The Scottish Government has proposed a methodology to the Settlement and Distribution Group which was considered on 17 November. A recommendation has been made to COSLA Leaders for adoption when they next meet on 26 November.

The arrangements for school inspections this academic year take account of the current situation with COVID-19. As announced on 16 September 2021 HM Inspectors of Education are taking forward a phased approach to scrutiny activity. Initially HM Inspectors are visiting over 90 schools awaiting a further inspection following an inspection before the pandemic. These visits are taking place currently and 64 schools have been visited so far with visits to the other schools planned. HM Inspectors of Education are also visiting schools as part of national thematic inspections. To date 61 school visits have taken place as part of national thematic inspections.

The Cabinet Secretary for Finance and Economy has responsibility for Ferguson Marine and the vessels under construction there. I am aware that the Cabinet Secretary currently meets with the yards management on a fortnightly basis to discuss progress, as well as receiving detailed monthly reports.

I currently have no plans to meet with the senior management team at Ferguson Marine in the near future, however I maintain an active interest in the progress at the yard and receive regular reports as a matter of course.

Local authorities will be informed of their allocations once COSLA Leaders have considered and agreed the methodology for distribution on 26 November. It is proposed that funding is allocated through a redetermination to General Revenue Grant with payments in the final two weeks of the current financial year which is standard practice for additional in-year funding for local authorities. All General Revenue Grant funding requires the approval of the Scottish Parliament.

The Scottish Government has issued national guidance to inform local authority deployment of this funding, which has been sent to the relevant local authority officers and is available online: Financial insecurity: guidance to local authorities over winter 2021-2022 - gov.scot (www.gov.scot) .

The guidance provides a strong steer in favour of cash-first responses, and the integration of money advice and holistic support services to prevent future hardship. Local authorities will have flexibility to decide how to provide assistance for those most likely to experience hardship – including people who may have been impacted by the recent UK Government cut to Universal Credit and those who may not be eligible for mainstream support.

The Scottish Government published the British Sign Language (BSL) Progress Report on 27th October 2021, which outlines progress being made towards implementing the BSL National Plan. It outlines progress on a range of fronts, including education, BSL/English interpreting, and public life. The report outlines how Scottish Government has funded BSL Partnership organisations to engage and support public bodies with their BSL plans, and notes important developments such as the decision that Scotland’s next census, in 2022, will ask 'can you use BSL?' for the first time.

Significant progress has been made towards making our country more inclusive and supportive of BSL users. The language enjoys a higher profile than ever before in public life, and is ever more visible in media and communications. For example, during the COVID-19 crisis, BSL/English interpreters were present at the daily Scottish Government Coronavirus briefings. This work was recognised by the British Deaf Association and the European Union of the Deaf.

The Scottish Government has announced investment of £580m in ports and vessels to support and improve Scotland’s ferry services over the next five years, as part of our wider Infrastructure Investment Plan, unveiled in February 2021. This builds on this Government’s commitment to our island and remote communities which, since 2007, has seen us invest more than £2bn in the Clyde and Hebrides Ferry Service, the Northern Isles Ferry Service and the supporting vessel and harbour infrastructure.

As part of these investment plans, the MV Utne arrived in Scotland last week from Norway and transferred to CMAL on Monday 22 November. MV Utne will undergo modification works and is expected to enter service during the summer 2022 timetable. The announcement (14 September) of the extension of the Islay vessel invitation to tender for a second vessel is welcome and these major additions to the fleet and the resulting cascade effects will bring real benefits across our island and remote communities and businesses in the coming years.

As announced in the NHS Recovery Plan, by the end of 2021 the Scottish Government will publish a National Workforce Strategy that supports the remobilisation, recovery and renewal of Health and Social Care Services. The strategy is being developed in collaboration with NHS Health Boards, COSLA and a wide range of partners, through cross-sectoral reference groups that include NHS Education for Scotland. The strategy establishes a framework and sets out principles which will guide the design and implementation of service-specific workforce plans.

The Scottish Government has committed to develop a long-term Mental Health Workforce Plan in the first half of this Parliament. The Plan will take a system-wide approach to workforce planning for mental health workers, including psychologists, across sectors.

The Scottish Government is working with NHS Education for Scotland to grow the Psychological Therapies workforce, as demand for Psychological Therapies continues to increase.
