The Scottish Government supports research and development in a renewable energy system through a range of funds, ensuring Scotland will be at the forefront of new transition opportunities. Our Just Transition Fund for the North East and Moray has offered £20 million to projects this year, ranging from testing and promoting emerging technologies such as electric vehicle battery recycling, offshore green hydrogen, and decommissioning, to innovative projects such as a digital innovation lab and a supply chain pathway and challenge fund.

This builds on support offered through our £75 million Energy Transition Fund (ETF) and £100 million Emerging Energy Transition Fund (EETF). The ETF supports four projects: the Energy Transition Zone, Global Underwater Hub, Net Zero Technology Transition Programme, and Aberdeen Hydrogen Hub, which will all support the sector to make progress on energy transition. The first tranche of the EETF’s hydrogen investment programme was launched via the £10 million Hydrogen Innovation Scheme with a focus on innovation in green hydrogen, storage and distribution technology. To provide a coordinated vision for the sector, our upcoming Energy Strategy and Just Transition Plan will set out the energy system’s role in delivering a just transition to net zero and climate resilience.

The Scottish Government’s contract with First Marine International (FMI), a subsidiary of HaskoningDHV, sets out deliverables around timing and the quality of the work done on the report that the Scottish Government has commissioned. These are being used to determine performance and are linked to milestone payments to the supplier. The use of milestone payments is a common mechanism in Scottish Government contracts.

Any decisions around potential investment at the yard will be subject to value for money considerations and to subsidy control rules.

Scotland’s Redress Scheme is delivered jointly by the Scottish Government and Redress Scotland – a new non-departmental public body which assesses and makes decisions on redress applications. Redress Scotland is an independent body, which is not part of Scottish Government and is monitored by the Redress Scotland Sponsorship Team, within the Children’s Rights, Protection and Justice Division.

Across the division 44 staff are currently employed in a variety of roles including Operations, Survivor Relations, Contributions, Policy, Service Design and Delivery, Business Management and Communications to provide an efficient, robust and trusted scheme for applicants, partners and stakeholders.

As part of the administration of the Scheme, a bespoke Case Management System (CMS) has been developed. The CMS is hosted in a secure environment and holds sensitive, personal information relating to applications. Not all colleagues in Scotland’s Redress Scheme have access to CMS, which is restricted to ensure only staff with a specific need to access the applicant data are able to do so.

Certain staff in Redress Scotland also have access to the CMS, meaning that information does not generally need to be shared via multiple systems.

The Privacy Notice for Survivor Applicants and the Privacy Notice for Next of Kin Applicants provide details on how the information collected by Scottish Government, as administrators of Scotland’s Redress Scheme, is managed and how it is used.

It is a matter for Redress Scotland to determine their resourcing within their budget, however some details on their staff are available on their website . In addition, Redress Scotland also have a privacy notice in place.

In response to the priorities set out by the parliamentary inquiries in 2018 and the Salmon Interactions Working Group report, an adaptive spatially-based risk assessment framework to manage sea lice interactions between wild and farmed fish was developed.

SEPA published its response to a consultation on the proposed framework on 25 August and will begin implementation later in 2023. The framework will assess the siting of salmon farms and the risk posed to wild fish.

The recent Programme for Government starts the process of developing a new National Marine Plan (NMP) and commits to supporting local authorities to guide development to the right places. We will consider options to undertake further spatial planning for aquaculture.

Decisions on non-domestic rates, including the poundage and any reliefs or supplements, are generally considered in the context of the Scottish Budget in line with other government priorities.

The Scottish Budget 2022-23 delivers the lowest poundage in the UK for the fourth year in a row, ensuring that over 95% of non-domestic properties continue to be liable for a lower property tax rate than anywhere else in the UK.

The Scottish Government is currently progressing a programme of reform of Scotland’s planning system, including implementation of the Planning (Scotland) Act 2019. The 2019 Act included provisions which prohibits elected members from carrying out certain planning functions (e.g. sitting on a planning committee) if they have not completed specified mandatory training. We have commenced work on the development of mandatory training requirements which will help to ensure that local decision makers are equipped to make sound and legally robust planning decisions.

The ongoing delivery of a regulatory review of aquaculture in Scotland aims to develop a more joined up approach between consents, including piloting of multilateral pre-application discussions, which should lead to enhanced communication and better-informed decision-making at each stage of the consenting process. Government officials continue to maintain a close working relationship with Local Authorities that deal with aquaculture applications as this work continues.

The extraction of peat for use in horticulture exacerbates the linked climate and nature crises. By stopping using peat in horticulture, the people of Scotland can play their part in our journey net zero and help tackle those crises which affect us all. We are mindful of the effects on both edible and ornamental horticulture and, through our forthcoming consultation and continuing work with industry, we aim for a smooth transition with minimal compromises for food production, environment and recreation.

We will soon launch our consultation, which will inform ambitious timescales for phasing out the use of peat in horticulture and we will seek diverse views to help us meet the needs of the people of Scotland.
