There has been no decision taken around excluding people receiving treatment for alcohol issues from Medication Assisted Treatment (MAT) Standard 1.

The MAT standards set out the standards of care people should expect for accessing treatment for drug problems and MAT standard 1 aims to ensure people receive same-day treatment wherever possible on the day they wish to begin medication assisted treatment.

The Women’s Health Plan includes a variety of short, medium and long-term actions. Since the publication of the Plan in August 2021, we have prioritised actions that we know will have an immediate impact on health inequalities. Our first report on progress will be published in early 2023, and will set out the progress made since the publication of the plan.

The Scottish House Condition Survey (SHCS) explores the physical condition of Scotland’s homes as well as the experiences of householders. Data from the (SHCS) provides estimates of the number and percentage of households using LPG (bulk or bottled) as a primary heating fuel, based on a single year of data, and at a local authority level by averaging three years’ of data. The survey has not been designed to provide results by Parliamentary Region. The most recent data for 2017-19 by local authority is presented in the following table.

It should be noted that at a Scotland level over the period 2017 to 2019, 1% or 25,000 of households were estimated to use LPG as a primary heating fuel in their homes. Given this low prevalence, precise actual estimates from survey results are not available for Fife and other Local Authority areas.

It should also be noted that some households may use LPG as a secondary heating fuel, alongside other fuels. This is not included in the table below.

Work is currently underway in the Scottish Public Health Workforce Development Group to assess needs and agree priority actions in relation to the public health workforce. Three additional Public Health training places for trainee doctors have been created in recent years following recommendations made by the Scottish Shape of Training Transition Group. While this may seem like a modest increase, it is relative to the specialty’s training establishment i.e. there were 35 established training places prior to the creation of those three extra posts. This will continue to be reviewed as part of public health workforce planning.

Scottish Ministers are committed to ensuring that people with mental health issues have access to independent advocacy. We recognise that advocacy is central to empowering people with mental health issues to have their voices heard and participate fully in decisions about their care.

Under the Mental Health (Care and Treatment) (Scotland) Act, people with a mental illness have a right to independent advocacy.

We have provided funding of £500,000 per year to NHS Boards and £177,000 to the Scottish Independent Advocacy Alliance (SIAA), and will continue funding to ensure people are supported to understand their choices and make their own decisions. The SIAA is a membership organisation which is responsible for promoting, supporting and defending independent advocacy in Scotland.

We also provide funding for third sector organisations who ensure collective advocacy for those with lived experience of mental health issues. This includes £188,000 this year to Vox Scotland who represent the voices of those with lived mental health experience to Scotland’s politicians and health professionals.

The Scottish Mental Health Law Review published its final report at the end of September 2022 and set out proposals for reform, including recommendations relating to the future provision and funding of independent advocacy services.

Cross-government work is now underway to assess these proposals and we will set out our response in due course.

A range of work, including via the National Gender Identity Healthcare Reference Group, is being undertaken to help improve service delivery of these clinical services.

In addition, the 2023-24 draft Scottish Budget provided £2 million for gender identity healthcare improvement within NHS Scotland.

Scotland has some of the strongest homelessness legislation in the world and local authorities have a legal duty to provide support to anyone at risk of homelessness, including veterans.

Preventing homelessness from happening in the first place is the best and most effective way to end homelessness. We commissioned the Veterans Scotland Housing Group to set out specific strategies to prevent homelessness for veterans and their report was published in January 2022. We accepted the 24 recommendations in principle and are engaging with partners on next steps.

Additionally, we continue to support the charity Housing Options Scotland to provide its Military Matters project, helping veterans and serving members of the Armed Forces to find the right home in the right place. We also published a guide on the Scottish Government website with housing in Scotland information and contacts of organisations who may be able to help veterans obtain housing suitable for their needs.

The Energy Saving Trust maintains the Renewable Heat Database for the Scottish Government. The following table presents figures for the number of renewable heat installations in homes in the Highlands and Islands over the past five years using Microgeneration Certification Scheme (MCS) data.

The figures in the table above come with the following caveats:

• MCS certification is not a mandatory requirement, so MCS data does not capture all small-scale renewable energy installations in Scotland. However, as MCS is often a route to government incentives, it is likely to represent a significant proportion of deployment.
• Most installations registered with MCS are in the retrofit market. However, MCS may capture some new-build installations if contractors have chosen to register their installations with MCS.
• The number of installations above may include a small number of non-domestic installations which could not be cross-referenced against non-domestic Renewable Heat Incentive (RHI) data. This is unlikely to significantly impact the numbers as MCS data is skewed towards domestic installations.

We know that meeting our interim climate change targets will need over 1 million homes across Scotland to convert to zero emissions heat by 2030. This is not split by region in order to allow a flexible approach that can meet our targets as efficiently as possible. In the meantime, we are providing additional support to rural and island communities to reflect the higher costs of installation.

The security and resilience of the UK’s telecommunications network is reserved to the UK Parliament.

The Scottish Government works closely with UK Government, industry, Ofcom and other Devolved Administrations through the Electronic Communications – Resilience and Response Group (EC-RRG), which helps to plan for and respond to disruptive events.

Scottish Government officials also regularly engage with individual telecoms operators around disruptive events, such as Storm Arwen and the recent subsea cable break impacting Shetland, to help coordinate response and debriefs.

Our £28.75 million investment via the Scottish 4G Infill Programme is delivering new mobile infrastructure in 55 locations, which is improving 4G coverage and strengthening resilience of networks serving rural and island communities.
