and economic impacts of grouse moors. The research found that grouse shooting enterprises were of local importance as an employer, and to the wider community and you can read more about the findings here .

We have repeatedly called for the UK Government to waive all visa requirements but, in the absence of this, what we now need is for the Home Office to grant people visas quickly and efficiently.

I have held several meetings with Lord Harrington, Minister for Refugees, on the UK response and how our governments work collaboratively. I recently met with Kevin Foster, Minister for Safe and Legal Migration, and raised my many concerns about the significant administrative issues, complex application processes, and unacceptable delays for individuals who have been forced to flee their homeland.

Many of these challenges are a direct consequence of the decision to use the immigration and visa system rather than properly fund a humanitarian resettlement scheme. The UK Government must put people, not processes, first.

Clinical Academic Fellowship Scheme

This scheme is for clinical professionals early in their career to obtain a PhD. The eligibility for this includes medics in training, GP’s, Nurses, Midwives, Allied Health Professionals and health care scientists.

Early Postdoctoral Scheme

An early postdoctoral scheme which will provide 3 years of funding to health researchers with less than 2 years postdoctoral research experience. This is open to both clinical and non-clinical researchers who are proposing projects within CSO’s overall remit of early translational (experimental medicine), clinical and applied health research and social care.

NES/CSO Lectureship Scheme

A joint scheme run with NHS Education Scotland (NES) for speciality medics in training who have completed a PhD. This scheme provides 50% research time while they complete their training.

NRS Career Researcher Fellowships

This scheme has been running for over 10 years and supports GP’s and NHS-funded clinical staff in developing a research career within their post. The award provides funding for protected time (2 sessions a week) to contribute to, conduct and lead clinical research.
