The Scottish Government recognises the difficult decisions that some pet owners are now facing due to the cost of living crisis. Although the Scottish Government is unable to provide direct support, we will continue work with animal welfare charities and organisations and monitor the situation.

The six-month secondment of two officers from the Vietnamese Ministry of Public Security to Police Scotland concluded in April 2021. The Scottish Government has not held recent discussions with Police Scotland on plans to further engage with the Vietnamese Ministry of Public Security.

Human trafficking has no respect for borders and it is vital that Police Scotland develop and strengthen professional relationships with international law enforcement partners in order to disrupt the networks behind this crime.

Police Scotland’s National Human Trafficking Unit continues to seek out and engage with relevant international partners.

In line with due process, the joint Scottish Government/COSLA Settlement Distribution Group will make recommendations on the allocation mechanism for the funding at their next meeting on 15 November. COSLA Leaders will be asked to give their final sign-off on 25 November.

As soon as possible after that date we will be in a position to share further information.

The General Teaching Council for Scotland (GTCS) is the independent regulatory body for teachers and, as such, Scottish Ministers have no locus to intervene in their procedures. The GTCS fitness to teach policy sets out key principles and acts as a mechanism for dealing with a teacher who presents a risk of harm. The fitness to teach process also aims to ensure that we have a teaching profession in Scotland that is and remains fit to teach so that public trust and confidence in teachers is maintained and the learning of our children and young people is protected.

The Scottish Government Child Protection Unit engages with GTCS on a regular basis on child and public protection and safeguarding issues, and to clarify the role of the bodies that are responsible for dealing with teachers who present a risk of harm to children.

The Scottish Government has also recently established an internal forum on the implementation of the child protection guidance in schools, and will continue to facilitate discussions on reporting and investigation processes of child protection issues within schools.

I have today published our public consultation paper on restricting alcohol advertising and promotion in Scotland, as set out in our Programme for Government 2022-23. This is available at https://consult.gov.scot/alcohol-policy/alcohol-advertising-and-promotion .

Restricting alcohol advertising and promotion is a crucial element in changing our troubled relationship with alcohol and is one of the World Health Organization’s three best buys to reduce alcohol-related harms.

Alcohol advertising and promotion is seen by, and appealing to, large volumes of children and young people in Scotland. International evidence shows that seeing alcohol marketing is associated with an increased likelihood that children and young people will start to drink alcohol or, if they already drink alcohol, drink more . This is harmful to them in both the short and long term.

It is also likely that alcohol advertising and promotion influences higher-risk drinkers and can be a trigger for those in recovery to drink alcohol and relapse . This is in addition to the likely impact marketing has on our wider society, by normalising alcohol and presenting it as fun, sociable and commonplace. Young people in Scotland , as well as people in recovery and their families , have told us directly that they see a lot of alcohol marketing and want us to take action to tackle this

The consultation paper is wide ranging and covers potential restrictions on all of the major sources of exposure to alcohol advertising and promotion in Scotland, including advertising on TV, outdoors, through sports and events sponsorship as well as through branded merchandise and online.

The aim of any restrictions would be to reduce exposure to marketing generally in Scotland which should in turn reduce initiation of drinking and levels of consumption in young people, reduce the potential of relapse for those in recovery and reduce attractiveness of alcohol, and thereby consumption, amongst the general population.

We are seeking responses from all stakeholders to fully understand their views and any concerns they may have about any proposed restrictions. The Scottish Government will be carrying out a programme of engagement with key stakeholders throughout the consultation period to ensure all voices are heard.

Scottish Water is subject to a statutory charge-setting environment for each regulatory period under which the industry’s independent economic regulator, the Water Industry Commission for Scotland (WICS) determines the overarching financial limits for Scottish Water based on the lowest overall reasonable cost of achieving Minister’s Objectives for the industry in the relevant regulatory period (2021-27), including the amount of lending required. Decisions on priorities for investment, including in relation to sewer flooding, are taken with reference to the Ministerial Objectives and the process set out in Scottish Water’s Investment Planning and Prioritisation Framework. While the majority of capital available for investment derives from customer charges, the Principles of Charging set by the Scottish Ministers for the period confirm that Scottish Government will also lend Scottish Water up to a maximum of £1.03 billion to support investment decisions.

The Scottish Government fully recognises the serious impacts that sewer flooding can have on homes and businesses and the need for action to tackle the issue. In this regard I would highlight the launch of Scottish Water’s Improving Urban Waters Routemap in December 2021. This plan, backed with significant investment of close to half a billion pounds, aims to deliver a range of improvements across the sewer network including to reduce incidences of sewer flooding and help Scottish Water to respond more quickly when incidents do occur. The Routemap is available on Scottish Water’s website and the first annual report on progress is expected to be published by 21 December 2022.

Decisions on investment in the current water industry regulatory period (2021-27) are made with reference to the process set out in the Investment Planning and Prioritisation Framework (IPPF). Co-created with industry stakeholders, the Framework represents a balanced programme that makes progress towards the objectives set by Scottish Ministers in the short term, whilst also seeking confidence that the industry is on the best trajectory towards Scottish Water’s Strategic Plan and the co-created Water Sector Vision. Further detail on the IPPF and its operation is available on the Scottish Government’s website.

The two new vessels intended for the Uig, Harris and North Uist routes have the same specification as the Islay vessels currently under construction and will both have a Diesel/Electrical hybrid propulsion system.

The Scottish Government takes a public health approach to drug use and believe that the current UK drug legislation is rooted in an outdated view that drug use is a criminal justice matter. That is why I was pleased when the Lord Advocate decided that an extension of the Recorded Police Warning Guidelines to include possession offences for Class A drugs was appropriate. Police officers in Scotland may now choose to issue a Recorded Police Warning for simple possession offences for all classes of drugs.

However, as you are aware the subject matter of the Misuse of Drugs Act 1971 is reserved. Accordingly the Scottish Government is limited in what it could do in this domain, and could not bring forward legislation to pardon those convicted of an offence under that Act. If these powers were to come to Scotland in the future, we would be open to exploring this further alongside amending the legislation to better fit with the realities and evolving nature of Scotland’s drug deaths challenge.

The Scottish Government intends the New Build Heat Standard to apply to all new buildings, applying for a building warrant, from 1 April 2024 onwards.

This is in direct response to the recommendation of the Committee on Climate Change on how to meet the net zero legal obligations legislated for by the Scottish Parliament.

The timescale reflects the need to act to reduce the emissions associated with heating our homes and businesses, and the introduction of the New Build Heat Standard will ensure that these buildings are future-proofed - avoiding any potentially disruptive retrofit works as we progress towards the decarbonisation of our remaining building stock in line with our Heat in Buildings Strategy.
