Violence towards anyone is unacceptable and the safety of our children, young people and staff at school is paramount.

We have produced guidance for local authorities and schools to promote positive relationships and manage behaviour, including de-escalation of violent behaviour. There are a number of programmes that they use to do this.

Last week I met the Teachers Panel to discuss their experiences and how we could better support schools and pupils. The fifth wave of our Behaviour in Scottish Schools Research started last month and will provide a robust national picture of current relationships and behaviour. We will use this research and engagement with stakeholders, including the Scottish Advisory Group for Relationships and Behaviour in Schools, to inform the development of further future policy, guidance and support for schools and school staff.

I recognise that apprenticeships are vital to ensuring that the electrical sector has the skills it requires.

SDS is responsible for managing the apprenticeship programme in response to industry demand and in line with Ministerial expectations. They will continue to ensure that apprenticeships can support the sectors we need to grow our economy and deliver our just transition to net zero.

It is standard practice for SDS to review changing demand for apprenticeship starts in-year, and they adjust the number of starts allocated to respond as appropriate within their budget.

‎SDS undertook a reallocation process for MA starts in December 2022 and were able to allocate several hundred starts to training providers, with an extra 116 places allocated to the Scottish Electrical Charitable Training Trust (SECTT). They then allocated a further 87 places in February 2023, bringing the total number of places allocated to SECTT during 2022-23 to 865.

Workforce numbers and locations are regularly reviewed to ensure that the organisation is delivering for the people of Scotland as efficiently and effectively as possible. We undertake workforce planning in line with Scottish Government priorities.

In addition to considering the location of roles, the Scottish Government is committed to flexible hybrid working for our workforce, enabling staff to work from a range of locations, both within government offices and working from home. Some of these locations are situated within the Highlands and Islands. Managers are asked to establish a flexible hybrid model with their teams that ensure meets business needs are met, which will vary depending on the nature of the roles and requirements.

Following industrial action within the college sector in 2019, the then Minister for Further Education, Higher Education and Science committed to undertaking a further lessons learned exercise to break the cycle of annual disputes within the sector.

The Scottish Government commissioned Strathesk Resolutions in 2021 to take forward a lessons learned exercise. The purpose of the exercise was to attempt to reduce the likelihood of future industrial dispute and industrial action, with a view to identifying factors that have led to dispute in recent years and to create an environment for more productive dialogue in future negotiations.

The final report compiled by Strathesk Resolutions, dated 25 March 2022, provides the findings and recommendations to the Scottish Government from the lessons learned exercise. At present, the Scottish Government is awaiting formal responses to the recommendations from partners in the Collective Bargaining process and will use these to inform the next steps regarding the implementation of the recommendations.

Critically, and as made clear by the Lessons Learned report, the Scottish Government will maintain its position of not intervening directly in the national collective bargaining process.
